ORDINANCE NO. NS-1546
AN ORDINANCE OF THE CITY OF SANTA ANA PROVIDING
FOR THE HOLDING OF A GENERAL MUNICIPAL ELECTION
IN THE CITY OF SANTA ANA, CALIFORNIA, ON THE 5TH
DAY OF APRIL, 1977 FOR THE ELECTION OF FOUR MEM-
BERS OF THE CITY COUNCIL, AND FOR SUBMISSION TO
THE ELECTOB~ OF THE CITY OF A PROPOSED AMENDMENT
TO THE CITY CHARTER, GIVING NOTICE OF SAID ELECTION,
HOURS DURING WHICH THE POLLS SHALL BE OPEN, AND
AUTHORIZING APPOINTMENT OF ELECTION OFFICERS TO
SERVE AT SAID ELECTION.
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN
AS FOLLOWS:
SECTION 1: That a General Municipal Election is hereby
called to be held in the City of Santa Ana, California on April
5, 1977.
SECTION 2: That there shall be voting precincts,
several of which are single State and County precincts renumbered
for said Election and the rest of which consist of consolidations
of State and County precincts, all consisting of territory within
the City of Santa Ana.
SECTION 3: That the Precinct Board of each precinct shall
consist of one Inspector, one Judge, and two Clerks; and that said
Precinct Officers shall receive the following compensation for their
services: Inspectors, $29.00, Judges and Clerks, $24.00, and owners
of privately owned polling places shall receive the sum of $15.00
for the use of each polling place.
SECTION 4: That the consolidated voting precincts, the
polling places thereof, and the Precinct Board for each such pre-
cinct shall be as set out on that certain document ~headed
"ELECTION OFFICERS AND POLLING PLACES" on file in the office of
the Clerk of the Council, and the Boards of each such voting pre-
cinct are hereby appointed. The Clerk of the Council is hereby
authorized to find and appoint substitutes for any election officer
hereby appointed who is unable or unwilling to act.
SECTION 5: That said Election shall be held and conducted
in accordance with the provisions of the Charter of the City of
Santa Ana, the Constitution of the State of California, and the
provisions of the Elections Code of the State of California insofar
as the same may be applicable thereto. On the day of the Election
the polls shall be opened at 7:00 A.M. and shall be kept open until
8:00 P.M., at which time the pools shall be closed. The Clerk of
the Council shall prepare and cause to be published a NOTICE OF
ELECTION for one time; a list of names of the nominees in the order
in which they will appear on the Ballot and the respective offices
for which they are nominated once a week for two successive weeks,
with at least 5 intervening days between the dat~ of publication;
and a notice of election officers and polling places for one time.
SECTION 6: The Clerk of the Council shall prepare and
cause to be printed official ballots and election supplies necessary
for the holding of said Election as required by law, and sample
ballots and polling place cards, and shall provide for the mailing
of the same to each registered elector within the City.

SECTION 7: That said General Municipal Election is held
to fill the offices for the terms as follows:
Four (4) members of the City Council, to be
nominated from Wards One, Three, Five and Seven
and to be elected at large by the electors of
the City, the term of each to begin on April
12, 1977, or as soon thereafter as the result
of said Election can be declared, and to hold
office until the second Tuesday of April, 1981.
SECTION 8: That said General Municipal Election shall
also be held for the purpose of submitting to the electors of the
City a proposed amendment of the City Charter by which sections
400, 400.1, 403, 1201, 1203, and 1204 thereof shall be amended to
authorize the City Council to consolidate general municipal elections
with other elections and establish an election date earlier than
the first Tuesday in April for purposes of such consolidation; to
retain the second Tuesday in April as the beginning date for terms
of office whether or not such earlier election date is established,
and to eliminate obsolete references to cities of the sixth class.
