ORDINANCE NO. NS-1642
AN ORDINANCE OF THE CITY OF SANTA ANA ORDERING,
CALLING, PROVIDING FOR AND GIVING NOTICE OF A
SPECIAL MUNICIPAL ELECTION TO BE HELD IN THE
SAID CITY ON NOVEMBER 2, 1982, FOR THE PURPOSE
OF SUBMITTING TO THE QUALIFIED~VOTERS OF SAID CITY
CERTAIN PROPOSALS TO AMEND THE CHARTER OF SAID CITY
WHEREAS, the City Council of the City of Santa Ana
desires that a special municipal election be held on
November 2, 1982, for the purpose of submitting certain
proposed amendments to the Charter of the City of Santa Ana
to the qualified voters of said city; and
WHEREAS, the City Council is requesting the Board
of Supervisors of Orange County to order the consolidation
of the said special municipal election with the statewide
general election to be held on the same date;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA ANA DOES ORDAIN AS FOLLOWS:
SECTION 1~ That a special election be held and
the same is hereby called to be held, in the City of Santa
Ana on November 2, 1982, for the purpose of submitting to
the qualified voters of said city the proposals hereinafter
set forth to amend the Charter of the City of Santa Ana.

SECTION 2: That on the ballot to be used at said
election, in addition to any other matters required
there shall be printed substantially the following:
CHARTER LANGUAGE. Shall the Charter be
amended to bring Charter provisions into con-
formance with state law, deleting superflu-
ous language, and revise regulation of
political activity, including:
-Providing for infraction prosecutions;
-Adjusting competitive bidding amount;
-Requiring Constitutional oath of office
as the only required oath;

-Deleting reference to nonexistent
Wards 8 and 9;
-Deleting certain Charter implementation
provisions which are no longer required?

members on the Board of Recreation
and Parks?
-Providing greater autonomy for the
Personnel Board;
-Increasing responsibility of the
Personnel Board?

PERSONNEL PROCEDURES. Shall the Charter be
amended to revise rules for selection, com-
pensation, promotion and retention of City

SECTION 3: That each of the above said proposals
shall be designated on the ballot by a letter, pursuant to
Section 10219 of the Elections Code of the State of
California.
SECTION 4: That the said special municipal
election shall be conducted in accordance with the Elections
Code of the State of California, and the Clerk of the
Council is hereby authorized and directed to take all actions
necessary or appropriate with respect thereto, except to the
extent such actions may be undertaken by the Registrar of
Voters of the County of Orange upon consolidation of the
said special municipal election with the statewide general
election.

SECTION 5: That notice of the time and place of
holding said special municipal election is hereby given, and
the Clerk of the Council is hereby authorized and directed
to give such additional notice thereof as required by law.
