ORDINANCE NO. NS- 1811
AN ORDINANCE OF THE CITY OF SANTA ANA
AMENDING SECTIONS 8-667, 8-700, 8-705,
8-711, 8-713, 8-714, 8-717, 8-720, 8-721,
8-722, 8-728, 8-729, 8-730, 8-741, 8-742,
8-747, 8-828, 8-829, 8-863 AND 8-1025 AND
REPEALING SECTION 8-805 OF THE SANTA ANA
MUNICIPAL CODE AND ADDING SECTIONS 8-838,
8-862, 8-914, AND 8-915 TO THE SANTA ANA
MUNICIPAL CODE, TO ADOPT THE NATIONAL
ELECTRICAL CODE, 1984 EDITION, WITH AMEND-
MENTS, BY REFERENCE.
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS
FOLLOWS:
SECTION 1: That section 8-667 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-667. Adoption by reference.
There is adopted by the City that certain code known as
the National Electrical Code, 1984 Edition, and the whole thereof
save and except such portions as are deleted by the amendments set
forth in this Article, of which said code not less than three (3)
copies have been and are on file in the office of the Clerk of the
Council of the City. The said code is adopted and incorporated as
fully as if set forth at length herein, as provided for in Section
419 of the Charter of the City, and subject to all amendments set
forth in this article, shall be in effect within the City of Santa
Ana from the effective date of this ordinance. Any provision of
this article amending the "Electrical Code" or "National
Electrical Code" shall be construed as amending the said adopted
code, 1984 Edition, including such provisions enacted prior to the
enactment of this ordinance and not thereafter repealed. The said
adopted code, 1984 Edition, as thus amended, together with all
other provisions of this article, shall be known as the Electrical
Code of the City of Santa Ana.
SECTION 2: That section 8-700 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-700. Enforcement.
The building official of the city is vested with the
authority to enforce all of the provisions of this code and shall
have the right to enter upon any premises at all reasonable hours

for the purpose of inspecting the installation and working of all
apparatus coming within the terms of this article and no person
shall interfere with the building official in making the
inspections or refuse to permit the building official or his
deputies to enter the premises for such purposes.
SECTION 3: That section 8-705 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-705. Penalties.
(a) This code shall not be construed to relieve from
or lessen the responsibility of any party owning, operating,
controlling or installing any electric wiring, electric
deices or electric materials for damages to persons or
property caused by any defect therein, nor shall the
jurisdiction be held as assuming any such liability by reason
of the inspection authorized herein or certificate of
inspection issued as herein provided.
(b) The building official is authorized to determine
the intent and meaning of any provisions of this code.
(c) Any person violating any of the provisions of this
code shall be guilty of a misdemeanor.
(d) Every person violating any of the provisions of
this code shall be deemed guilty of a separate offense for
each day or portion thereof during which, such violation
continues.
(e) It is unlawful for any person, either as owner,
architect, contractor, artisan, or otherwise, to do or
knowingly contribute to any act or installation regulated in
this code in such manner that the same shall not conform to
all of the provisions of this code.
SECTION 4: That section 8-711 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-711. Permits--Required.
It shall be unlawful for any person, firm, or
corporation to install, alter, repair, move, or convert any
electrical equipment regulated by this code, or cause the same to
be done without first obtaining a separate permit for each
building or structure, each dwelling unit, each condominium unit,
each office suite, and each unit in a commercial or industrial
building, from the building official.

SECTION 5: That section 8-713 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-713. Same--Applications.
To obtain an electrical permit, the applicant shall
first file an application in writing on a form furnished by the
Permit and Inspection Services Department for that purpose.
Every application shall:
Identify and describe the work to be covered by the
permit for which the application is made.

Be accompanied by two copies of plans,
specifications, and schedules as may be necessary,
and plan check fee for the purpose of plan check
review to determine whether the installation as
described will be in conformance with the
requirements of the sections of this code.
If it is found that the installation as described will
conform to all legal requirements, and if the applicant has com-
plied with the provisions of the sections in this code a permit
for such installation shall be issued upon receipt of fees as
prescribed in section 8-722. No deviation shall be made from the
installation described in the permit application and approved
plans without the written approval of the building official.
SECTION 6: That section 8-714 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-714. Same--Annual permits~
An annual permit may be issued to any person, firm, or
corporation regularly employing a maintenance electrician approved
by the building official. The maintenance electrician may
install, alter, maintain, or repair electrical wiring in or on
buildings or premises owned or occupied by his employer and shall
keep a detailed record of all such work. within fifteen (15) days
following the end of each calendar month, the maintenance
electrician shall file an application accompanied by regular fees
and obtain an electrical permit for all electrical work
accomplished during the preceding month.

SECTION 7: That section 8-717 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-717. Same--Penalty.
Failure to obtain a permit and pay fees therefor before
commencing work shall be deemed evidence of violation of the
provisions of this code. Double the amount of permit fee plus a
$35.00 Special Investigation Fee shall be assessed for work
commenced before a permit is issued.
SECTION 8: That section 8-720 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-720. Same--Expiration.
(1) Every permit shall expire and become null and void
for any one or more of the following reasons:
(a) Whenever the electric wiring authorized by a
permit is not commenced within one hundred eighty
(180) days from the date of issuance of such
permit.
(b) Whenever the electric wiring authorized by a
permit has been suspended, abandoned or
discontinued for a continuous period of one hundred
eighty (180) days.
(2) Expiration of Plan Review. Applications for which
no permit is issued within one hundred eighty (180) days
following the date of application shall expire by
180-day limitation, and plans and other data submitted
for review may thereafter be returned to the applicant
or destroyed by the building official. In order to
renew action on an application after expiration, the
applicant shall resubmit plans and pay a new plan review
fee.
SECTION 9: That section 8-721 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-721. Same--Revocations and suspensions.
The building official may suspend or revoke any
electrical permit for any of the following reasons:

(1) If any reason is found to exist which would have been
cause for denial of such permit.
(2) Any material misrepresentation or falsity in the
application upon which said permit was issued.
(3)
For failure to comply with the provisions of the
sections in this code pertaining to electricity, after
due notice of corrections and the time limit therefor
has expired; or for failure to comply with other codes
of this jurisdiction that may be related to or appertain
to the sections in this code pertaining to electricity.
SECTION 10: That section 8-722 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-722. Permit fees.
Fees for the processing of permit applications, plan
checking, and other administrative services shall be established
by resolution of the city council, such fees must be paid to the
building official for each electrical installation for which a
permit is required by this code. No permit shall be issued unless
all fees are paid in full.
SECTION 11: That section 8-728 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-728. Hidden installations.
When any part of a wiring installation is to be hidden
from view, the person, firm or corporation installing the wiring
shall notify the building official and'such parts of the wiring
installation shall not be concealed until they have been inspected
and approved by the building official.
SECTION 12: That section 8-729 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-729. Inspections and corrections.
Upon completion of the work which has been authorized by
issuance of any permit, except an annual permit, it shall be the
duty of the person, firm, or corporation installing the same to
notify the building official who shall inspect the installation as
soon thereafter as practicable. If, upon inspection, the
installation is not found to be in conformity with the provisions

of this code, the building official shall notify the person, firm
or corporation making the installation, stating the defects which
have been found to exist. All defects shall be corrected within
ten (10) days after the inspection and notification, or within
other reasonable time as permitted by the building official. No
electrical installation shall be energized until inspected and
approved by the building official.
SECTION 13: That section 8-730 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-730. Temporary connections.
When authorizing the connection and use of temporary or
incomplete work, such authorization shall expire at a time to be
stated by the building official.
SECTION 14: That section 8-741 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-741. Approval of equipment.
Ail appliances and equipment shall be listed and labeled
by a nationally recognized testing laboratory equal to but not
limited to Underwriter's Laboratories, Inc., and approved by the
building official.
SECTION 15: That section 8-742 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-742. used materials.
Previously used materials shall not be reused without
the written approval obtained in advance from the building
official.
SECTION 16: That section 8-747 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-747. Underground installations.
Whenever any property is developed with new or relocated
buildings or structures, or whenever floor area in excess of
twenty-five (25) percent of the existing floor area is added to an
existing building, or whenever a residential building or use is
converted to any purpose or use other than that which existed at
the time of conversion, or whenever service is changed for any
reason, all electrical, telephone, community antenna television
and similar service wires or cables which provide direct service

to the property being developed, added to, or converted, shall,
within the exterior boundary lines of such property, be installed
underground. Conduits required for telephone or community antenna
television shall be installed to utility specifications by the
electrical permit holder prior to inspection of electrical con-
duit.
SECTION 17: That section 8-805 of the Santa Ana Municipal Code
is hereby repealed.
SECTION 18: That section 8-828 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-828. Receptacle outlets required (Section 210-52(f)).
Section 210-52(f) of the National Electrical Code is
hereby amended to read as follows:
In all basements, garages, and carports for dwelling
units at least one receptacle outlet in addition to any provided
for laundry equipment shall be installed in each basement, garage
and carport.
SECTION 19: That section 8-829 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-829. Lighting outlets required(Section 210-70(a)).
The first paragraph of Section 210-70(a) of the
National Electrical Code is hereby amended to read as follows:
At least one wall switch controlled lighting outlet
shall be installed in every habitable room; in bathrooms,
hallways, stairways, basements, garages, carports, and at outdoor
entrances. Garages or carports accessory to dwelling units shall
be wired with a minimum of one lighting outlet per each two (2)
auto stalls or fractions thereof.
SECTION 20: That the Santa Ana Municipal Code is hereby amended
by adding a section, to be numbered Section 8-838, which said
section reads as follows:
Sec. 8-838. Feeders. (Sec. 215-2(a)).
Section 215-2(a) of the National Electrical Code is
amended to read as follows:
215-2(a). For specified circuits. The ampacity of
feeder conductors shall not be less than 60 where the load

supplied consists of the following number and types of circuits:
(1) Two or more 2-wire branch circuits supplied by a 2-wire
feeder; (2) More than two 2-wire branch circuits supplied by a
3-wire feeder; and (3) Two or more 3-wire branch circuits supplied
by a 3-wire feeder.
SECTION 21: That the Santa Ana Municipal Code is hereby amended
by adding a Section, to be numbered Section 8-862, which said
section reads as follows:
Sec. 8-862. Grounding Electrode System. (Section 250-81).
Section 250-81 of the National Electrical Code is hereby
amended to read as follows:
Sec. 250-81. Grounding Electrode System. The grounding
electrode system shall consist of not less than twenty (20) feet
of bare copper not smaller than No. 4 or not less than twenty (20)
feet No. 4 steel reinforcing bar; or not less than twenty (20)
feet of three-fourths (3/4) inch galvanized steel conduit; or an
approved equal installed as follows: The electrode shall be
located in the bottom of the outside foundation footing with
maximum concrete encasement of three (3) inches. One end of the
electrode shall extend out of the foundation adjacent to the
equipment to be grounded to permit the grounding conductor to be
secured by an approved method. The interior metal water piping
shall be bonded to the grounding electrode, the grounding
electrode conductor, or the grounded service entrance conductor.
SECTION 22: That section 8-863 of the Santa Ana Municipal Code
is hereby amended to read as follows:
Sec. 8-863. Made electrodes (Section 250-83).
Section 250-83 of the National Electrical Code is hereby
amended to read as follows:
250-83. Where the electrode specified in Sec. 250-81 is
not feasible, the following electrodes may be used upon approval
of the enforcing authority:
(i)
Plate electrodes. Each plate electrode shall present
not less than two (2) square feet of exterior soil.
Electrodes of iron or steel plates shall be at least
one-fourth (1/4) inch in thickness. Electrodes of
nonferrous metal shall be at lest 0.06 inch in
thickness.

Pipe electrodes. Electrodes of pipe or conduit shall
be not smaller than three-fourths (3/4) inch trade size
and where of iron or steel, shall have the outer surface
galvanized or otherwise metal-coated for corrosion
protection. Minimum of eight (8) feet to be driven in
the ground.
(3)
Rod electrodes. Electrodes of rods of steel or iron
shall be at least five-eighths (5/8) inch in diameter.
Approved rods of nonferrous materials of their approved
equivalent used for electrodes shall be not less than
one-half (1/2) inch in diameter. Minimum of eight (8)
feet to be driven in the ground.
SECTION 23: That the Santa Ana Municipal Code is hereby amended
by adding a section, to be numbered 8-914, which said section
reads as follows:
Sec. 8-914. Deletion. (Sec. 333-1 - 333-12).

to wit:
Chapter 3 of the National Electrical Code is amended by
therefrom Article 333 and all sections therein included,
Sections 333-1 through 333-12 inclusive.
SECTION 24: That the Santa Ana Municipal Code
by adding a section, to be numbered 8-915, which
reads as follows:

Chapter 3 of the National Electrical Code is amended by
therefrom article 334 including sections 334-1 through
SECTION 25: If any section, subsection, sentence, clause,
phrase or portion of this ordinance is, for any reason, held to be
invalid or unconstitutional by the decision of any court of compe-
tent jurisdiction, such decision shall not affect the validity of
the remaining portions of this ordinance. The City Council of the
City of Santa Ana hereby declares that it would have adopted this
ordinance and each section, subsection, sentence, clause, phrase
or portion thereof irrespective of the fact that any one or more
sections, subsections, sentences, clauses, phrases, or portions be
declared invalid or unconstitutional.
SECTION 26: Neither the adoption of this ordinance nor the
repeal hereby of any ordinance shall, in any manner, affect the
prosecution for violation of ordinances, which violations were
committed prior to the effective date hereof, nor be construed as

affecting any of the provisions of such ordinance relating to the
collection of any such license or penalty or the penal provision
applicable to any violation thereof, nor to affect the validity of
any bond or cash deposit in lieu thereof, required to be posted,
filed or deposited pursuant to any ordinance and all rights and
obligations thereunder appertaining shall continue in full force
and effect.
