NS- 1561 AN EMERGENCY ORDINANCE OF THE CITY OF SANTA ANA CHANGING A HOLIDAY TO BE OBSERVED BY CITY EMPLOYEES FROM DECEMBER 24, 1980 TO DECEMBER 26, 1980, AND STATING THE REASONS FOR ITS URGENCY THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS FOLLOWS: SECTION 1: That, notwithstanding anything to the contrary in Section 9-135 of the Santa Aha Municipal Code, December 24, 1980 shall not be a legal holiday observed by City employees and December 26, 1980 shall be a legal holiday observed by City employees. SECTION 2: This Council finds that this Ordinance is urgently required as an emergency Ordinance for the immediate preservation of the public peace, health and safety for the following reasons: 1. Since December 25, 1980 is a holiday and December 27 and 28, 1980 are weekend days, large employee absenteeism is to be expected on December 26, 1980. Changing the holiday from December 24 to December 26, 1980 will thus increase total employee attendance and consequently total service to the public during the work week beginning December 22, 1980. 2. The requirements imposed on the City to meet and confer with employee representatives prior to any change in the terms and conditions of employment were not completed in time to allow the abovesaid change in holidays according to the regular process of Ordinance adoption. THEREFORE, the City Council declares that this Ordinance shall take effect, and be adopted, as an emergency measure and is to be effective from the date of adoption as set forth in the Charter of the City of Santa Aha.
