AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA, CALIFORNIA, ORDERING, CALLING,
PROVIDING FOR AND GIVING NOTICE OF A SPECIAL
ELECTION TO BE HELD IN SAID CITY ON NOVEMBER
5, 1974, FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED VOTERS OF SAID CITY A BALLOT MEASURE
AUTHORIZING THE CITY OF SANTA ANA HOUSING
AUTHORITY TO DEVELOP, CONSTRUCT, OR ACQUIRE
WITH FEDERAL ASSISTANCE AND/OR ASSISTANCE FROM
A STATE PUBLIC BODY, LOW-RENT HOUSING SPECIFI-
CALLY DESIGNED FOR ELDERLY LOW-INCOME RESIDENTS,
AND CONSOLIDATING SAID ELECTION WITH THE STATE-
WIDE GENERAL ELECTION TO BE HELD ON SAID DAY
WHEREAS, the City City Council of the City of Santa Ana
desires to authorize the Housing Authority of the City of
Santa Ana to develop, construct or acquire in the City of
Santa Ana, with Federal assistance and/or assistance from
a State public body, low-rent housing specifically designed
for elderly low-income residents; and
WHEREAS, the California State Constitution, Article 34,
Section 1 thereof, requires a majority of the qual'ified electors
of the City of Santa Ana voting upon such issue to approve
the development, construction, or acquisition, in the City of
Santa Ana of low-rent housing specifically designed for elderly
low-income residents; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
ANA, CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1: That a special election be held and the same
is hereby called to be held in the City of Santa Aha on November
5, 1974, for the purpose of submitting to the qualified voters
of said City a ballot measure hereinafter set forth, relating
to the authorization of the Housing Authority of the City of
Santa Ana, to develop, construct, or acquire in the City of
Santa Ana, with Federal assistance and/or assistance from a
State public body, low-rent housing specifically designed
for elderly low-income residents.
SECTION 2: That the polls for said election shall be
opened at 7:00 o'clock a.m. of the day of said election and
shall remain open continuously from said time until 8:00
o'clock p.m. of the same day, then said polls shall be closed,

except as provided in the Elections Code of the State of
California.
SECTION 3: That on the ballot to be used at said special
election, in addition to any other matters required by law,
there shall be printed substantially the following:
CITY OF SANTA ANA LOW-RENT HOUSING PROPOSAL FOR
ELDERLY LOW-INCOME RESIDENTS.
SHALL THE HOUSING AUTHORITY OF THE CITY OF SANTA
ANA DEVELOP, CONSTRUCT, OR ACQUIRE IN THE CITY OF YES
SANTA ANA, WITH FEDERAL ASSISTANCE AND/OR ASSIS-
TANCE FROM A STATE PUBLIC BODY, LOW-RENT HOUSING
SPECIFICALLY DESIGNED FOR ELDERLY LOW-INCOME NO
RESIDENTS.
THIS PROPOSITION REQUIRES A MAJORITY VOTE.
SECTION 4: That a cross (X) placed in the voting square
after the word "YES" in the manner hereinbefore provided shall
be counted in favor of the adoption of the proposition. A cross
(X) placed in the voting square after the word "NO" in the manner
hereinafter provided shall be counted against the adoption of
the proposition.
SECTION 5: That the special election hereby called for the
date hereinbefore specified shall be and is hereby ordered con-
solidated with the State-wide general election to be held on
said date; and within said City the precincts, polling places,
and officers of election for the Special Municipal Election
hereby called shall be the same as those provided for said
State-wide General Election. The Board of Supervisors of Orange
County is hereby requested to order the consolidation of the
Special Municipal Election hereby called with said State-wide
General Election, and said Board of Supervisors is hereby autho-
rized to canvass the returns of said Special Municipal Election,
and said election shall be held in all respects as if there were
only one election, and only one form of ballot; namely, the bal-
lot used at said General Election, shall be used. Said Board of
Supervisors shall certify the results of the canvass of the re-
turns of said Special Municipal Election to the City Council of
said City which shall thereafter declare the results thereof.
The proposition submitted by this Ordinance shall be designated
on the ballot by a letter printed on the left margin of the
square containing the description of the measure.
SECTION 6: That notice of the time and place of holding
said election is hereby given and the Clerk of the Council is
hereby authorized, instructed and directed to give such further
or additional notice of said election the time, form and manner
as required by law.

SECTION 7: That the Clerk of the Council shall certify
to the passage and adoption of this ordinance; shall enter
the same in the book of original ordinances of the City; and
shall make a minute of the passage and adoption thereof in
the records of the proceedings of the City Council of said
City in the minutes of the meeting at which the same is
passed and adopted.
SECTION 8: Said Board of Supervisors is hereby requested
to issue instructions to the Registrar of Voters of Orange County
to take any and all steps necessary for t~e holding of said
consolidated election.
SECTION 9: The City of Santa Ana recognizes that
additional costs will be incurred by the County by reason
of this consolidation and agrees to reimburse the County
any such costs.

SECTION 10: That the Clerk of the Council of the City
of Santa Ana is hereby directed to file a certified copy
of this ordinance with the Board of Supervisors and the
Registrar of Voters of the County of Orange.
SECTION ll: That the Clerk of the Council shall cause
this ordinance to be published one time within fifteen (15)
days of the date of its adoption. This ordinance, dealing
with an election, shall take effect on the day of publication.
PASSED AND ADOPTED by the City Council of the City of
Santa Ana at its regular meeting held on the 15th day of
