ORDINANCE NO. NS-1546
AN ORDINANCE OF THE CITY OF SANTA ANA
REPEALING SECTIONS 36-133, 36-141, 36-194,
36-195 AND 36-196 OF THE SANTA ANA MUNICIPAL
CODE, AND AMENDING SECTIONS 36-132, 36-142,
36-143 AND 36-193 OF THE SANTA ANA MUNICIPAL
CODE, PERTAINING TO REGULATION OF ON-STREET
PARKING AND ONE-WAY STREETS.
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES
ORDAIN AS FOLLOWS:
SECTION 1: That Sections 36-133,
36-195 and 36-196 of the Santa Aha Municipal
repealed.
36-141, 35-194,
Code are hereby
SECTION 2: That Section 36-132 of the Santa Ana
Municipal Code is hereby amended to read as follows:
Section 36-132.
No Parking Zones
The Director of Public Works is authorized to
place signs or markings prohibiting stopping, standing, or
parking at all times or during certain hours of the day on
any portion of any street within the City where the Council
so directs by resolution, or where engineering studies have
been made and the Director of Public Works determines that
such signs or markings are necessary to facilitate the safe
and orderly movement of traffic. Such restrictions may be
limited so as not to apply on specified days.
When a sign or marking giving notice of such a
restriction is in place, no person shall stop, stand or park
any vehicle in violation of such sign or marking.
Police officers are authorized to remove a vehicle
from the roadway when such vehicle is stopped, standing or
parked in violation of this Section, provided that a sign
giving notice that the vehicle may be removed has been
posted.
SECTION 3. That Section 36-142 of the Santa Ana
Municipal Code is hereby amended to read as follows:
Section 36-142.
Time Limit Parkin9
The Director of Public Works is authorized to
place signs or markings prohibiting parking in excess of
twelve (12) minutes, twenty-four (24) minutes, one (1) hour,
or two (2) hours, between nine o'clock (9:00) a.m. and six
o'clock (6:00) p.m., on any portion of any street within the
City, where the Council so directs by resolution, or where
the Director of Public Works determines that such
restriction is necessary to accommodate the public demand
for short-term parking. Such restrictions may be limited so
as not to apply on specified days.
When

SECTION 4. That Section 36-143 of the Santa Ana
Municipal Code is hereby amended to read as follows:

Continuing Violations:
Additional Offenses
Every person violating a sign or marking placed in
accordance with the provisions of Sections 36-138, 36-142,
36-147, or 36-147.1 which prohibits parking for longer than
a specified period of time is guilty of a separate and
further violation for each period of time that the vehicle
is left so parked, equal to the maximum legal parking time
specified by such sign marking.
SECTION 5. That Section 36-193 of Article VI,
Chapter 36 of the Santa Ana Municipal Code is hereby amended
to read as follows:
Section 36-193.
One-Way Streets and Alleys.
The Director of Public Works is authorized to post
signs and official traffic control devices restricting
vehicular traffic to one direction only, at all times or
during certain hours of the day, on any portion of any
alley, street, or specific lane on any street within the
City where the Council so directs by resolution, or where
engineering studies have been made and where the Director of
Public Works determines that it is necessary to facilitate
the safe and orderly movement of traffic.
When a sign or official traffic control device
giving notice that vehicular traffic is so restricted is
place, no person shall operate a vehicle in violation of
such sign.

SECTION 6. If any section, subsection, clause,
phrase or'portion of this Ordinance is for any reason held
to be invalid or unconstitutional by the decision of any
court of competent jurisdiction, such decision shall not
affect the validity of the remaining portions of this
Ordinance. The City Council of the City of Santa Ana hereby
declares that it would have adopted this Ordinance and each
section, subsection, sentence, clause, phrase or portion
thereof irrespective of the fact that any one or more
sections, subsections, sentences, clauses, phrases or
portions be declared invalid or unconstitutional.
SECTION 7. Neither the adoption of this Ordinance
nor the repeal hereby of any Ordinance shall in any manner
affect the prosecution for violation of Ordinances which
violations were committed prior to the effective date hereof
nor be construed as affecting any of the provisions of said
Ordinance relating to the collection of any such license or

penalty or the penal provisions applicable to any violation
thereof nor to affect the validity of any bond or cash
deposit in lieu thereof required to be posted, filed or
deposited pursuant to any Ordinance and all rights and
obligations thereunder and appertaining shall continue in
full force and effect.
