AN ORDINANCE OF THE CITY OF SANTA ANA
ADOPTING SPECIFIC PLAN FOR STREET
ALIGNMENT NO. 49 AND ADDING SECTION
41-748 TO THE SANTA ANA MUNICIPAL CODE
TO ESTABLISH STREET ALIGNMENT FOR
COLLEGE AVENUE FROM SEVENTEENTH
STREET TO A POINT 354.16' NORTH
WHEREAS, after public hearing on due notice, the
Santa Aha Planning Commission has recommended the adoption
of Specific Plan of Street Alignment No. 49, which estab-
lishes the alignment of a portion of College Avenue: and
WHEREAS, after hearing before the City Council on
notice as required by law, this Council has determined that
the alignment of College Avenue from Seventeenth Street to a
point 354.16' North should be established in accordance with
the said Specific Plan of Street Alignment No. 49 in order
to promote the public safety and welfare; and
WHEREAS, prior to taking this action, the City
Council has reviewed and considered the information con-
tained in the Environmental Impact Report for the project
and, on the basis thereof, finds that economic, social,
traffic and human risk considerations make infeasible
mitigation measures or project alternatives identified in
the Environmental Impact Report, in that the project is
intended to mitigate sub-par traffic handling capacity and
eliminate conditions which cause a high accident rate, and
the only alternative of "no project" is infeasible,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA ANA DOES ORDAIN AS FOLLOWS:
Section 1: That the City Council does hereby
certify that said final Environmental Impact Report has been
completed in accordance with the requirements of CEQA and
the State Environmental Impact Report Guidelines and that,
prior to taking any action to approve or disapprove the
project, it has reviewed and considered the information
contained in said final Environmental Impact Report and that
it approves it.
Section 2: That Specific Plan of Street Alignment
No. 49 is hereby adopted by the City Council as the street
alignment for College Avenue from Seventeenth Street to a
point 354.16' North.
Section 3: That the Santa Aha Municipal Code is
hereby amended by adding a section, to be numbered Section
41-748, which said section reads as follows:
