CODE BY AMENDING SECTION 3823 OF PART 2, CHARTER
8, ARTICLE III THEREOF RELATING TO HANDBILLS
WHEREAS, Section 3823 of the Santa Ana Municipal Code
contains provisions which are now felt to be too restrictive upon
private enterprise, and
WHEREAS, it is desired that said section be made less
restrictive,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA
DOES ORDAIN AS FOLLOWS:
SECTION 1: That Section 3823 of Part 2, Chapter 8, Article
III of the Santa Ana Municipal Code is hereby amended to read as
follows:
Section 3823. Same. Throwinq Handbills Prohibited.
No person shall deposit, place, throw, scatter or
cast any handbill, dodger, circular, booklet, paper,
or other printed matter or advertising in the y~ard
or grounds of any building, or on any porch, doorstep,
vestibule, or in any public hallway of any building
when said building is not in the possession or under
the control of the person so doing, or in any public
street or place, or upon any vacant real property in
the City.
SECTION 2: That this Ordinance shall take effect thirty
days from and after the date of its adoption.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the ~ day of September, 1969.

held on the 2nd day of September, 1969, and was again considered
by said Council at its regular meeting held on the 15th day of
September, 1969, and was at said meeting passed and adopted by
