BE IT ~ESOLVED BY THE CITY COUNOIL OF THEOITY OF SANTA ANA: That ~he City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in those ceBtain Specifications adopted the 6th day of October, 1952, by this City Council for the installation of two gas fired boilers at the Community Center, ll04 W. 8th Street which said advertise- ment shall be substantially in the following words and figures, to wit: NOTICE INVITING SEALED PROPOBALS In pursuance of a resolution of the Board of Trustees of the City of Santa Ana, Orange County, California, adopted direct- ing this notice, NOTIOE IS HEREBY GIVEN that the said Board of Trustees will receive at the office of the City Clerk in the City Hall of the City of Santa Ana, on or before the hour of 7:30 o'clock p.m., on-the 3~dday of November , 19.~.__, sealed bids or proposals for the installation of two gas fired boilers %t the Community Center, 1104 W. 8th Street in the 0ity of ~anta Ana, California. NoVice is hereby given bidders that in accordance with the provisions of Section 1770 of the Labor Code, the Board of TruSses of the City of Santa Aha has ascertained the prevailing rate ef per diem wages for each craft or type of workman or mechanic needed to execute the contract which will be awarded the successful bidder, to be as follows: Journeyman $ 2.90 per hour Foreman 3.15 Insulators 3.25 Overtime - Not less than one and one-half (1 1/2) times the above rates. Sundays and holidays (except watchmen, men) not less than one and one-h~.lf (1 1/2) rates. guards and flag- times the above The foregoing prevailing wage schedules are based upon a working day of eight (8) hours, and in the event that laborers, workmen or mechanics are employed less than eight (8) hours per day, the rate of per diem wages shall be deemed $o be that fraction of the foregoin~ rates that the number of hours of employment bears to eight (8). In accordance with the provisions of Section 1777.5 of the Labor Code, as amended by Chapter 971~ Statutes of 1939, and in accordance with the regulations of the California Apprenticeship council, properly indentured apprentices may be employed in the prosecution of the work. The bidder must submit with his proposal a satisfactory check certified by a responsible bank and payable to the order of the City of Santa Ana~ or a bidder's bond., for an amount not lees than ten (lC) per cent of the aggregate sum of the bid, as a guarantee that the bidder will enter into the pro- posed contract if the seme is awarded to him, and in event of failure to enter into such ccitt&ct said check or bond shall become the property of the City. The amount of the bond to b~ given to secure a faithful performance of the contract for said work shall be fifty (50) per cent of the contract price ~hereof, and an additional bond in an sm~ount equ~l to fifty (50) pe~ cent of the contract price for said work sh~ll be given to ~ocure th, payment of claims for any materials or supplies furnished for the performance of the work contracted to be dono by the Contractor~ or any work or labor of any kind done thereon, and the Contractor will also be required to furnish a certificate that he carries com~ pensation insurance covering his employees upon work to be done under contract which may be entered into between him and the said City for the cons~ruction of said work° The work is to be done in acc:ordance with the specifications of the City of Santa Ana on file in the office of the Park Superintendent, Room 305, of the City Hall~ San~a Ana, California. Nun,t.er~ ~ (SEAL) City Clerk I,II lll lilll lll l Iliill III SPECIFICATIONS SECTION I GENF~RAL PROVISIONS GP-1 DESCRIPTION OF WORK GP-2 GP-3 ~ GP-4 GP-5 The work to be done consists of the removal of existing boilers located in building at address 1104 W. 8th St. and installing in their stead new b$ilers of game capacity as those removed. Existing piping, controls, and vents to be reused where their condition warrants. New insulating material to be installed on piping wherever existing insulation is damaged. Present 5" header to be replaced with a 6" up to the first elbow beyond the boiler. Removed boilers are to be removed from the boiler room and delivered to 2314 Halladay St. Ail removed items to remain -the property of City of Santa Ans. SCOPE OF WORK The work s~all be complete and all work,.material and services not expressly called for in specifications or not shown on drawings which ma~ be necessary for complete and proper'operation and to carry out the contract in good faith, shall be performed, furnished and installed by the contractor at no increase in cost to the City of Santa Ans. (Any of the old controls named in TP-1 which are found in poor condition on examination will be furnished by the City of Santa Aha.) SUBGONTRACTORS The contractor shall within 5 days after the date of this contract, notify the Park Superintendent in w~lting o~ the names of all subcontractors proposed fo~ the work, the extent of the work to be done by each and the general terms and conditions tf each proposed subcontract. If for sufficient reason, at any time during the progress of the work the Park SuperintendenZ dete~mifles that any subcontractor is incompetent or undesirable, he will notify the contractor accordingly and immediate steps will be taken for cancellation of such subcontract. Sub- letting by subcontractors shall be subject to the same regulations. Nothing contained in this contract shall create any contractual relation between any subcontractor and the City of Santa Ans. GP-6 WATER GP-7 Water for this project will be furnished by the City of Santa Ax~a. ELECTRICITY AND GAS Electric current and gas used by contrac~°r on this project will be furnished by the City of Santa Ans. GP-8 FINAL EXAMINATION AND ACCEPTANCE The work will be given a final inspection. When all the work is found to be satisfactorily completed, the entire work will be accepted by the City Council and final payment will be made to the contractor. 10% of the total bid to be retained for 35 days. TP-1 TECHNICAL PROVISIONS GENERAL REQUIREMENTS SCOP,E The work covered by %hese s~eclfications consists of furnishing all plant, labor, materials and equipment in performing all operations necessary to the removal of existing boilers and installing and placing in operation new ga~ fibed boiler with an A.G.A. rating of not less than 3,270,000 BTU. The maximum overall length of the boilers shall not exceed 108~" inches whereby to fit within the space allocated. The boiler shall be Mueller Olimat~cl #20-2-27 equipped with factory built imsulated casing, new d~illed port cast iron burners with inverted V venturi tubes, new Base type safety pilots or'equal~ Old controls t~ be used consisting'of gas valve, gas shut-off cocks, p~essure regulator, pressure controls, iow water cut-off, pop safety valves and retard steam gauges.
