PARTS 1, 3 AND 4 OF CHAPTER 2, ARTICLE IX,
OF THE SANTA ANA MUNICIPAL CODE DEALING WITH
LAND USE REGULATIONS
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS
FOLLOWS:
SECTION 1: That Section 9210.27 of the Santa Aha Municipal
Code is hereby amended to read as follows:
Section 9210.27. ~.ross Floor Area.
The floor area included within the surrounding walls
of a building, exclusive of vent shafts, elevator shafts,
stairways and toilet robs, except toilet rooms in
apartment dwellings.
SECTION 2: That Section 9230.1 of the Santa Ana Municipal
Code is hereby amended by amending Sub-section (g) thereof and adding
thereto a new sub-section (h) in words and figures as follows:
(g) Temporary directional signs.
(h) The following additional uses, subject to the issuance
of an approved Conditional Use Permit as prescribed in Part 5
of this Chapter.
(1) Public utility buildings and structures, including
electric distribution and transmission substations.
(2) Cemeteries, mausoleums, and cre~atories.
(3) Mining, quarrying, and other earth extraction
industries.
(4) Commercial or public airports and landing fields.
(5) Private airplane landing fields.
(6) Commercial dairies having herds of more than
five (5) head.
(7) Private stables and riding academies.
(8) Feed mills.
(9) Packing plants for whole agricultural products.
(10)
Commercial egg production, candling and sales,
commercial production of poultry, pigeons, and
other fowl. Commercial production of these products
if produced, raised or fattened on the premises,
provided that any poultry, pigeon, or rabbit
enclosures, and slaughtering building or place,
be at least fifty (50) feet from any existing
dwelling or milk handling facility of a dairy.
(11) Apiaries, upon the following conditions:
No occupied hives be closer than one hundred
fifty (150) feet to any street or highway
right-of-way.
No occupied hives be closer than four hundred
(400) feet to any existing dwelling, on the
pre~aises or the premises of another apiary.

NO occupied hives closer than fifty (50) feet
to any property line common to other property
lines other than property lines of another apiary.
(12)
Churches, public institutions, public and parochial
schools and colleges and hospitals.
(13) Trailer park or.camp.
SECTION 3: That Section 9230.21 of the Santa Ana Municipal Code
is hereby amended by amending Sub-section (f) thereof and adding thereto
Sub-section (g) in words and figures as follows:
(f) Temporary directional signs.
(g) The following additional uses subject to the issuance
of an approved Conditional Use Permit as prescribed in Part 5
of this Chapter.
(1) Churches and accessory church buildings.
(2)
Public grade schools, collegesand universities
which may include--dormitories, libraries, museums,
university union buildings and art galleries when
owned and operated by governmental agencies or the
university.
(3)
Private schools and colleges except said private
schools and colleges shall not include trade schools
operated by governmental agencies or the university.
(4) Parks and playgrounds not operated for commercial
purposes.
(5) Public utility buildings and structures including
electric distribution and transmission substations.
(6) Golf courses specifically excluding miniature and
pitch and putt golf courses and driving ranges.
(7) Fire station.
SECTION 4: That Section 9230.41 of the Santa Aha Municipal code
is hereby amended by amending Sub-section (h) thereof and adding thereto
Sub-section (i) in words and figures as follows:
(h) Temporary directional signs.
(i) The following additional uses subject to the issuance of
an approved Conditional Use Permit as prescribed in Part 5 of
this Chapter.
(1) Churches and accessory church buildings.
(2)
Public schools, co~leges and universities which may
include on the campus--dormitories, libraries, museums,
university union buildings and art galleries, which
are owned and operated by the university.
(3)
Private schools and colleges except said private schools
and colleges shall not include trade schools, business
colleges, or private schools operated as commercial
enterprises.
(4) Parks and playgrounds not operated for commercial
purposes.

(5)
Public buildings and public utility buildings and
structures, including electric distribution and
transmission substations.
(6) Golf courses, excluding miniature golf course, pitch
and putt course and driving range.
(7) Fire station.
(8) Day nursery, nursery school.
(9) Rest homes and convalescent homes.
SECTION 5: That Section 9230.141 of the Santa Aha Municipal
Code is hereby amended by amending Sub-section (a) to read as follows:
(a)
Ail uses permitted in the R1, R2, and R3H Districts but
under the same restrictions and limitations as specified
in Sections governing same, except for regulations
pertaining to yards which shall be governed by the
P District.
SECTION 6: That Section 9230.181 of the Santa Ana Municipal
Code is hereby amended by adding thereto Sub-section (d) in words and
figures as follows:
(d) Temporary directional signs.
SECTION 7: That Section 9230.262 of the Santa Aha Municipal
Code is hereby amended by amending Sub-section (c) to read as follows:
(c) Where property within this District is to be used for
professional or c~saLsercial purposes and has a lot line in common
with any lot in a residential district there shall be erected a
solid masonry wall not less than six (6) feet high along all
such common lines. Where a wall of such height is prohibited by
this Chapter or any other ordinance the wall shall be the maximum
allowable height. Further, where an alley separates the property
in this District from property in a residential district said
block wall shall be erected along the property line abutting the
alley except at points of ingress/egress to the parking area.
SECTION 8: That Section 9230.282 of the Santa Aha Municipal
Code is hereby amended by amending Sub-section (d) to read as follows:
(d) Any permitted uses to be established on a lot in the
Mi District, the rear or side lot line of which abuts property
situated in any R District, shall be required to erect and
maintain a solid wall or fence not less than six (6) feet in
height along such rear or side lot line.
SECTION 9: That Section 9243 of the Santa Ana Municipal Code
is hereby amended by amending Item (1) of Sub-section (f) to read as
follows:
(1)
Cornices, eaves, chimneys, and similar architectural
features may extend into the required yards of the Al,
RE, and R1 Districts as follows: a distance not to
exceed forty-eight (48) inches into any required front,
rear and/or side yard of the street side of a corner
lot; and a distance not to exceed eighteen (18) inches
into any other required side yard. The aforesaid
architectural features may extend into the required
yards of the R2, R3, R3H, and P Districts as follows:
a distance not to exceed forty-eight (48) inches into
any required front, rear and/or side yard of the street
side of a corner lot; and a distance not to exceed
six (6) inches into any other required side yard.

SECTION 10: That Section 9243 of the Santa Aha Municipal Code
is hereby amended by adding Item (4) to Sub-section (o) in words and
figures as follows:

The Zoning Administrator may, as part of his adminis-
trative function, authorize a temporary directional
sign in permitted Districts if said sign c~npties with
all Planning Department standards set out below. Said
authorization shall be in writing with the following
conditions of approval:
a)
That the proposed temporary directional sign
be not larger than 10' x 20'; said sign shall
be non-illuminated in any residential or
professional district, and non-flashing in any
cceunercial or industrial district.
b) That the sign be not more than 35 feet in over-
all height frc~ the ground.
c)
That the sign not be located on or project into
any existing or future City right-of-way or any
building setback.
d)
That the Zoning Administrator may grant a
6-month extension of time at the expiration date
of the initial 6-month period if it has been
determined that said extension of time is
necessary for the initial sale of homes in the
tract. Said extension shall require a $5.00
fee.
e)
That the applicant post a cash bond in the
amount determined by the Director of Building
and Safety to guarantee the removal of each sign
at the expiration of the period of the
Conditional Use Permit, and that the applicant
and/or the owner of the property on which the
sign is located enter into an agreement with the
City authorizing the City to enter upon the
premises, destroy the sign, and declare the cash
bond forfeited should said sign not be removed
upon the expiration of the Conditional Use
Permit.
However, the Planning Director may determine to circu-
late public notice and hold a public hearing when a
proposed temporary directional sign is so located to
be of importance to the adjoining property owners or
be in conflict with the orderly development of the
area.
Required plot plan, cash bond, and legal agreement sha~
be fulfilled prior to Planning Department approval of
building permit.

each two (2) employees or for
every 500 square feet of open
or enclosed area devoted to
the compounding, manufacturing
or processing of any goods or
articles or the repair or
overhauling of vehicles,
whichever is greater; plus
one (1) stall for each vehicle
used in conjunction with the
use.
SECTION 12: This Ordinance shall take effect thirty days
from and after the date of its adoption.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 4th day of March, 1963.
