ORDINANCE NO. NS-2421
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA REZONING PROPERTY GENERALLY
LOCATED IN THE AREA BETWEEN WALNUT STREET
AND WARNER AVENUE ALONG SOUTH MAIN STREET
FROM COMMUNITY COMMERCIAL (C-1) AND GENERAL
COMMERCIAL (C-2) TO A NEW ZONING DISTRICT
REFERRED TO AS COMMERCIAL SOUTH MAIN (C-SM)
(AA NO. 99-08)
WHEREAS, Amendment Application No, 99-08 has been filed with the City of
Santa Aha to change the zoning district designation of certain real property generally
located in the area between Walnut Street and Warner Avenue along South Main Street,
in the City of Santa Ana, and more specifically delineated in Exhibit 1, attached hereto
and incorporated herein by reference, from Community Commercial (C-1) and General
Commercial (C-2) to Commercial South Main (C-SM), in the form set forth in Exhibit 2,
attached hereto and incorporated herein by reference, for said property as hereinafter set
forth; and
WHEREAS, the Planning Commission of the City of Santa Ana held a duly noticed
public hearing on February 14, 2000, on Amendment Application No. 99-08 and based
thereon, determined that the development as proposed therein is consistent with the
General Plan of the City of Santa Ana, and recommended that the City Council approve
Amendment Application No, 99-08; and
WHEREAS, this Council, prior to taking action on this ordinance, has held a duly
noticed public hearing, on Amendment Application No. 99-08.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES
ORDAIN AS FOLLOWS:
1. The City Council has reviewed and considered the information contained in
the initial study and the negative declaration prepared with respect to this Ordinance. The
City Council has, as a result of its consideration, and the evidence presented at the
hearings on this matter, determined that, as required pursuant to the California
Environmental Quality Act ("CEQA") and the State CEQA Guidelines, a Negative
Declaration adequately addresses the expected environmental impacts of this Ordinance.
On the basis of this review, the City Council finds that there is no evidence from which it
can be fairly argued that the project will have a significant adverse effect on the
environment. The City Council hereby certifies and approves the negative declaration for
Environmental Review No. 99-168 and directs that the Notice of Determination be
prepared and filed with the County Clerk of the County of Orange in the manner required
by law.

2. The Commercial South Main (C-SM) district designation as proposed in
Amendment Application No. 99-08, is hereby found and determined to be consistent with
the General Plan of the City of Santa Ana and otherwise justified by the public necessity,
convenience and general welfare.
3. That certain real property generally located in the area between Walnut Street
and Warner Avenue along South Main Street and designated in Exhibit 1, attached
hereto and incorporated herein by reference, is hereby reclassified, from Community
Commercial (C-1) and General Commercial (C-2) to Commercial South Main (C-SM).
4. Amended Sectional District Map Numbers 13-5-10, 24-5-10, 18-5-9 and 19-5-9,
showing the above described change in use district designation, is hereby approved.
