NS-600 OF THE CITY OF SANTA ANA, CALIFORNIA FIXING THE AMOUNT OF MONEY ASCERTAINED TO CARRY ON THE VARIOUS DEPARTMENTS OF THE CITY, AND TO PAY THE BONDED INDEBTEDNESS FALLING DUE, FOR THE CURRENT YEAR 1962-1963, FIXING THE RATE OF TAXATION FOR SAID CURRENT YEAR, AND DESIGNATING THE NUMBER OF CENTS ON EACH $100.00 FOR THE VARIOUS FUNDS OF SAID CITY AND HEREBY LEVIED ON THE WHOLE OF THE TAXABLE PROPERTY OF SAID CITY WHEREAS, heretofore, on the 28th day of December, 1914, the City of Santa Aha did elect to avail itself of the provisions of State law providing that assessment of property and collection of taxes might be done for cities by the county in which the cities were located; and WHEREAS, under the provisions of Section 600 of the Charter of the City of Santa Ana, the county system of assessment and tax collection shall continue to be used unless otherwise provided by Ordinance; and WHEREAS, the Auditor of the County of Orange filed his statement in writing with the City of Santa Ana, showing the total value of all property within the corporate limits for the fiscal year 1962-1963 as equalized and collected by the Board of Supervisors of Orange County, and fixed the sum as shown by the assessment rolls for said year at $175,753,260.00, exclusive of operative property belonging to public utilities, and showing the total value of all property belonging to public utilities and used as operative property within the corporate limits of said City for said fiscal year as tentatively determined by the Board of Equalization of the State of California to be $18,479,700.00, which said amounts make a total assessed valuation for tax purposes within the City of Santa Ana of the sum of $194,232,960.00. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS FOLLOWS: SECTION 1. That the total valuation of the taxable property of the City of Santa Ana of $194,232,960.00 shall be used as a basis for the levy of the taxes of said City at the same time and in the same manner in which County of Orange levies are made and collected. SECTION 2. The City Council does hereby levy a tax for the fiscal year beginning July 1, 1962, and ending June 30, 1963, for the purpose -1- of carrying on the various departments, to pay the bonded indebtedness and interest,~D pay the amounts due the State Employees' Retirement Syste~, to maintain the library, to operate the recreation and parks program, and fixes the rate thereof at $1.39 on each $100.00 of assessed value of all property within the City of Santa Ana, except as to payment on bonded indebtedness, which tax hereby levied shall not apply to those areas expressly excluded hereinbelow, and apportions said amount among the various funds and purposes as follows, to-wit: For the General Fund, $1.030 on each $100.00 of the taxable property in said City; For the Library Fund, $.185 on each $100.00 of the taxable property in said City; For the Recreation and Park Fund, $.075 on each $100.00 of the taxable property in said City; For bonded indebtedness as next hereinbelow set out, $.100 on each $100.00 of the taxable property in the special areas as next herein- below set out. SECTION 3. That the bonded indebtedness and interest of the City for the Santa Aha Municipal Improvement Bond Fund authorized by the voters by their ballots cast in the Special Municipal Bond Election held April 9, 1946, may be paid for the current fiscal year, the rate of $.035 on each $100.00 of the taxable property An said City is hereby fixed, but that said rate shall not apply to any portion of those properties added to the City by annexation proceedings under the following designated names and certified by the Secretary of State on the dates set opposite the designated names, as follows: Southeast Santa Ana "that portion of Orange County Waterworks District lying and being outside of the City of Santa Ana, California" The Prentice Park Territory Northwest Corner of Bristol and Edinger Street North of Edinger and West of Bristol Streets August 22, 1946 December 18, 1948 October 11, 1949 May 23, 1951 June 6, 1951 -2- Townsend Annexation south Standard Annex S.E. This Ordinance is urgently required for the immediate preservation of public peace, health and safety. The following is a specific statement showing the urgency of this Ordinance: That the revenue to be derived from the taxes to be levied and collected in accordance with the terms hereof is necessary for the preservation of public peace, health and safety; to maintain all City services to preserve the same; and in order to be in effect in time re- quired for this year's tax levy, an Ordinance is now immediately required; therefore, the City Council declares that this Ordinance shall take effect as, and is adopted as, an emergency measure and be in force from and after its publication. It is provided, however, that should the provisions declaring this emergency be held to be invalid for any reason whatsoever, then and in that event this Ordinance shall nevertheless take effect thirty (30) days after the adoption thereof and thereafter shall be in full force and effect. at its ASSISTANT CLERK OF TH~/COUNCIL PASSED AND ADOPTED by the City Council of the City of Santa Ana regular meeting held on the 20th day of August, 1962.
