NS-223 4 AN ORDINANCE OF THE CITY OF SANTA ANA AMENDING THE REDEVELOPMENT PLANS OF THE CITY TO INCLUDE TIME LIMITS ON INCURRING INDEBTEDNESS AND THE RECEPTION OF TAX INCREMENT certain time effectiveness revenues; and Wq~EREAS, the Community Redevelopment Law was amended by 1993 Statutes, Chapter 942 (AB 1290), which, among other things, added section 33333.6 to require cities with redevelopment plans to adopt an ordinance amending each such plan as necessary to conform to limitations on the incurring of indebtedness, the of the plan and the receipt of tax increment WHEREAS, the City of Santa Ana has previously adopted six redevelopment plans which require amendment by ordinance in accordance with said section 33333.6 of the Community Redevelopment Law; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS FOLLOWS: SECTION 1: As used in this Ordinance, the following terms have the following meanings: Agency means the Community Redevelopment Agency of the City of Santa Ana. Community Redevelopment Law means Part 1 (commencing with section 33000) of Division 24 of the Health and Safety Code of the State of California, as from time to time amended. Central City Plan means Santa Ana Redevelopment Plan original- ly adopted by Ordinance No. NS-1173 on July 2, 1973, and amended by Ordinance No. 1258 on June 2, 1975. South Main Plan means the Santa Ana South Main Street Redevelopment Plan adopted by Ordinance No. NS-1639 on July 6, 1982. Inter-City Plan means the Santa Ana Inter-City Commuter Station Redevelopment Plan adopted by Ordinance No. NS-1636 on July 6, 1982. South Harbor Plan means the Santa Ana South Harbor Boule- vard/Fairview Street Redevelopment Plan adopted by Ordinance No. NS-1638 on July 6 and amended by Ordinance No. NS-2167 on August 3, 1992. ORDINANCE NS-2234 385 Page 2 North Harbor Plan means the Santa Ana North Harbor Boulevard Redevelopment Plan adopted by Ordinance No. NS-1637 on July 6, 1982. Bristol Corridor Plan means the Santa Ana Bristol Corridor Redevelopment Plan adopted by Ordinance No. NS- 2039 on December 4, 1989. Tax increment means property tax revenues allocated to the Agency pursuant to section 33670 of the Community Redevelopment Law. Time limit on incurring indebtedness means the expiration date of the time period during which the Agency may establish or incur loans, advances, and indebtedness to be paid with the proceeds of tax increment derived from the project area of a specified redevelopment plan, as described in subdivision (a) of section 33333.2 of the Community Redevelopment Law, subject to all exceptions specified in the Community Redevelopment Law. Time limit on plan means the expiration date of the time period during which a specified redevelopment plan is effective, as described in subdivision (b) of section 33333.2 of the Community Redevelopment Law, subject to all exceptions specified in the Community Redevelopment Law. Time limit on reception of tax increment means the expiration date of the time period during which the Agency may pay indebted- ness and receive tax increment derived from the project area of a specified redevelopment plan, as described in subdivision (c) of section 33333.2 of the Community Redevelopment Law, subject to all exceptions specified in the Community Redevelopment Law. SECTION 2: The redevelopment plans of the City of Santa Ana are hereby amended to include the following time limits on incurring indebtedness and time limits on reception of tax increment, in accordance with subdivision (e) of section 33333.2 of the Community Redevelopment Law. The following time limits on those plans, which remain unchanged, are also set forth. Central city Plan: Time limit on incurring indebtedness . January 1, 2004 Time limit on plan .
