AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AMENDING THE MIDTOWN SPECIFIC PLAN
TO CORRECT THE BOUNDARIES OF THE BROADWAY
CORRIDOR AND COMMUNITY AND SPECIALTY
DISTRICTS, AND TO DELETE PARKING LOTS FROM THE
CIVIC PROFESSIONAL DISTRICT
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES HEREBY ORDAIN
AS FOLLOWS:
SECTION 1: The City Council has reviewed and considered the information
contained in the initial study and the negative declaration prepared with respect to this
Project, together with all comments and response to comments. The City Council has, as
a result of its consideration, and the evidence presented at the hearings on this matter,
determined that, as required pursuant to the California Environmental Quality Act and the
State CEQA Guidelines, a Negative Declaration adequately addresses the expected
environmental impacts of this Project. On the basis of this review, the City Council finds
that there is no evidence from which it can be fairly argued that the Project will have a
significant adverse effect on the environment. The City Council hereby certifies and
approves the negative declaration for Environmental Review No. 00-176 and directs that
the Notice of Determination be prepared and filed with the County Clerk of the County of
Orange in the manner required by law.
SECTION 2: That the Midtown Specific Plan, as presented to the City Council at
its meeting Of November 18, 1996, and approved and adopted by Ordinance NS-2308
on December 2, 1996, is hereby amended as follows:
Chapter 3, page 22, Exhibit 7:
Exhibit 7 is amended to reflect the map in Attachment A, attached hereto and
incorporated herein.
Chapter 4, page 29, DEVELOPMENT STANDARDS, Conditionally Permitted Uses:
The following uses may be permitted subject to the issuance of a Conditional
Use Permit pursuant to the Santa Aha Municipal Code.
1. Places of worship, provided they are located in free standing buildings only.
Night clubs, bars and indoor entertainment establishments, whether freestanding
or part of another permitted or conditionally permitted use.

4. Collectibles and antiques, not including thrift and pawn shops.
Food uses open from 12 midnight to 5:00 a.m. and located within 150 feet of
residential property.
Chapter 6, page 59, SETBACKS, Sycamore Street:
Sycamore Street. A five-foot setback is required for parking structures on the
east side of Sycamore. A minimum 10-foot landscaped setback is required for surface
parking lots. Vine pockets are encouraged along parking structures, and a 10-foot
landscaped setback is required at surface parking lots.
