carried, the invitation of the American Legion to attemd
the regular monthly meeting and dinner to be held Thurs-
day, January lath, at 6:~0 P.M., was accepted.

On motion of Trustee HasenJaeger, seconded by Wamner and
carried, the communication from G. A. Raiser, Chairman
of the President's Unemployment Relief Committee on
industrial enterprises relative to each co~unity solving
its own relief problems, was accepted and filed.
On motion of Trustee HasenJaeger, seconded by Witmer and
carried, the resolution of the Advisory Committee on
Unemployment with reference to starting work Immediately
on the first unit of the "City Auditorium-State A~mory-
American Legion-Santa Ama Bowl" was accepted and filed.
On motion of Trustee HasenJaeger, seconded by Witmer and
carried, the petitions of merchants requesting the Cit$
Council to pass the proposed ordinance for the riddance
of rodents and disease bearing pests, were referred to
the City Attorney.
On motion of Trustee HasenJaeger, seconded by Warner and
carried, the bc~d of W. K. Martin for Cement Sidewalks
and Oumbing in amount of $800.00 was referred to the
for approval or disapproval.
On motion of Trustee Warner, seconded by Witmer and car-
ried, the monthly r~ports for December of the City
Officers were referred to the Finance Committee.
On motion of Trustee HasenJaeger, seconded by Witmer and
carried, the Clerk was instructed to draw warrants accord-
ing to demands audited by the Finance Committee.

On metion of Trustee HaaenJaeger, seconded by Witmer nd
carried, the applications of Prank Lansdown for
to erect ga~'age at 806 N. Main Street and at 825 N.
Sycamore Street for Geo. Duntce~, were referred to the
Planning Commission for recommendation.
On motion of Trustee HasenJaeger, seoanded by Witmer and
carried, on recommendation of the Planning Commission
the application for Geo. Dunton garage were granted.
On motion of Trustee Witmer, seconded by HasenJaeger and
carried, the City Engineer was instructed to prepare
and specification fo~ preliminary work to start immedi-
ately at the Olive Bowl; work to be done by day labor.
Members of the Spanish American War Veterans and Veterans
of Foreign Wars appeared before the City Council express-
ing their desire to hell~ and become a part of the organi-
zation of the "City Auditorium-State Ax~nory-American
Legion-Santa Aha Bowl". On motion of T~ustee Witmer,
s'eoonded by Warner and carried, the CBair was authorized
to appoint a o~ittee to meet with members of the dif-
ferent organizations before the second project is started
at the Olive Bowl.
On motion of Trustee Warner, seconded by HasenJaeger and
oa~ried, the 01erk was instructed to write a letter to the
~anta Aha Municipal Band expressing the Council,s
ation with reference to presentation of group photographs
of the members of the Band.
On motion of Trustee Warner, seconded by Witmer ~nd oar-
tied, the application of E. B. Oramenz for pex~nission to
conduct an auto repair shop at 9014 S. Main Street in his
private garage was referred to the Fire Chief for investi-
gation.
An Ordinance was introduced entitled:
"An Ordinance providing for the registration of
bicycles by the owners thereof in the City of Santa Aha"
The ordinance was read, considered and referred back to
the City Attorney.

carried, the Chair was authorized to appoint a committee
to attend the meetin~ of the Metropolitan Water District
at McFarland's Cafe in Fmllerton, January 16th, 1952, at
2 P.M. T~ustee McBride was appointed aa the committee.
On motion of Trustee McBride, seconded by Hasen~aeger and
carried, the co. mmunication of The First National Bank
stating that the plans and specificatioms for the Bowers
Memorial Museum are acceptable to the Bank but it does
not assume amy liability as to payment azd ~ae cost of
erection excepting um~der Trust No. 5B, was accepted and
placed on file.
On motion of Trustee HasenJaeger, seconded by McBride and
carried, the communication from the Chairman of the Presi
dent ts Unemployment Relief Committee of Orange County
Industrial Department soliciti~g cooperation in buying
products manufactured in orange County, was accepted ~a
filed.

carried, the application of Mrs. Ohos. L. Davis for a
free license to sell the official Olympic Games Booster
Plates was referred to a committee to investigate.

Operator's Union condemning the City Council for its
attempt to reduce the wage scale for common laborers on
city work to $2.80 por day, were accepte~ and filed.

WHEREAS, it has been brought to the attention of the
City Council of the City of Santa Aha that the State of
California is contemplating erection and construction cg
an Armory in the City of Santa Ana, and
WHEREAS, there has been proposed a project in the City
of Santa Ama situated at the Bowl in the City of Santa Aha
which said project included an Armory, and
WHEREA~, it has been brought to the attention of the
0ity 0ouncil of the City of Santa An- that the State of
Califormia is desirous of being.~ormed by said City
Council that said City of Santa/~XI1 deed to the State of
California all of the land necessary and required in the
erection .and construction of said Armory:
NOW, THEREFORE, be it resolved that the City of Santa
Ana is ready and willing to deed to the State of Californi
for the purpose of erectiDn and c o~structlen of an Ax1~gry
such ground far the erection and construction of said Arm0~
in the City of Santa A-a, if and when the State of Cali-
fornia has plans dmawn and money available for the con-
struction of said Armory, p~oviding however, that this
offer continue in force and effect until two years
thereafter.

opening and extension of Glassell Street from Fairhaven

ried, the application of the Coca Cola Bottling Company
for the rezoning of property at the southeast corner of
First and A~tesia was referred to the Planning Commission.
On motion of Trustee McBride, seconded by HasenJaeger and
carried, the recommendation of the Planning Commission
was accepted and the City Attorney instructed to prepare
ordinance rezoning the southeast corner of First and
A~tesia from Single Family Residence Zone to Neighborhoo~
Business Zone.

"A Resolution of the City Council of the City of Santa
Ana determining and declaring that weeds which bear seeds
of a wingy or downy nature and attain such a large growth
as to become a fire menace when dry, and which are
and dangerous are growing upon certain streets,
and private property in said City of Santa Ana and are a
public nuisance; directing the Street Superintendent to
post notices to destroy said weeds asrequired by law;
fixing the time for hearing objections and protests, and
directing the abatement thereof in accordance with an Act
of the Legislature of the State of California entitled,
"An Act authorizing Municipalities to declare noxious or
dangerous weeds growing upon the streets or sidewalks or
upon private property within municipalities to be a pub-
lic nuisance, creating a lien upon the property fronting
upon such streets or sidewalks, or upon which such nui-
sance exists for the cost of abating the same, approved

League protesting against the donating of city funds for

was accepted and the property at the southeast corner of

This being the time when interested persons might be
heard concerning the report of the Superintendent of
Streets covering expenses in connection with cleaning
noxious and dangerous weeds from private property in the
City of Santa Ana, and the City Council being now in
regular session, proceeded to consider protests. No
owner of property liable to be assessed for said work
made written protest against the work and no person
appearing to protest, object or show amy cause why this
work should not be approved, a resolution overruling pro-

carried, the application of the Motorcycle Sports Asso-
ciation for the use of the Municipal Bowl for motorcycle
races on the basis of ten percent of the gross receipts
with a minimum of t~50.00 to the City, was granted.

Ministerial Assn. Protest.
A communication from James Sleeper, County Assessor,
was presented, in which he advised that on account of
the depreciation in property values, a material
reduction in assessed values for 1933 will be made.
On motion of Trustee Warner, seconded by Penn and
carried, communication was referred to a Committee to
report back - Trustee Penn and City Auditor Banks being
appointed as such Comittee.
Application of Ruth ffenkins for a permit to possess,
sell and dispose of light wine and beer at her place of
business, 1208 South Main Street, if and when same is
lawful so to do, was read. A motion was made by
Trustee McBride and seconded by Warner that application
be referred to Police Commissioner and Chief of Police
but motion was withdrawn upon presentation by Police
Com~issioner Warner of report covering a similar appli-
cation previously made by L. J. Detrixhe of 405 N. Main
Street. In this report it was pointed out that the
Local Option law of 1901 has not been repealed; that
there is a city ordinance No. 68~ which prohibits sale
of intoxicating liquor and at recent election Santa Ana
~oted against repeal ~f Wright Act by a majority of 2261
On motion of Trustee Warner, seconded by McBride and
carried, applications of L. J. Detrixhe and Ruth Jenkins
for permits to handle liquor were denied.
On motion of Trustee McBride seconded by Warner and
carried, City Clerk was instructed to notify applicants
of the denial of their applications for liquor permits.
A petition signed by thirty-two business men was pre-
sented, in which the Council was requested to allow the
Santa Aha Merchants Ball Club to use the Municipal Bowl
for playing the Southern California Winter League games
and containing a financial rental proposition. A protea~

religious services. After explanation that the
Council was opposed to granting such permits,

quarters, also with suggestions as to part time
employment in the Street and Park Departments of

On motion of Trustee Penn, seconded by McBride and car-
ried, the application of Alex Valles for permission to
conduct a Pool Hall on Central Avenue, Gloryetta, former.
ly operated by Ramon Porras, was referred to the Chief
of Police and Police Commissioner for investigation.
A communication was read from B. O. Baird, 316 W. Santa
Clara Avenue, requesting the installation of an elimina-
tor by the City on the safety blinker located at the
corner of Main and Santa Ana Boulevard, which causes
steady interference in his radio reception. On motion
of Trustee McBride, seconded by Penn and carried, the
request of- B. O. Baird was referred to the Street Super-
intendent with instructions to eliminate the blinker
and using the red light only.
On motion of Trustee Penn, seconded by McBride and car-
ried, the request of Judge J. G. Mitchell for permission
to leave the State for a period of thirty days starting
December 10th, was granted.

Aha Merchants Ball Club,was presented requesting favor-
able action on the petition of the merchants of Santa
Ana to use the Municipal Bowl for playing baseball on

Fourth and Sixth Streets against the barricade across the
sidewalk on the east side of Main Street at Fourth Street

Association requesting postponement for a reasonable time
of the Colorado River Aqueduct, the grounds for oppositim
on the part of the organization ~eing disbelief in the
economic soundness of the project as proposed by the

HasenJaeger, seconded by Penn and carried, the Council
decided to go on record opposing the Resolution adopted
by the Los Angeles Division of the California Taxpayers~
