ORDINANCE NO. NS-1519
AN ORDINANCE OF THE CITY OF SANTA ANA
ADDING CHAPTER 30 TO THE SANTA ANA
MUNICIPAL CODE TO PROVIDE FOR THE
DESIGNATION OF PLACES OF HISTORICAL
AND ARCHITECTURAL SIGNIFICANCE
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES
ORDAIN AS FOLLOWS:
SECTION 1: That the Santa Aha Municipal Code
is hereby amended by adding a new chapter, to be numbered
Chapter 30, consisting of sections numbered 30-1 through 30-
5 inclusive, which said chapter reads as follows:
Chapter 30
PLACES OF HISTORICAL AND ARCHITECTUAL SIGNIFICANCE
Sec. 30-1.
Register of Historical Property.
The City Council may, by resoluti6n, designate as
historical property any building or part thereof, object,
structure, monument, or collection thereof having importance
to the history or architecture of the City of Santa Ana in
accordance with the criteria set forth in section 30-2. The
Clerk of the Council shall maintain a register which shall
consist of copies of each such resolution and which shall be
known as the City of Santa Ana Register of Historical Property.
The City Council may at any time repeal, revise, or modify
any such resolution upon reconsideration of the historical
or architectual importance of the places therein described.
Sec. 30-2.
Criteria for selection
(a) Property may be designated as historical
property if it meets any of the following standards
of architectual significance:
(i) Structures or areas that embody distinguishing
characteristics of an architectual style,
period, or method of construction, or of
architectual development within the City.
(ii) Notable works of a master builder,
designer, or architect whose style influenced
the City's architectual development, or
structures showing the evolution of an
architect's style.
(iii) Rare structures displaying a building
type, design, or indigenous building form.
(iv) Structures which embody special architectual
and design features.

(v) Outstanding examples of structure displaying
original architectural integrity, structurally
or stylistically, or both.
(vi) Unique structures or places that act as
focal or pivotal points important as a key to
the character or visual quality of an area.
(b) Property may be designated as historical
property if it meets any of the following standards
of historical significance:
(i) Sites and structures connected with
events significant in the economic, cultural,
political, social, civic, ethnic or military
history of the City of Santa Ana, the County
of Orange, the State of California, or the
United States of America.
(ii) Structures or areas identified with the
lives of historical personages of the City of
Santa Ana, the County of Orange, the State of
California, or the United States of America.
(iii) Sites and groups of structures
representing historical development patterns,
including, but not limited to, urbanization
patterns, railroads, agricultural settlements,
and canals.
Sec. 30-3. Application of State Historical
Building Code.
Any building or structure designated as having
historical or architectual importance by inclusion in the
Santa Aha Register of Historical Property shall be deemed a
"qualified historical building or structure" for purposes of
applying the State Historical Building Code, as set forth in
Part 2.7 (commencing with section 18950) of Division 13 of
the Health and Safety Code of the State of California and
Part 8 of Title 24 of the California Administrative Code.
The Director of Building Safety is authorized to apply the
said State Historical Building Code to any such building or
structure.
Sec. 30-4.
Historical rehabilitation areas.
The City Council, after public hearing noticed and
held in the manner prescribed by section 37628 of the Health
and Safety Code of the State of California, may, by resolution
designate any area within the City as an Historical Rehabilitation
Area upon finding that such area complies with one or more
of the following standards:
(i) The area constitutes a distinct section of
the City and has special character, historical,
architectual, or aesthetic interest and value.
(ii) The area provides significant examples of
architectual values of the past or landmarks in
the history of architecture.

(iii) The area serves as a reminder of past
eras, events, or persons important in the history
of the City of Santa Ana, the County of Orange,
the State of California or the United States of
America or illustrates past living styles for
future generations to observe, study, or inhabit.
(iv) The area is the site of an historically or
culturally significant ground, garden, or object.
Sec. 30-5.
Historical rehabilitation financing
program.
The standards set forth in sections 30-2 and 30-4
shall constitute criteria for selection of historical properties
eligible for financing and criteria for the selection of
historical rehabilitation areas, pursuant to the provisions
of the Marks Historical Rehabilation Act of 1976, as set
forth in Part 10 (commencing with section 37600) of Division
24 of the Health and Safety Code of the State of California,
for the purposes of any historical rehabilitation financing
program which may be undertaken pursuant to that Act by the
City of Santa Ana or the Community Redevelopment Agency of
the City of Santa Ana.
