The application of D.W. Emmett for a license to conduct a rooming house at 40g SpumgeOn et.the Rutgers, was referred to the Police Committee, on motion of Trustee Greenleaf, duly seconded by McPhee and carried. The application of Mrs. C.B. On motion of Trustee MoPhee, duly seconded by Maryatt, the Clerk was instructed to draw a warrant for $25.00 on the City Treasurer in favor of the Treasurer of thc Joint outfall sewer committee. Trustee J.W.Tubbs introduced and moved the adoption of the following Resolution 612,: Whereas, it appears and is hereby determined that the public interest and also the public necessity demands that the sewer system of the City of ~anta An& in- eluding the outfall sewer thereof, be repaired, en- larged, extended and improved and that it is necessary that this Board of Trustees take proper action for thc immediate and necessary improvement thereof, and Whereee, it appears that certain other municipal oo~- po~atlOmscreated and existing in the County of Orang~ to-wit: the City of Fullerton, the city of Anaheim, amd the City of Orange, by their respective Boards of Trustees, have been and are considering that it is and will be to the interest and advantage of said municipal corporation to enter into a Joint agreement by and between said municipal corporations,and the City of Santa Aha, authorizing the construction and maintenance of sewers at the Joint cost and expense of and for the Joint use and benefit of said munioipa~ corporations; and Whereas, it appears tS the Board of Trustees of the City of Samta Aris that the Joint construction, main- tenance and use of a ewers for the benefit of said municipalities, or such of them as may ultimately enter into a Joint agreement for that purpose, is feasible and practical, and will pr~lvde adequate and convenient sewers for all of such municipal corporat- ions at a great saving of cost, both in original con- struction and future maintenance, and Whereas, it appears that in the formation, considerat- ion and execution of such Joint agreement and in the ultimate construction and maintenance of a sewer at the Joint cost and expense of and for the Joint use and benefit of said municipalities, there is and will be involved and necessary to consider and perform ex- tensive engineering and legal services, Therefore, be it resolved, and ordered that the President of the Board of Trustees of the City of Santa Aha appoint a committee consisting of two membe~ of the Board of Trustees of said City, and that said committee be and is hereby vested with power to em- ploy such engineering and legal services and assist- ance as shall be necessary as follows: f In Re Flnley's report N.Nain St. Bridge In Re Monthly Reports In Re Demand of W.J.McCardl& In Re Committees (1) To accomplish the proper improvement of the sewer system of the City of Santa Ama. including the outfall sewer thereof. (P) In the event that the City of Fullerton, the city of Anaheim, and the City of Orange, municipal oorporat ions in the County of Orange, ~z some of said municipal cot- portions, shall, by proper action of their respective Boards of Trustees, seek to enter into a Joint agreement by and between such municipal corporations and the City of Bents Ama for the construction and maintenance of a sewer at the Joint cost and expense of and for the Joint use and benefit of the municipal corporations may parti- cipatetherein, thwn to employ such engineering and legal services and assistance as shall appear to he necessary in the accomplishment of that object; the proportionate part of the cost of such engineering and legal service and assistance to be paid by each much municipality as shall be agreed upon and approved by their respective boards of trustees. The said committee shall he and is hereby further vested with power: (a) To employ a~l necessary engineering and legal assist- ance for the purpose of obtaining all necessary and props: advice, information and data required, for the proper improvement of the sewer system of the City of Bents Ama including the outfall sewer thereof, and to present the same to this Board of Trustees ~ together with their recommendations in regard thereto. (h) To enter into negotiations with the boards of trustees, cr duly appointed committees of the boards of trustees, of the City of Fullerton, the city of Anaheim, and the city of Orange, or such municipal corporations in the county of Orange as ehall desire to enter into said negotiations for the purpose of the consideration of, and to consider, the cost, bemefit, and feasibility of the construction and maintenance of a sewer at the Joint cost and expense of, and for the Joint use and benefit of, such municipal corporations, and to employ all necessary engineering and legal services and assistance for that purpose and the said committee shall cause to be prepared and presented to this Board of Trustees for its consider- ation all maps, plane,am& specifications,proceedings and recommendations a~ shall appear necessary for the proper action of thi~ Board of Trustees. The motion was duly duly seconded by Geo.McPhee and carried and the resolution adopted by the following vote to-wit: Ayes, Trustees Tubbs, MoPhee, Greenleaf and Visel. Noes, Trustees None. Not voting, Maryatt. On motion of Trustee Greenleaf, duty seconded by McPhee and carried, the following report of 8.H.Finley on the final estimate of North Main Bt. bridge was accepted and ordered spread on the minutes: "Santa Ana Jan. 2nd 1919 To the Hon. Board of Trustees City of Santa Ana Gentlemen:- This is to certify that I have checked and verified the final estimate on the construction of t~e Main St. Bridge by C. MoNeill and find the same to be oorreot. I therefore recommend that payment be m~ie on the basis of said estimate. Very respectfully, $.H.FINLEY Civil Engineer.' The monthly reports of the Sanitary Inspector, Bldg. Inspector, Recprder, Marshal, amd Fire Chief were on motion of Trustee Tubbs, duly seconded by Maryatt, referred to the Finance COmmittee. The motion of Trustee McPhee, that the demand of W.J. MoCardia for $4.00 be allowed in full and Clerk instructed to draw a warrant for $3.00 balance due for burying a dog, same was duly seconded by Trustee Tubbs, and passed by the following vote: Ayes, Trustees Tubbs, MoPhee, and Visel, Noes, Trustees Greenleaf, and Uaryatt. On motion of Trustee Tubbe, duly seconded by Greenleaf, the Clerk was instructed to draw warrant~ on the Treasu~ to cover the demands as audited at the Finance meeting. The motion of Trustee MoPhee that it le the sense of the Board to grant Will O'Brien the privilege to use the storm waters South of Fairview Ave. for irrigation purposes, same was duly seconded by Trustee Greenleaf and carried, and the Clerk instructed to so notify him. On motion of Trustee MoPhee, duly seconded by Greenleaf and carried, the So. Cal. Edison Co. were instructed to place a 60 candle power street lamp at the end of North Flower St. b~idge. On motion of Trustee Greenleaf, duly seconded by Tubbs and carried, Street Supt. OBrien was instructed to repair Grand Ave. from l?th North to SaSs Clara Ave. by scarifying and rolling same. # The motion of Trustee MoPhee, duly seconded by Maryatt that the Chair appoint a committee to confer with Supervisor,~ Wassum in reference to having the County repair that portion of Edlrgsr St. that lies within the City at,he same time County repairs its portion of street and to report on same at next meeting. A communication from the Santa Aha Womans' Club in reference to piping gas in Birch Sark to be used for picnics, was on motion of Trustee Tubba,duly seconded by MoPhee, referred to the Park Commission. # The application of W.R. Carman for appointment aa Police Detective was referred to the committee on police, upon motion of Trustee Greenleaf, duly seconded by Maryatt and carried. On motion of Trustee Tubbe, duly seconded by MoPhee, the statement from the P.E.Ry. Co. accompanied by & voucher for $210,4),amount due the city under Fran~hise Tax Ordinance $414, was accepted, and Clerk instructed to deposit same with the Treasury. The bond_of C.F.Havene for private contract for con- struc~ion of cement sidewalks and curbing with A.C.Bower and J.T.Wool as sureties, was on motion of Trustee Tubbe duly seconded by Greenleaf, bond was referred to the President of the Board for approval and permit granted when the necessary $50.00 is deposited with the Street On motion of Trustee Tuoos, duly seconded by MoPhee Mrs. C.B.Nicholls was gr_~nted a license to conduct m restaurant at 303 N.Sycamore St. subject to the pleasure of the Board . The complaint of Ed.M.Bachman in reference to the condition left him property after being used for a by-pass while building the North Main Bt. bridge, was on motion of Trustee McPhee, duly seconded by Tubbe, referred to the Street Supt. and to report at next meeting. On motion of Trustee Tubbs, duly seconded by Greenle~ the matter was referred to the President of the Boar¢ for approval and to communicate with the State Insur~ Commissioner as to their rating. On motion of Trustee Tubbs,duly seconded by McPhee, and passed by the following vote, Ayes,Trustees Tubbl McPhee,Greenleaf,and Visel,Noes, Trustees None, Not voting Trustee Maryatt, the Clerk was instruote~ to draw the following warrants: $717.70 from the North Main /St. Bridge Fund and $5292.30 from the Specie/ Property Tax Fund in favor of Chris ~oNeill $234.55 of the $11,$69.$5 due him for final settle- ment being held pending settlement with the Pacific Electric Rwy. Co. for cement. On motion of Trustee Greenleaf, duly seconded by Maryatt, the So. Cal. Edison Co. was instructed to install a street light on Bristol St. half way between 5th and Hickey Sis. same to he center euspens ion. On motion of Trustee Tubbs, duly seconded by McPhee Joseph Ryan was re-appointed as a City police offio, On motion of Trustee McPhee, Trustee Tubbs,the Clerk was duly seconded by instructed to advertise for bide for paving that part of Edinger St. which lies within the Oity limits at the same time that the County advertised in order that bids may be opened on same date. On motion of Trustee Tubbe, duly seconded by MoPhee, bein~un in the daily paper in reference to the ad the date that garbage and trash would be gathered in the different districts of the city, was dis- continued. On motion of Trustee Tubbs, duly seconded by Trustee MoPhee, and passed by the following vote, to-wit: Ayes, Trustees Tubbs, McPhee, and Visel, Noes, Trustee Maryatt, Not voting Trustee Greenleat the Board ratified the following Resolution and the President of the Board authorized to sign the necessary contract, "Anaheim, Oal.Jan.lO,1919 On motion of oommitteoman 8train, a trustee of the City of Fullerton, seconded by Committeeman McFadden, a trustee of the city of Anaheim, and unanimously carried, it was resolved that the ~pproved: President ol the B~ard of 1 Board mst in regular session. Meeting called to order by President eommittees of the Board o~ Trustees of the cities of Fullerton, Anaheim, Orange and Santa Aha recommend to their respective boards of trustees that Clyde Bishop be employed to take charge of all the legal services actions and proceedings necessary in or connected with the joint oonat~a~tz~nof a sewer system by and between the said cities, including the drafting of all proper amendemente to the law necessary for the construction of said sewer, and all service in connection with the passage of said amendments; the said Clyde Bishop to receive a compensation of three thousand dollars and his necessary traveling expenses when traveling outsideof the County of Orange; said compensation to be paid in eight quarterly payments, provided that all unpaid portiol thereof shall be paid when the joint sewer system is finally completed, And the same to be paid in equal proportions by the cities above mentioned which shall participate in the Joint construction and use of the said sewer system. Provided, however, that all legal service and assistance necessary to be performed within the corporate limits of the cities participating shall be under the control of their respective city attorneys and shall be performed by them." A communication from E.C.$ohnson acting Chief Engineer for the Pacific Electric Ry.Co. informing the Board that the Company would accept as a correct statement, the statement ~ent them showing a balance still due the City of Santa of $1270.90, same being the difference between the amount of $7000.00 which they agreed to furnish towards the cost of the construction of the North ~ain St. bridge, and the amount they contributed in material towards its constructi, On motion of Trustee Tubbs, duly seconded by McPhee, the communication was accepted and ordered filed. The motion of Trustee McPhee, that it is the sense of the Board to put upon the ballot at the coming April election the proposition of voting Bonds for an Outfall Sewer, this moti$~was duly seconded by Trustee Ayes,Trustees Tubbs, MoPhee and Visel, Maryatt. A Resolution of the Board of Trustees of the City declaring its intention to widen West Myrtle St., the same being & public street, in the City of Santa Aha, was given first reading, and on motion of Trustee Greenleaf, duly seconded by Maryatt, referred to the City Attorney. On motion of Trustee Tubbs, dttly seconded by Maryatt, City Arty. Scott wa~.lnstruo~d to draft a Resolution adopting and approving a certain "Motor Vehicle Bill" now pending in the State Legislature for the more equitable distribution of the Motor Vehicle Fund, and the President of the Board is authorized to sign said Resolution and s,~-e to be forwarded to the proper authorities. On motion of Trustee McPhee, du~y seconded by Greenleaf and carrled, the Clerk was instructed to draw a warrant for $100, out of the Advertising Fund in favor of the committee having in charge the celebration for returned soldiers and sailors. On motion of Trustee Tubbs, duly seconded by McPhee, the Clerk was instructed to draw a warrant on the Treasurer for $500 from the Advertising l~und in favor of the Chamber of COmmerce for advertising purposes. On motion of Trustee Tubbs, duly seconded by Oreenleaf, and passed by the following vote, Ayee,Trustees,Tubbs, Mo?hoe, Greenleaf, Ma~yatt and Vies1, Noes,Trustees None, City Arty. Scott was instructed to amend the Building Ordinance in reference to the Building Inspector's fees same to be fixed at $50 per month salary and fees up to $25.00 inclusive, balance of fees if any to be turned over to the General Fund of the City Treasury. Second:- That the proposed street improvement will involve a considerable expense on the abutting property owners many of whom are people of moderate means who would doubtlessly be more or less financially embarrassed if forced to raise this money immediately. Third:- That this proposed street work, if ordered done by the present Board of Trustees could not be completed during their term of office, and for other reasons that might he mentioned your committee begs to make the following recommendatio: That this proposed work be not ordered done at this time, but that the property ownere interested be hereby notified that the proposed pavement ie considered by this Board ae a public necessity and that it should be undertaken not later than May 15t,1919, and carried forward as speedily as possible to satisfactory completion. On motion of Trustee Tubbs, duly seconded by Chapman the resignation of Miss Kate Owens as City Stenographer was accepted with regrets and the following Resolution be spread on the minutes, carried: "Resolved, by the Boazd of Trustees of the City of Santa Aha, that whereas, Miss Kate Owens, City Stenographer of this city, has tendered her resignation, and the same has been accepted by the Board, to take effect January let,l~20, that it is with exceeding regret that the Board is called upon to part with and lose the services of Miss Owens as stenographer. That Miss Owens has rendered faithful service to the City of Santa Ana for ten years, being stenographer for all the departments of the city, and her going, perhaps to a broader field, while advantageous to her new employers, must be conside: a distinct lo00 to all the departments of this city.
