DEALERS AND REQUIRING THEIR REGISTRATION
WHEREAS, the City of Santa Aha and the County of Orange are
endeavoring to control the proliferation of flies; and
WHEREAS, in order to complete registration in this area it
is felt that not only producers of fly breeding materials, but also
those who deal therein must be regulated as well; and
WHEREAS, commercial manure dealers must be identifiable in
order that their activities might be examined and regulated;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA
DOES ORDAIN AS FOLLOWS:
SECTION 1: That Chapter 18 of the Santa Ana Municipal Code
is hereby amended by adding Sections 18-351 and 18-352 to read in
words and figures, as follows:
Sec. 18-351. Commercial Manure Dealer - Definition.
COMMERCIAL MANURE DEALER shall mean any person, firm, or
corporation who, for a fee, gathers, collects, hauls, stock-
piles, spreads, or sells any manure or manure-like substance
other than in a fully composted and bagged condition.
Sec. 18-352. Reqistration.
It shall be unlawful for any commercial manure dealer to
gather, collect, haul, stockpile, spread or sell any manure
or manure-like substance within the City of Santa Ana without
first registering with the County Health Officer on forms
prescribed by him. Such registration shall expire at the end
of each calendar year and shall be renewed annually during the
first week in January. There shall be no fee for such registra-
tion nor any subsequent renewal.
Failure to register as a commercial manure dealer as provided
in this Article shall constitute a misdemeanor punishable, upon
conviction thereof, by a fine not exceeding five hundred dollars
($500.00) or imprisonment in the County Jail for six months, or
by both such fine and imprisonment.
SECTION 2: That this Ordinance shall take effect thirty days
from and after the date of its adoption.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 17th day of August, 1970.
