ORDINANCE NO. NS- 1885
AN ORDINANCE OF THE CITY OF SANTA ANA AMENDING THE
SANTA ANA MUNICIPAL CODE BY CHANGING THE TIME AND
PLACE FOR CITY COUNCIL MEETINGS, SETTING FORTH CER-
TAIN AGENDA REQUIREMENTS, AND DELETING THE DOWNTOWN
DEVELOPMENT COMMISSION
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS
FOLLOWS:
SECTION 1: That Section 2-100 of the Santa Ana Municipal
Code, is hereby amended to read as follows:
Sec. 2-100. Council meetings, time and place.
Regular meetings of the city council
shall be held at the hour of 2:00 p.m. on
the first and third Mondays of each month.
At a time determined by the council, said
Monday meetings shall be recessed until
7:30 p.m. of the same day, at which hour the
council shall reconvene.
Council meetings shall be convened on
the fourth floor of the city hall, Santa Ana,
California, and all meetings shall be opened
therein, and thereafter convened in the council
chambers in city hall, but may adjourn to such
other place or places as the council may order.
If, by reason of damage, repair, or alteration
of the structure, or other emergency, said
place is determined to be unsafe, meetings may
be held for the duration of the emergency at
such place as may be determined by the mayor
or four (4) members of the council.
SECTION 2: That Section 2-102 of the Santa Ana Municipal
Code, is hereby amended to read as follows:
Sec. 2-102. Agenda.
The clerk of the council shall prepare an
agenda for each regular meeting of the council
containing all items known by such officer to
be considered by the council. The order of
placing items on the agenda shall be as directed
by the council.

The agenda shall provide an opportunity for
members of the public to directly address the
city council.
Ail items proposed for the agenda shall
be filed with the clerk of the council before
Tuesday noon preceding each regular meeting
and the clerk shall cause a copy of the agenda,
together with information copies of'important
agenda material, to be delivered to each coun-
cilmember at the place designated by him or
her in the city during the Thursday next pre-
ceding the regular council meeting.
Copies of the prepared agenda shall be
made available to the members of the public
attending the regular council meeting by
placing the same near the entrance to the
place of meeting.
At least seventy-two (72) hours prior to
the regular meeting of the council, the clerk
of the council shall post a copy of the agenda
in a location that is freely accessible to mem-
bers of the public.
SECTION 3: That Section 2-107 of the Santa Ana Muncipal
Code, is hereby repealed.
SECTION 4: If any section, subsection, sentence, clause,
phrase or portion of this ordinance is for any reason held to be
invalid or unconstitutional by the decision of any court or compe-
competent jurisdiction, such decision shall not affect the validity
of the remaining portions of this ordinance. The City Council of
the City of Santa Ana hereby declares that it would have adopted
this ordinance and each section, subsection, sentence, clause,
phrase or portion thereof irrespective of the fact that any one
or more sections, subsections, sentences, clauses, phrases, or
portions be declared invalid or unconstitutional.
SECTION 5: Neither the adoption of this Ordinance nor
the repeal hereby of any ordinance shall in any manner affect the
prosecution for violation of ordinances, which violations were
committed prior to the effective date hereof, nor be construed to
the collection of any such license or penalty or the penal provi-
sion applicable to any cash deposit in lieu thereof, required to

be posted, filed or deposit pursuant to any ordinance and all
rights and obligations thereunder appertaining shall continue
full force and effect.
