AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA ADDING DIVISION 27 TO ARTICLE III OF
CHAPTER 41 OF THE SANTA ANA MUNICIPAL CODE, CON-
SISTING OF SECTION 41-594, PERTAINING TO THE
ESTABLISHMENT OF A MILITARY OPERATIONS USE DIS-
TRICT FOR THE ARMED FORCES OF THE UNITED STATES
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN
AS FOLLOWS:
SECTION 1: That the Santa Ana Municipal Code is hereby
amended by adding a Division to be numbere~ 27 to Article III
of Chapter 41 said Division 27 to consist of Section 41-594
and to read as follows:
DIVISION 27 (MILITARY OPERATIONS)
Sec. 41-594. Military Operations of the Armed Forces
of the United States of America.
Ail property within a district with an MO (Military Operations)
district classification shall be used exclusively for the military
operations of the Armed Forces of the United States of America.
SECTION 2: This ordinance is urgently required for the imme-
diate preservation of the public peace, health, safety and welfare
for the reason that said military operations land use district must
be established prior to the pre-zoning of that portion of land con-
tiguous to the boundaries of the City of Santa Ana known as the
United States Marine Corps Air Station to enable the City of Santa
Ana to complete the pre-zoning of said United States Marine Corps
Air Station prior to the date of May 8, 1974, which is the date
set for the public hearing on inclusion of said air station within
the sphere of influence of the City of Santa Ana. The inclusion
of said air station within the sphere of influence of the City of
Santa Ana will enable the City of Santa Ana to annex said air sta-
tion to its boundaries and the annexation of said air station to
the boundaries of the City of Santa Ana will promote the public
peace, health, safety, and welfare of the citizens of the City of
Santa Ana; therefore the City Council declares that this ordinance
shall take effect as an emergency measure immediately upon its
publication for posting.
SECTION 3: If any section, subsection, sentence, clause,
phrase or portion of this ordinance is for any reason held to
be invalid or unconstitutional by the decision of any court
of competent jurisdiction, such decision shall not affect the
validity of the remaining portions of this ordinance. The
City Council of the City of Santa Ana hereby declares that it
would have adopted this ordinance and each section, subsection,
sentence, clause, phrase or portion thereof irrespective of the
fact that any one or more sections, subsections, clauses,
phrases or portions be declared invalid or unconstitutional.
SECTION 4: The Clerk of the Council shall certify to the
passage of this ordinance and cause the same to be published
in some daily newspaper printed and published in the City of
Santa Ana.

Santa Ana as an emergency measure at its regular meeting on
the 15th day of April , 1974.
FURTHER PASSED AND ADOPTED by the City Council of the
City of Santa Ana at its regular meeting held on the 6th
day of May , 1974.
