ORDINANCE NO. NS- 1600
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA REZONING PROPERTY IN THE
"FRENCH PARK HISTORIC DISTRICT" FROM THE
P (PROFESSIONAL) AND R3H (HIGH DENSITY-
MULTIPLE FAMILY RESIDENTIAL) DISTRICTS TO
THE P-SD AND R3H-SD (SPECIFIC DEVELOPMENT
SUFFIX) DISTRICTS, AND AMENDING SECTIONAL
DISTRICT MAP 7-5-9
WHEREAS, the real property in that area of the
City of Santa Ana known as the "French Park Historic
District, and more specifically described in Exhibit A,
attached hereto and incorporated herein, is presently
located partly in the P (Professional) and R3H (High Density-
Multiple Family Residential) Use Districts; and
WHEREAS, Amendment Application No. 858 has been
filed to rezone such real property by adding the SD
(Specific Development) Suffix to the abovesaid Use District
designations; and
WHEREAS, the Planning Commission has given notice
of and duly held a public hearing on said Amendment
Application and has recommended approval thereof, and
WHEREAS, the City Council regularly held a public
hearing on the said Amendment Application on published
notice required by law and does now find that the public
necessity, convenience, and general welfare require that the
said property be reclassified as requested in the said
Amendment Application, and that the new classification will
not be deterimental to the surrounding property, and
WHEREAS, prior to taking this action, the City
Council has reviewed and considered the information
contained in Negative Declaration, I.S. No. 81-101; and, on
the basis thereof, finds that the project will not have a
significant effect on the environment;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA ANA DOES ORDAIN AS FOLLOWS:
1. That the real property in the abovesaid
"French Park Historical District" which is currently
designated P (Professional) is hereby reclassified to the P-
SD (Professional-Specific Development) Use District.
2. That the real property in the abovesaid
"French Park Historical District" which is currently
designated R3H (High Density-Multiple Family Residential)
hereby reclassified to the R3H-SD (High Density-Multiple
Family Residential - Specific Development) Use District.

3. That Sectional District Map 7-5-9 is hereby
amended to show said reclassifications in accordance with
Exhibit A.A. 858-A.

Beginning at the Northeast corner of Lot 4, Block "B" of the Carey R. Smith's
Addition to the City of Santa Ana, as shown on a map recorded in Book 26,
page 9 of Miscellaneous Maps in the office of the County Recorder of Los
Angeles County; thence East 25 feet along the Easterly prolongation of the
North line of said Lot 4; to the centerline of French Street 50 feet wide;
thence South along the centerline of French Street to its intersection with
the centerline of Washington Street, 50 feet wide; thence East along the center-
line of Washington Street to its intersection with the centerline of Lacy Street,
50 feet wide; thence South along the centerline of Lacy Street to its intersection
with the centerline of Wellington Avenue, 50 feet wide; thence Northeasterly and
Easterly along the centerline of Wellington Avenue to its intersectionwith the
Northwesterly prolongation of the Westerly line of Lot 25, Block 68 of the
Santa Ana East Tract, as shown on a map recorded in Book 10, page 44 of
Miscellaneous Maps, in the office of the County Recorder of Los Angeles County;
thence Southeasterly along said prolongation of Lot 25 and the Westerly line of
Lots 25, 24, 23, 22, 21, 20, 19, 18 and 17 of said Block 68; to the Southwest
corner of said Lot 17; thence continuing Southeasterly along the Southeasterly
~rolongation of said Lot 17 to th? Northwest corner of Lot 32, Block 67 of said
anta Aha East Tract; thence continuing Southeasterly along the Westerly line of
Lots 32, 31, 30, 29, 28, 27, 26, 25, 24, 23, 22, 21, 20, 19, 18 and 17 of said

Recorder of Orange County; thence East along the South line of Lot 5 of said
Berkeley Tract and its Easterly prolongation to the centerline of Spurgeon Street,
60 feet wide; thence Southerly along the centeline of Spurgeon Street to its
intersection with a line that is parallel with and 40 feet South as measured at
right angles to the North line of Lot 1 of Spurgeon Street Tract as shown on a
map recorded in Book 6, page 23 of Miscellaneous Maps, in the office of the County
Recorder of Orange County; thence East along said parallel line to the East line of
Lot 2 of said Spurgeon Street Tract; thence North along said East line to the North-
east corner of said Lot 2; thence East along the North line of Lot 3 of said Spurgeon
Tract to the Northeast corner of said Lot 3; thence continuing East along the North
line of Lots 2, 3 and 4, of Block "B" of the Carey R. Smith's Addition of the Town
of Santa Ana, as shown on a map recorded in Book 26, page 9 of Miscellaneous Maps,
