HomeMy WebLinkAboutNS-0956ORDINANCE NS-956 PROVIDING FOR THE HOLDING OF A GENERAL MUNICIPAL ELECTION IN THE CITY OF SANTA ANA, CALIFORiqIA, ON THE 1ST DAY OF APRIL, 1969 FOR THE ELECTION OF FOUR MEMBERS OF THE CITY COUNCIL AND FOUR MEMBERS OF THE BOARD OF EDUCATION, GIVING NOTICE OF SAID ELECTION, DESIGNATING POLLING PLACES, HOURS DURING WHICH THE POLLS SHALL BE OPEN, Ai~D APPOINTING ELECTION OFFICERS TO SERVE AT SAID ELECTION THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS FOLLOWS: SECTION 1: That a general Municipal Election is hereby called to be held in the City of Santa Ana, California, on April 1969. SECTION 2: That there shall be 66 voting precincts, several of which are single State and County precincts renumbered for said Election and the rest of which consist of consolidations of two or more State and County precincts, all consisting of territory within the City of Santa Ana except Precinct No. 56, which includes territory outside of the City of Santa Ana, the same being portions of Costa Mesa No. 027, Delhi No. 002, Diamond No. 004, Newport Beach No. 064, Paularino No. 061 and Paularino No. 062, and such territory outside of the City of Santa Ana is included for the purpose of voting on four members of the Board of Education only. SECTION 3: That the Precinct Board of each precinct shall consist of one Inspector, one Judge, and two Clerks; and that said Precinct Officers shall receive the following compensation for their services: Inspectors, $21.00; Judges and Clerks, $18.00; owners of privately owned polling places shall receive the sum of $15.00 for the use of each polling place. That the consolidated voting precincts, the polling places thereof, and the Precinct Board for each such precinct shall be as set out on that certain document headed "ELECTION OFFICERS AND POLLING PLACES" on file in the office of the Clerk of the Council, and the Boards of each such voting precinct are hereby appointed. The Clerk of the Council is hereby authorized to find and appoint substitutes for any election officer hereby appointed who is unable or unwilling to act. SECTION 4: That said Election shall be held and conducted in accor dance with the provisions of the Charter of the City of Santa Ana, the Constitution of the State of California, and the provisions of the Elections Code of the State of California insofar as the same may be applicable thereto. On the day of the Election the polls shall be opened at 7:00 A.M. and shall be kept open until 7:00 P.M., at which time the polls shall be closed. The Clerk of the Council shall prepare and cause to be published a NOTICE OF ELECTION for one time; a list of names of the nominees in the order in which they will appear on the Ballot and the respective offices for which they are nominated once a week for two successive weeks, at least 5 intervening days between the dates of publication; and a notice of election officers and polling places for one time. SECTION 5: The Clerk of the Council shall prepare and cause to be printed official ballots and election supplies necessary for the holding of said Election as required by law, and sample ballots and polling place cards, and shall provide for the mailing of the same to each registered elector within the City, and shall mail sample ballots and polling place cards to those electors in the Santa Ana School Districts but outside of the City. -1- SECTION 6: That said General Municipal Election is held to fill the offices for the terms as follows: Four (4) members of the City Council, to be nominated from Wards One, Three, Five, and Seven and to be elected by the electors of the City at large, the term of each to begin on April 8th, 1969, or as soon thereafter as the result of said Election can be declared, and to hold office until the second Tuesday of April, 1973. Four (4) members of the Board of Education to be elected at large from all territories within the Santa Ana Unified and Junior College Districts, three (3) members to be elected for the full term of four (4) years with the term beginning on April 8, 1969, or as soon thereafter as the results of the said Election can be declared and to hold office until the second Tuesday of April, 1973, and one member to be elected for a short term of two (2) years, said term beginning on April 8, 1969, or as soon thereafter as the results of said Election can be declared, and to hold office until the second Tuesday of April, 1971. SECTION 7: The Clerk of the Council shall cause this Ordinance to be published one time within fifteen (15) days of the date of its adoption. This Ordinance, dealing with an election, shall take effect on the day of publication.
