ORDINANCE NO. NS-1602
AN ORDINANCE OF THE CITY OF SANTA ANA
AMENDING SECTIONS 41-614, 41-615,
41-617(i), 41-617(k), 41-617(1), and
41-617(m) OF THE SANTA ANA MUNICIPAL CODE
AND ADDING SECTIONS 41-616.5 AND 41-638.1
THERETO, TO REVISE THE OFF-STREET PARKING
STANDARDS OF THE ZONING REGULATIONS
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES
ORDAIN AS FOLLOWS:
SECTION 1: That section 41-614 of the Santa
Ana Municipal Code is hereby amended to read as follows:
Sec. 41-614. Same - Dimension of parking
area and access.
(a) Open and garage parking stalls shall not be
less than nine (9) feet wide and twenty (20) feet long,
except that stalls designated for small cars only, where
permitted by this chapter, shall not be less than eight (8)
feet wide and sixteen (16) feet long. Structural,
mechanical, utility or similar intrusions are only permitted
within the required stall area if the required width of the
stall is not reduced at any point by more than six (6)
inches and if the intrusion is not located so as to
interfere with safe and free parking movement or car door
opening. No intrusion shall be permitted in the area in
front of a parked car unless located in its entirety at
least four (4) feet above surface level.
(b) Aisles to and from parking stalls shall not
be less than:
(1) Thirteen (13) feet wide for thirty
(30) degree parking.
(2) Fifteen (15) feet wide for forty-
five (45) degree parking.
(3) Eighteen (18) feet wide for sixty
(60) degree parking.
(4) Twenty-three (23) feet wide for
ninety (90) degree parking, except that if
and to the extent that the only stalls along
the aisle are designated for small cars only,
where permitted by this chapter, the minimum
width of the aisle is twenty-one (21) feet.
(c) Circulation within a parking area must be
such that:
(1) A car entering the parking area
need not enter a street to reach another
aisle.
(2) A car need not enter a street back-
wards. This provision shall not apply to off-
street parking required in section 41-617(a)
or prohibit the backing of motor vehicles
into a street which has a standard industrial
street cross section, regardless of the use
on the lot abutting said industrial street.

(3) Ail parking stalls and garages shall
be accessible and usable.
SECTION 2: That section 41-615 of the Santa
Ana Municipal Code is hereby amended to read as follows:
Sec. 41-615. Same - Maintenance and
operation.
(a) Bumper guards shall be provided along any lot
line which abuts a public walkway, street or alley except
when a fence is required.
(b) When the parking area abuts residentially
zoned property or property used for residential purposes, a
six (6) foot high masonry wall shall be erected along such
property lines, except that such wall shall not exceed four
(4) feet in height along any required front yard of the
adjacent property.
(c) Lights used to illuminate the parking area
shall be reflected away from any residence.
(d) Ail required stalls shall be clearly outlined
on the surface of the lot. Each stall designed for small
cars shall be clearly marked with signs reading "Small Car
Only" or "Compact Only" and such signage shall be
continuously maintained.
(e) The parking area and driveways shall be paved
with asphaltic or concrete surfacing
(f) Ail parking areas shall be accessible to
vehicles via drives and aisles of the size specified herein.
SECTION 3: That the Santa Ana Municipal Code
is hereby amended by adding a section, to be numbered 41-
616.5, which said section reads as follows:
Sec. 41-616.5.
Same - small car stalls.
Any industrial, wholesaling or office use may have
up to forty percent (40%) of required parking stalls, and
any stalls in excess of the number required, designed and
designated for small cars, if the total number of stalls
provided for such use is twenty (20) or more. Any other
use, except single family and two-family residential uses,
may have up to twenty-five percent (25%) of required parking
stalls, and any stalls in excess of the number required,
designed and designated for small cars, if the total number
of stalls provided for such use is twenty (20) or more.
SECTION 4: That section 41-617(i) of the Santa
Ana Municipal Code is hereby amended to read as follows:
Sec. 41-617(i).
General business and
professional offices.
One parking stall for each three hundred (300)
.sqUare feet of gross floor area shall be provided for
general business and professional offices, except medical
and dental offices and clinics.

SECTION 5: That section 41-617(k) of the Santa
Aha Municipal Code is hereby amended to read as follows:
Sec. 41-617(k).
Union hall and buildings.
One parking stall for each three hundred (300)
square feet of gross office floor area, plus one parking
stall for each seventy (70) square feet of assembly room
floor area, shall be provided for union halls and buildings.
SECTION 6: That section 41-617(1) of the Santa
Ana Municipal Code is hereby amended to read as follows:
Sec. 41-617(1).
Hospitals and welfare
institutions.
One and one-half (1-1/2) parking stalls for each
patient bed shall be provided for hospitals and welfare
institutions.
SECTION 7: That section 41-617(m) of the Santa
Ana Municipal Code is hereby amended to read as follows:
Sec. 41-617(m). General retail.
One parking stall for each one hundred fifty (150)
square feet of gross floor area, except area devoted
exclusively to storage, shall be provided for general retail
uses, including service uses such as barbershops and beauty
parlors.
SECTION 8: That the Santa Ana Municipal Code
is hereby ~mended by adding a section, to be numbered 41-
638.1, which said section reads as follows:
Sec. 41-638.1 Minor Exceptions from off-
street parking requirements.
(a) Minor exceptions from the off-street parking
regulations referenced in this section shall be subject to
grant or denial based upon the standards set forth in this
section and not upon the standards set forth in section 41-
638.
(b) A minor exception from the provisions of this
chapter limiting the number of parking stalls permitted for
small car design and designation may be granted if the
increase in the proportion of such small car stalls would
not adversely effect vehicle parking or maneuvering, due to
the nature of the uses served by such parking, provided,
however, the total number of such small car stalls shall not
exceed the number permitted by the provisions of this
chapter by more than twenty percent (20%).
(c) A minor exception from the requirement that
required parking areas be integrated such that a vehicle
need not enter a street to move from one aisle to another
may be granted if:
(i) The stalls in an aisle are all
reserved or assigned so as to be unavailable
for parking by persons permitted to park in
another aisle; or

(ii) A parking area serves an office use
and is immediately across a street or alley
from it; or
(iii) The parking area is wholly or
partly within a structure.
(c) A minor exception may be granted from the
provisions of this chapter requiring each use to have its
required number of off-street parking stalls to allow two or
more independent uses to share required parking stalls
provided no conflict will arise between parking for one use
and parking for another due to differences in time of
primary utilization of parking as between such uses.
(d) A minor exception may be granted from the off-
street parking design requirements of this chapter to allow
for tandem parking serving any nonresidential use if the
parking area is adequately managed by a valet service or
parking management service.
(e) No minor exception shall be granted under
this section if the effect would be to substantially
increase difficulties of vehicle maneuverability or traffic
congestion. Any minor exception granted under this section
may be conditioned to avoid such adverse impacts, including
the condition of maintaining parking according to an
approved parking site and/or management plan.
SECTION 9: If any section, subsection,
sentence, clause, phrase or portion of this ordinance is for
any reason held to be invalid or unconstitutional by the
decision of any court of competent jurisdiction, such
decision shall not affect the validity of the remaining
portions of this ordinance. The City Council of the City of
Santa Ana hereby declares that it would have adopted this
ordinance and each section, subsection, sentence, clause,
phrase or portion thereof irrespective of the fact that any
one or more sections, subsections, sentence, clauses,
phrases, or portions be declared invalid or
unconstitutional.
SECTION 10: Neither the adoption of this
ordinance nor the repeal hereby of any ordinance shall in
any manner affect the prosecution for violation of
ordinances, which violations were committed prior to the
effective date hereof, nor be construed as affecting any of
the provisions of such ordinance relating to the collection
of any such license or penalty or the penal provision
applicable to any violation thereof, nor to affect the
validity of any bond or cash deposit in lieu thereof,
required to be posted, filed or deposited pursuant to any

ordinance and all rights and obligations thereunder
appertaining shall continue in full force and effect.
