ORDINANCE NO. NS-1903
AN ORDINANCE OF THE CITY OF SANTA ANA
AMENDING SECTIONS 8-667, 8-717, 8-719,
8-741, 8-843, 8-854, 8-862, 8-943, 8-961,
AND 8-972 AND ADDING SECTIONS 8-830 AND
8-973 TO ADOPT THE NATIONAL ELECTRIC CODE,
1987 EDITION, WITH AMENDMENTS, BY REFERENCE.
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN
AS FOLLOWS:
SECTION 1: That Section 8-667 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-667. Adoption by reference.
There is adopted by the city that certain code known
as the National Electrical Code, 1987 Edition, and the whole
thereof save and except such portions as are deleted by the
amendments set forth in this article, of which said code not
less than three (3) copies have been and are on file in the
office of the clerk of the council of the city. The said code
is adopted and incorporated as fully as if set forth at length
herein, as provided for in Section 419 of the Charter of the
city, and, subject to all amendments set forth in this article,
shall be in effect within the City of Santa Ana from the
effective date of this ordinance. Any provision of this
article amending the 'Electrical Code' or "National Electrical
Code" shall be construed as amending the said adopted code,
1987 Edition, including such provisions enacted prior to the
enactment of this ordinance [No. NS-1811] and not thereafter
repealed. The ~aid adopted code, 1987 Edition, as thus
amended, together with all other provisions of this article,
shall be known as the Electrical Code of the City of Santa Ana.
SECTION 2: That Section 8-717 of the Santa Aha Municipal
Code is hereby amended to read as follows:
Sec. 8-717. Same--Penalty.
Failure to obtain a permit and pay fees therefor
before commencing work shall be deemed evidence of violation of
the provisions of this code. Double the amount of permit fee
plus a fifty dollar (~50.00) special investigation fee shall be
assessed for work commenced before a permit is issued.

SECTION 3: That Section 8-719 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-719. Same--Temporary working permits.
When, in the opinion of the building official, special
conditions warrant, a temporary working permit may be issued to
allow the permittee to commence the installation of electrical
wiring prior to obtaining a regular electrical permit.
However, the temporary working permit shall be replaced by a
regular electrical permit before the complete rough inspection
can be made.
SECTION 4: That Section 8-741 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-741. Approval of equipment.
Ail appliances and equipment shall be listed and
labeled by a nationally recognized testing laboratory equal to
but not limited to Underwriter's Laboratories, Inc., and
approved by the building official. There shall be no
alterations or additions to any listed and or labeled appliance
or equipment without the written approval from a nationally
recognized testing laboratory and by the building official.
SECTION 5: That the Santa Ana Municipal Code is hereby
amended by adding a section, to be numbered S 8-830, which said
section shall read as follows:
Sec. 8-830. Lighting outlets required (Section 210-70).
Section 210-70 of the National Electrical Code is
amended by adding a section designated 210-70(c) to read as
follows:
Section 210-70(c). In all occupancies lighting
outlets shall be controlled by at least one wall switch
pull chain lighting fixtures).

SECTION 6: That Section 8-843 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-843. Branch circuits required (Section 220-4).
Section 220-4 of the National Electrical Code is
amended by adding to the introductory paragraph the following:
There shall be a maximum of twelve (12)
outlets or twelve (12) lighting outlets

SECTION 7: That Section 8-854 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-854.
Wiring methods for six hundred volts or less
(Section 230-43).
Section 230-43 of the National Electrical Code is
hereby amended to read as follows:
Sec. 230.43. Wiring methods for six hundred (600)
volts or less. Service entrance conductors extending
along the exterior or entering buildings or other
structures shall be enclosed in steel rigid metal
conduit to the first over current device, or, for
circuits not exceeding six hundred (600) volts, in
wire ways, auxiliary gutters, or as busways.
SECTION 8: That Section 8-862 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-862. Grounding electrode system (Section 250-81).
Section 250-81 of the National Electrical Code is
hereby amended to read as follows:
Sec. 250-81. Grounding Electrode System. The
grounding electrode system shall consist of not less
than twenty (20) feet of bare copper not smaller than
No. 4 or not less than twenty (20) feet No. 4 steel
reinforcing bar; or not less than twenty (20) feet of
three-fourth (3/4) inch galvanized steel conduit, or
an approved equal installed as follows: The electrode

shall be located in the bottom of the outside
foundation footing with minimum concrete encasement of
three (3) inches. One end of the electrode shall
extend out of the foundation adjacent to the equipment
to be grounded to permit the grounding conductor to be
secured by an approved method. The interior metal
water piping shall be bonded to the grounding
electrode, the grounding electrode conductor, or the
grounded service entrance conductor.
SECTION 9: That Section 8-943 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-943. Exposed work--General (Section 336-10).
Article 336 of the National Electrical Code is amended
by deleting therefrom Section 336-10.
SECTION 10: That Section 8-961 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 8-961. Use of electrical metal tubing (Section
348-1).
Section 348-1 of the National Electrical Code is
amended to read as follows:
Sec. 348-1. Use. Electrical metallic tubing may be
used for both exposed and concealed work. Electrical
metallic tubing protected from corrosion solely by
enamel shall not be used. Electrical metallic tubing
shall not be used (1) where during installation or
afterwards, it will be subject to severe physical
damage; (2) for installation underground or in
concrete. Where practicable the use of dissimilar
metals throughout the system shall be avoided to
eliminate the possibility of galvanic action; (3)
electrical metallic tubing shall not be used where
exposed directly to the weather or excessive moisture;
(4) electrical metallic tubing shall not be installed
on or over any roof. All such conduit shall be
threaded steel rigid metal conduit or threaded steel
intermediate metal conduit.

SECTION 11: That Section 8-972 of the Santa Ana Municipal
Code is hereby amended to read as follows:

Sec. 350-2. Use. Flexible metal conduit shall not
be used (1) in wet locations unless~cond~utors are of
the lead-covered type or of other type specifically
approved for the conditions; (2) in hoistways, other
than as provided in Section 620-21; (3) in storage
battery rooms; (4) in any hazardous location other
than permf~ted in F~ections 501-4(b), 502-4 and 503-3;
nor (5) where rubber-covered conductors are exposed to
oil, gasoline, or other materials having a
deteriorating effect on rubber; (6) for installation
underground, exposed to moisture, embedded in masonry,
concrete, adobe, plaster or similar finish; (7) where
exposed to physical damage.
SECTION 12: That the Santa Ana Municipal Code is hereby
amended by adding a section, to be numbered § 8-973, which said
section shall read as follows:
Sec. 8-973. Junction, pull and outlet boxes to be
accessible (Section 370-19).
Section 370-19 of the National Electrical Code is
hereby amended by adding the following sentence::~
There shall be a minimum of eighteen (18)

SECTION 13: .... ~.f any section, subsection, sentence, clause,
phrase or portion of this ordinance is for any reason held to
be invalid or unconstitutional by the decision of any court of
competent jurisdiction, such decision shall not affect the
validity of the remaining portions of this ordinance. The City
Council of the City of Santa Ana hereby declares that it would
have adopted this ordinance and each section, subsection,

sentence, clause, phrase or portion thereof irrespective Of the
fact that any one or more Sections, sub~ections, ~sent~h~e~
clauses, phrases, or portions be declared invalid or
uncons-titutio'nal.
SECTION 14: Neither the adoption of this ordinance nor the
repeal hereby ~f any ordinance shall in any m~nner 'affect the
prosecution for violation of ordinances, which violat/ons were
committed prior to the effective date hereof, nor be construed
as affecting any of the provisions of such ordinance relating
to the collection of any such license or penalty or the penal
provision applicable to any violation thereof, nor to affect
the.validity of..anybond or.cash deposit in lieu thereof,
required to be posted, ~fi~led or deposited pursuant to any
ordinance and all rights and obligations thereunder
appertaining shall continue in full force and effect.
