THE INSTALLATION OF ADULT SCHOOL CROSSING GUARDS
WHEREAS, the problem of where and under what conditions
adult school crossing guards shall be established at school
crosswalks is a recurring one which requires the establishment
of guidelines, and
WHEREAS, Section 21372 of the Vehicle Code of the State of
california requires the establishment of warrants to control the
installation of crossing guards,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA
DOES ORDAIN AS FOLLOWS:
SECTION 1: That the Santa Ana Municipal Code is hereby
amended by adding Sections 36-121 through 36-126 to Chapter 36
thereof to read as follows:
Sec. 36-121. Vehicle Code Requirements.
Section 21372 of the Vehicle Code of the State of
California requires that all cities shall establish warrants
by which it can be determined whether or not an adult school
crossing guard should be provided at the sites of cross
walks where school children customarily cross streets for the
purpose of going to or from school.
Sec. 36-122. Uncontrolled Locations.
At uncontrolled locations an adult school crossing
guard shall be provided by the City of Santa Ana at a
street cross walk where school children customarily cross
in going to or from school when it shall appear, upon
investigation, that vehicular and pedestrian traffic at such
crossing meet the warrants hereinafter described:
(a)
There is no controlled intersection within
600 feet of the location at which the
installation of an adult school crossing guard
is contemplated.
(b)
At the peak periods, no fewer than 40 elementary
school children per hour utilize the subject
cross walk, as pedestrians, for progressing to
or from school.
(c) At the peak periods referred to in (b) above,
the minimum traffic volume (two-way) is:
on a street
50' or less in width,
60' or less in width,
70' or less in width,
80' or less in width,
350 vehicles
250 vehicles
200 vehicles
150 vehicles
per hour;
per hour;
per hour;
per hour
or
(d)
The product of the factors, number in thousands of
vehicles traversing the subject crosswalk per hour
in the peak hour, and the number of crossing elementary
school children in such hour, is twenty (20) or greater.
Sec.
36-123. Requirements for Factors.
(a) For the purpose of the preceding section, the
term "controlled intersection" shall mean: An
intersection where traffic movements are controlled
by a traffic signal or a boulevard stop sign.

(b)
In the event the requirements of 36-122(a), 36-122(b),
and 36-122(c), or 36-122(a), 36-122(b), and 36-122(d)
are met jointly, it shall be deemed that the warrants
have been met.
(c)
The factor of numbers of school children in 36-122(b),
or the factor of numbers of traversing vehicles in
36-122(c) may be reduced to 75% of that hereinbefore
established, in the event the posted speed limit at
the subject location is 40 m.p h. or above, or 85%
or more of the through traffic aG such location
travels at a speed of 40 m.p.h, or more.
Sec. 36-124. Siqnal-controlled Locations.
At a signal-controlled location, an adult school crossing
guard shall be provided as in 36-122 supra, in the event the
requirements of 36-122(b) occur when there are also 300 con-
flicting turning vehicles in any one-hour period; or when
conditions in 36-122(b) and 36-122(d) jointly occur; or
When the requirements of 36-122(b) occur in conjunction
with special circumstances not normally experienced at
controlled intersections, such as crosswalks of greater than
80' length, auto-pedestrian accidents, or commercial vehicle
usage, substantially in excess of the norm. The factor of
300 vehicles may be reduced to 75% thereof if the contingencies
referred to in 36-123(c) occur.
Sec. 36-125. Boulevard Stop Locations.
At boulevard stop locations, an adult school crossing
guard shall be provided as in 36-122, supra, in the event
the requirements of 36-122(b) occur when at peak periods the
minimum traffic volume (two-way) is 500 vehicles per hour on
the leg of the intersection where the children cross in any
one-hour period; or when conditions in 36-122(b) and 36-122(d)
jointly occur; or
When the requirements of 36-122(b) occur in conjunction
with special circumstances not normally experienced at
controlled intersections, such as crosswalks of greater than
80' length, auto-pedestrian accidents, or commercial vehicle
usage, substantially in excess of the norm. The factor of
500 vehicles may be reduced to 75% thereof if the contingencies
referred to in 36-123(c) occur.
Sec. 36-126. Special Circumstances.
In the event a location does not meet the above warrants
and the appropriate board of education,within whose juris-
diction this intersection is, feels that special circumstances
warrant the placement of an adult crossing guard at this
location to protect the children crossing to or from their
elementary school, the board may place an adult crossing guard
at this intersection at its own expense. In such event, the
city will place such guards under City Police control and will
provide them only with training and supervision at City expense.
SECTION 2: That this ordinance shall take effect thirty
days from and after the date of its adoption.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 4th day of May, 1970.
