ORDINANCE NO. NS-1405
AN ORDINANCE OF THE CITY OF SANTA ANA
ORDERING, CALLING, PROVIDING FOR AND
GIVING NOTICE OF A SPECIAL MUNICIPAL
ELECTION TO BE HELD IN THE SAID CITY ON
JUNE 6, 1978, FOR THE PURPOSE OF SUB-
MITTING TO THE QUALIFIED VOTERS OF THE
SAID CITY CERTAIN PROPOSALS TO AMEND THE
CHARTER OF THE SAID CITY
WHEREAS, the City Council of the City of Santa Ana
desires that a special municipal election be held on June 6,
1978, for the purpose of submitting certain proposed amendments
to the Charter of the City of Santa Ana to the qualified voters
of said City; and
WHEREAS, the City Council is requesting the Board of
Supervisors of Orange County to order the consolidation of the
said special municipal election with the statewide general elec-
tion to be held on the same date;
NOW, THEREFORE, THE CITY COUNCIL OF THE CiTY OF SANTA
ANA DOES ORDAIN AS FOLLOWS:
SECTION 1: That a special election be held and the
same is hereby called to be held, in the City of Santa Ana on
June 6, 1978, for the purpose of submitting to the qualified
voters of said city the proposals hereinafter set forth to amend
the Charter of the City of Santa Ana.
SECTION 2: That on the ballot to be used at said
special election, in addition to any other matters required by
law, there shall be printed substantially the following:
CHARTER LANGUAGE. Skall the Charter be amended
to bring Charter provisions into conformance
with State law and to revise regulation of
political activities, including:
-Deleting provisions which are now con-
tr611ed by State law and extending provi-
sions to include all powers granted by
State law;
-Making the competitive bidding require-
ments of the City similar to those set
by State law~
-Prohibiting gifts to City personnel from
financially interested persons?

be subject to suspension, demotion or
dismissal without right of appeal;
-Revising suspension and demotion proce-
dure for employees and setting new
requirements for notice of charges and
written decision;
-Revising requirements for providing an
employee retirement plan and guidelines
for employee lay offs?

SECTION 4: That the said special municipal election shall
be conducted in accordance with the Elections Code of the State
of California, and the Clerk of the Council is hereby authorized
and directed to take all actions necessary or appropriate with
respect thereto, except to the extent such actions may be under-
taken by the Registrar of Voters of the County of Orange upon
consolidation of the said special municipal election with the
statewide general election.
SECTION 5: That notice of the time and place of holding
said special municipal election is hereby given, and the Clerk

of the Council is hereby authorized and directed to give such
additional notice thereof as required by law.
