ORDINANCE NO. NS- 1934
AN ORDINANCE OF THE CITY OF SANTA ANA
AMENDING SECTIONS 41-472 and 41-472.5
OF THE SANTA ANA MUNICIPAL CODE TO
REQUIRE A CONDITIONAL USE PERMIT FOR
MOST TYPES OF COMMERCIAL USES IN THE
M1 (LIGHT INDUSTRIAL) USE DISTRICT
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN
AS FOLLOWS:
SECTION 12 That section 41-472 of the Santa Ana Municipal
'Code is hereby amended to read as follows=
Sec. 41-472. Uses permitted in the Mi district.
The following uses are permitted in the MI district:
(a)
The compounding, processing, packaging or treat-
ment of such products as candy, cosmetics, drugs,
perfumes, pharmaceuticals, toiletries, and food
products, except the rendering and refining of
fats and oils.
(b)
The manufacture, compounding, assembly of articles
of merchandise from the following previously pre-
pared materials: Aluminum, bone, brass, cellophane,
camel-back, canvass, cloth, cork, copper, feathers,
felt, fibre, fur, glass, hair, horn, latex, lead,
leather, paint, paper, plastics, precious or semi-
precious metals or stone, shell, rubber, tin,
iron, steel, tobacco, wood and yarns.
(c)
The manufacture of pottery, figurines or similar
ceramic products using only previously pulverized
clay and kilns fired only by electricity or gas.
(d) Foundry casting lightweight, nonferrous metal.
(e) Petroleum and gas storage.
(f) Planing mill.
(g) Machine shop or other metal working shops.
(h) Mini-warehouses.
(i) Impound yards.
Motor vehicles sales, boat sales, and recre-
ational vehicle sales when such operations are
part of a planned development such as an auto-
mall containing at least 5 dealerships, provided

that sale of used automobiles is permitted
only if incidental and subordinate to the
sale of new automobiles.
(k)
Laundry and dry cleaning establishments in
conjunction with plant operation for such
establishment on the premises.
(1) Non-freestanding restaurants with a total
floor area no larger than 2000 sq. ft.
(m)
Research, experimental or study laboratories
that do not generate hazardous waste materials.
(n) Service stations and garages.
(o) Equipment sales and rental.
(p) Movie, photography and musical studios which
do not involve any sales.
(q) Sale of bulk products that are a minimum size
of 25 cubic feet packaged.
SECTION 2: That section 41-472.5 of the Santa Ana Municipal
Code is hereby amended to read as follows:
Sec. 41-472.5. Uses subject to a conditional use permit in
the M1 district.
The following uses may be permitted in the Mi district
subject to the issuance of a conditional use permit:
(a)
Any use which is or may be permitted in the C2
district pursuant to section 41-377 or section
41-377.5, and which is not listed in section
41-472.
(b) Storage or temporary location of new or used
buildings or houses.
SECTION 3~ If any section, subsection, sentence, clause,
phrase or portion of this ordinance is for any reason held to
be invalid or unconstitutional by the decision of any court of
competent jurisdiction, such decision shall not affect the
validity of the remaining portions of this ordinance. The City
Council of the City of Santa Ana hereby declares that it would
have adopted this ordinance and each section, subsection, sentence,
clause, phrase or portion thereof irrespective of the fact that
any one or more sections, subsections, sentences, clauses, phrases,

or portions be declared invalid or unconstitutional.
SECTION 4: Neither the adoption of this ordinance nor the
repeal hereby of any ordinance shall in any manner affect the
prosecution for violation of ordinances, which violations were
committed prior to the effective date hereof, nor be construed
as affecting any of the provisions of such ordinance relating
to the collection of any such license or penalty or the penal
provision applicable to any violation thereof, nor to affect
the validity of any bond or cash deposit in lieu thereof,
required to be posted, filed or deposited pursuant to any
ordinance and all rights and obligations thereunder appertaining
shall continue in full force and effect.
