CODE BY ADDING SECTIONS 41-68, 41-69, AND 41-70 TO
ARTICLE I OF CHAPTER 41 THEREOF AND ADDING SECTION
41-619 TO ARTICLE V T~EREOF TO REGULATE HELICOPTERS
AND HELIPORTS WITHIN THE CITY OF SANTA ANA
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS
FOLLOWS:
SECTION 1: That Sections 41-68, 41-69, and 41-70 are hereby
added to Article I of Chapter 47 of the Santa Ana Municipal Code
to read as follows:
Sec. 41-68. Helicopter.
A helicopter is any rotocraft which depends principally for
its support and motion in the air upon lift generated by one or
more rotors that rotate on substantially vertical axes.
Sec. 41-69. Heliport.
A heliport is an area of land or water or a structural surface
which is used, or is intended for use, for the landing and take-
off of helicopters, and any appurtenant areas which are used,
or intended for use, for heliport buildings and other heliport
facilities.
Sec. 41-70. Helistop.
A helistop is the same as a heliport, except that no refueling,
maintenance, repairs or storage of helicopters is permitted.
SECTION 2: That Section 41-619 is hereby added to Article IV
of the Santa Ana Municipal Code to read as follows:
Sec. 41-619. Helicopters, Heliports, and Helistops:
Requlations.
No helicopter shall land or take off and no heliport or heli-
stop shall be established in any R 1, R 2, R 3, or R 4 District.
In any district other than R 1, R 2, R 3 or R 4, no helicopter
shall land or take off and no heliport or helistop shall be
established unless a Conditional Use Permit shall first have been
secured for the establishment, maintenance and operation of such
use, and then only in conformity with any conditions imposed
thereby.
The Planning Director may approve temporary helistops in any
zoning district of the City for a period not to exceed ninety
(90) days for use in connection with major construction sites or
special events if he determines that such helistops will not
unduly interfere with the health, safety and welfare of persons
owning property in the surrounding area and he may attach appro-
priate conditions to such approval.
SECTION 3: That this Ordinance shall take effect thirty days
from and after the date of its adoption.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 21st day of September, 1970.
