NS- 1940 AN ORDINANCE OF THE CITY OF SANTA ANA REZONING CERTAIN PROPERTY LOCATED ON THE SOUTHWEST CORNER OF GRAND AVENUE AND TWENTY-FIRST STREET FROM THE R-1 (SINGLE-FAMILY RESIDENCE) DISTRICT TO THE C4 (PLANNED SHOPPING CENTER DISTRICT WHEREAS, Amendment Application No. 978 has been filed to make a certain change in the zoning district designation of certain real property, as hereinafter set forth; and WHEREAS, this Council, prior to adopting this ordi- nance, has reviewed the initial environmental study prepared for this project, and has approved the Negative Declaration for this project based thereon; and WHEREAS, this Council, after duly noticed public hearing, has determined that the change in use district desig- nation proposed in the abovesaid Amendment Application is justi- fied by the public necessity, convenience and general welfare; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS FOLLOWS: 1. That parcel of real property located generally on the southwest corner of Grand Avenue and Twenty-first Street in the City of Santa Ana, and more specifically described as set forth in Exhibit A, attached hereto and incorporated herein by reference, is hereby reclassified from the R-1 (Single-Family Residence) District to the C-4 (Planned Shopping Center) District. 2. An amended Sectional District Map No. 22-5-10 showing the above described change in use district designation is hereby adopted. 3. Development of the area which is the subject of this ordinance shall comply with the following restrictions in addition to all applicable requirements of the Santa Ana Municipal Code: a. The northwest driveway providing access to and from Twenty-first Street shall be closed. 244 ORDINANCE NO. NS- 1940 Page two b. No building shall exceed 13,800 square feet in size. c. No building shall be oriented toward Twenty- first Street. d. The required landscaped area along Twenty- first Street shall include a three-foot high landscaped berm and a decorative block wall which is an additional two feet in height, designed to form a visual and sound buffer. e. No drive-through food establishment shall be constructed. f. No windows or signs shall be installed on the Twenty-first Street side of any building.
