On motion of Alderman, daly seconded and carried,
the Clerk is instructed to draw warrants on the
City Treasurer covering Demands No. 814 to No.28,

On motion of Grubb, duly seconded and carried, the Clerk
is instructed to transfer $~000 from the General ~und

On motion DuBois and Gerhart, S.E. Deck and C.E. Holmes
were granted pool room licenses for one year, and the
Clerk is instructed to issue licenses quarterly.
An application for street light at Corner of Garneey &
Hickey Streets, was referred to Trustee Greenleaf.
A comnunication from the Woman's Civic League add~esse~
to the Board and asking them to take the necessary steps
to prepare Ordinancem in relation to sanitation, food
spection~ and cleaning up weeds, was on motion referred
to a committee consisting of T~ustees, Gr~bb,Aldermm~
McPhee.
The time having arrived for the opening of bids for a Gas
Franchise the Clerk is on motion instructed to open bids.
The Southorn Counties Gas Company bid $100 for a franchise
to lay down and for a period of 2§ years ~aintmin a system
of gas pipes in portions cf the City of Santa Aha, and
d~ring said time to cax~y and conduct through said gas
pipes, mains and conduits, gas for light, heat and fuel.
The bid of the Southern Counties Gas Company being the
highest and best bid ~eceived, the same was on motion ~
Alderman, seconded by Greenleaf, accepted by the folloWing
vote to-wit:

Ordinance No.55E, an Ordinance prohibiting signs over
the sidewalks in the City of Santa Aha, providing for
electric signs and a penalty for the violation of the
same, was on mot ion of Alderman seconded by Greenleaf
passed and adopted by the following vote to-wit:

Resolut=on No.551, a Resolution of the Board of Trustees
of the City of 8ants Aha, ordering the work of sewers
within a district in said City, was on motion referred to
the City Attorney.
On motion the City Clerk is instructed to advertise for
bids for drilling a water well, as per plans and specifi-
cations on file in'the water office, the matter of loca-
tion of well to be left with the Water Superintendent and
0ity Engineer.

The monthly reports ofthe several ~ity officials were
submitted and on motion referred to the Finance Committee.
The bid of Max L. Huberman to place culverts on Bush
Street, No. 16 steel arches, at $4.~ ~er culvert, or
SS.SO for galvanized iron arches, was on motion of Alder-
man~ duly seconded, rejected.

Olty Attorney in prosecut~g litigation in the Courts.

On recomz:mndation of the Committee appointed to look up
and report on bid for drilling water well, the bid of
Hallstro~ and Boslar for $3?60 was accepted~ provided
No.8 gauge ~$~ is substituted for No.10 gauge,contractor
to furnish necessary bonds, and all work to be performed
under plans and conditions of specifications on file in
Water Office by the following vote:

On motion of Grubb, meoonded by Greenleaf, and carried,
it is ordered that a committee be appointed to investigate
all plans of amusement in the City and cause adequate exits
to be installed for fire protection and safety of patrons.
In pursuance of the foregoing the Board were named as a
committee of the whole and ordered to investigate at once.
On motion of Grubb, sSeonded by Alderman, it is ordered
that the petition be granted and work ordered dome, and
that the City enter into a contract for paving street
intersections, provided however that in compliance with
franchise granted to 8outhern Counties Gas Company that
they be notified and 20 days allowed for changing gas
mains and pipes, and that Water Department of City be allow-
ed a reaconable time for changing water mains and pipes,
and that a committee be appointed"to investigate and propose
plans for the disposal of blind end of llth Street East of
Spurgecn Street.
In pursuance of the foregoing, Trustees McPhee, Greeuleaf
and Alderman were named a con~ittee.
On motiou of McPhee, duly seconded and carried, the request
for fire hydrants in the Southern portion of the City was
referred tp c~mmittees consisting of Trustee Alderman and

On motion of A~lderman, duly seconded and carried, the
Clerk is directed to ~ublish notice of award of contract
and to post Notice of award of contract.
The petition of J.J. Ziellian, et al, to construct sewers
on North Sycamore Street from the terminus of the present
sewer South of Tenth Street,to West Washington Avenue,was
on motion granted, provided however, that property
advance necessary funds to pay for pipe before com~ence-
ment of work.
As per request of the Board of Trustees, A.L.Tucker
appeared before the Board in reference to necessary exits
at Dixie Theater. On motion of Grubb~ seconded by
Greenleaf and carried, the plans as submitted by A.L. Tucker
are accepted, and it is ordered that change be made within
next ten days.
A.E. Bird, appeared in behalf of the Mirror Theater Company
and stated proposed changes in exit.
On motion of Grubb, seconded by Alderman it is ordere~d,
that Eirror Theater be provided with 1~ foot openings in
front and that rear doors swing out instead of in,changes
to be made within ~en days.
No representative having appeared from the Bell Theater,
it is on motion of Alderman seconded by Grubb and carried,
ordered that action be deferred and that the Bell Theater
remain closed until plans for alterations of exits are
submitted and passed upon by the Board.

ordered that the City Attorney notify the owner of the
Arcade Rooming House to provide necessary fire escapes in

On motion of McPhee, seconded by Greenleaf and carried,
the City Attorney is directed to notify W.E.Gates to
lay cement sidewalks and cement curbs on the West side
of Flower Street between First Street and Walnut Street.
The Bond of Cope glectr+~c Company for electrician's
license was on motion ordered approved and license order-
ed issued.
The application of C. Finwen for renewal of pool ro~m

named a comittee.
Dr. Roberts of the Bell Theater appeared before the Board
and submitted plans ~O~ change pf exits in theater.
On motion o£ Grubb, duly seconded and carried, it is
ordered that the plans of the ~ell Theater for 18 foot
opening in front, ticket office on side, and rear doors
to swing out were adopted, and that the said Theater be
all, owed to res~e business as soon as alterations are made.
On motion of Alderman, seconded by Grubb and carried,
the City Attorney is instructed to notify the Nirror
Theater 0ompany to change rear doors to swing out as per
plans submitted.

In reply to your request for an ol_inion
repairs are necessar~ to make the Gr~ud
Opera House perfectly safe for any capacity load that
may be ~ermitted in it, we wish to report as follows:
After a careful examination we found that the building
had been well constructed with a factor of safety of
approximately E to 1, which, while providing for any
ordinary test does not meet the requirements of the
best factors at the present time. We therefore reco-
mmend that additions be made to increase the strength to
carry a live load of 150 pounds per square foot with a
factor of safety of 4 to 1. To meet this requirement
we suggest that the following additions be made:
1st. That the beams under the lobl0y and entrance be
strengthened by the addition of four $" X 1E" E5 Sb.
channels.
End. That the beams suI~porting the main auditoriur~ be
strengthened by the addition of 16 ~" X 1E'~ EC~ lb.
channels.
~rd. That the gallery be supported by an addtional
1E" X 18" girder extending from wall to ~all; placed
approximately 14 or 16 feet from the one now in pla~e;
the beam to be supported on the walls at the ends and
on ~ 5" iron columns resting on brick wall and l~iers,
below le~ding to basement.
~th. That an additional 8 ft. exit be ~rovtded at the
N.E. corner of the main auditorium, with a stairway lead-
ing to th~ ground.
8th. That the fire escapes be provided at the N.M. ~d
M.W. corners of the gallery leading to the stairway below.
8th. That all exits and f~re escapes be marked by exit
signs and red lights and provided with panic bolts.

report:, Mt. Henderson Jones-had pneumonia in Jan.tgl2,
leaving hie left a leg bedly swollen from which cause
he was unable to work for five months- began work for
the City on August 12,191S, a~ain, worked until Jan.191~,
hurt hie ankle by having it rubbed with a stiff shoe
while cleaning streets, which caused an ulcer on the left
ankle, he was off work for two day~, put back to w~rk
by ~nglish, plowing streets on G~and Aveuue, he says,
'lhile plowing the streets a slab of asphalt fell on
ankle, injuring the sore already there, from this injury
h* wa~ off work after two days, -until Au6.191~, again
being placed at %he 0i*y Barn in the Street Department.
From ~ observation and from all that ! can learn in
the matter I am of the opinion that Mr. Jones' conten-
tion is not tho right one, ! am of the opinion that
Mt.Jones' trouble is not caused by an ancidental

The City Clerk is on motion directed to notify the
Pacific Electric Rwy. Co., and the S.P. Rwy. Co. of the
intention of the property owners to pave East Second
Street in the City of Santa Aha, and that the named
companies will be expected to place their tracks in
~he middle of the street, particular attention being
called to a petition signed by Paul Shoup,Vice-~resi-
dent of the Pacific Electric Rwy. Oo. under date of
October 1911, praying for permission to electricize
that portion of the Southern Pacific Railroad line in
said City described as follows:
Beginning at a point Z20 ft. ~ast of the East line of
~vergreen Ave., thence Westerly along the center line

which request was granted. The property owners are
fearful that if heavy engines are allowed to operate
on the street after the pavement is in that the pave-

Santa Olara Avenue upon completion of paving work now being
performed on North Broadwa7 from Hickey Street to 15thStreet.
Mr. Buberman agrees to pa7 all expenses now incurred for such
.steps that the Board have taken under the Vrooman Act if the
entire street is paved under private contract, and it is found
not necessary to enforce the Vrooman Act. With this under-
standing personally ex~ressed by Mr. Huherman to the Board of
Trustees it is on motion of Grubb,duly seconded and carried,
ordered that the request of Mr. Buberman be granted.

of W.C. Huntoon, et al, petitioning the Board to commence
proceedings to construct cement sidewalks and cement curbs
on both sides of West Pine Street between Flower Street South

directed to prepare plans and specifications and the City
Attorney to prepare Resolution of Intention.

Attorney is directed to prepare a Traffic Ordinance covering

dent of the Board is authorized to sign the following Asree-

AGREEMENT.
The City of Santa Ana,Oalifornia,agrees with Miss
Lottie Palmer of said City, as follows:
That the City of Santa Ana will grade West Oamile
Street West from the Polytechnic High School Grounds to
Flower Street; and remove and rebuild the fences, fee the
use of it, and the present Board of said City will not order
the construction of sidewalks and curbs along that portion
of West Oamile Street extended during their terms of office.
The said Miss Lottie Palmer is willing and agrees to
the opening, extension and use of said West Camile Street on
the conditions above set forth by said Oity.

ordered that the committee appointed to investigate the
osition of natural gas be and they are hereby authorized to
employ expert assistances in their investigation at an expense
not to exceed $100.00.

"Mr. President, your Committee to secure natural gas
for Santa Aha, beg leave to report the result of their
~e~otiations and submit the proposal for your consider-
t~on.
The offer of the Birch Oil Company for gas deliver-
sd to the Oity Limits, wholesale,and the proposi~ion of
the Southern ~ounties Gas Company were eubnitted to two
separate competent gas authorities in Los Angeles. Both
advised us that the offer of the Southern Counties Gas
Company was the safest and best offer.
Your Committee recommends that the offer of the
Southern Counties Gas Oompany be accepted. The offers
of the Birch Oil Comps. ny and the Southern Oounties Gas
Company are attached hereto as part of this report..
The foregoing report was approved and adopted by
