Council Chambers on the night of December 12th, was received
and filed.
On motion of Trustee Penn, seconded by Bruns and carried,
the request of E. L. Vegely, City Clerk, for permission to
leave the State for a period of ten days, was granted.
On motion of Trustee Smith, seconded by Bruns and carried,
the applications of William E. Bast and of William B. Smith,
to drive taxicabs for Courtesy Cab Company and Broadway Cab
Company, respectively, were granted on recommendation of the
Taxicab Commission.
On motion of Trustee Bruns, seconded by Layton and carried,
the application of Jack Fisher Chapter, D.A.V. of the World
War, requestf_ng permission to sell tickets for the Eighth
Annual Military Ball in the City of Santa Aha, was granted.
On motion of Trustee Layton, seconded by Penn and carried,
the application of ~,~. E. J~emlson for a permit to conduct a
bow!ir~ alley in the basement of the Pacific Building at
~ird and Broad'~vay, was referred to the Police Commissioner
and Chief of Police to investigate and report back.
On motion of Trustee Smlth, seconded by Penn and carried,
the applicatLon of W. C. Osborne for a permit to conduct a
pool hall at 902 E. Fourth Street, was referred to the Police
Commissioner and Chief of Police to investigate and report
back.
On motion of Trustee Penn, seconded by Bruns and carried, the
application of Williams & Warner to move their radio shop
from G34 W. First Street to 422 S. Flo-~ver Street, v:as referred
to the Planning Co=nlssion for recommendation.
On motion of Trustee Smith, seconded by Bruns and carried,
the communication of the Atchison, Topeka and Santa Fe Rail-
way Company requesting favorable support from the Council
towards securing a permit from the Railroad Commission to
operate stage lines between San Francisco and San Diego &nd
co-ordinating with their rail service, was referred to the
Council as a whole to investigate and report back at the earl
possible time.
On motion of Trustee Layton, seconded by Bruns and carried,
the application of the Santa ~ua Realty Corporation to erect
two-eight family apartment house on property described as
approximately 200 feet west of Broadway on Tenth Street, was
referred to the Planning Commission. On recommendation of

communication of the City Attorney relative to petition pre-
sented by the [[usica! Arts Club of Santa Aha to revoke ordi-
nance imposing a license tax upon teachers of music and
related cultural subjects, was received and filed.

the City Clerk's office was instructed to collect city licen-
ses from persons engaged in the practice of teaching music
either voice or instrumental.

the City Auditor was directed to communicate with the Divi-
sion of Highways and obtain a financial statement of the one-
quarter cent Gas Tax ~elative to expenditures on State High-
ways and Streets of Major Importance in the City of SantaAna.

the standing armory committee, composed of Mayor Rowland,

and authorized to attempt to secure a still further extension

On motion of Trustee Layton, seconded by Penn and car~ed,
the quotations submitted on traffic signals were referred to
the City Auditor and Engineer for checking and report b~ck.
On motion of Trustee Smith, seconded by Penn and carried,
the Chair was authorized to appoint a committee, consisting
of Trustee Bruns and Attorney Blodget to meet with the Board
of Supervisors and the Sheriff of Orange County relative to
the establishment of a rock pile in the City of Santa Aha
for traffic violators and vagrants to labor upon.
The City Attorney reported that he had filed a written opin-
ion with each member of the City Council relative to the
legality of making an order requiring traffic violators and
vagrants to labor upon a rock pile in the City of Santa Aha.

Turf Club Betting Agencies recently established in the City
and to investigate the facts as to the legality of Agencies
and report back, was amended on motion of Trustee Smith, sec-
onded by Penn, that the committee confer with other municipal
ities on the control and regulation of Turf Club Betting
Agencies. The amendment and motion carried, Trustee Bruns,
Chief of Police and City Attorney were appointed as the
committee.

the City Engineer was instructed to proceed with W.P.A. Pro-
Ject No. 2561 covering storm d~ain on W. Seventeenth Street.

the Chair was authorized to appoint a representative to
acquire the right-cf-way for the storm drain on W. Seventeent~
Trustee Smith and the City Engineer were appointed

and file the report of the City Auditor on the 1/4 cent gas
tax fund for improvement of Streets of Major Importance and
of State Highways in the City of Santa Ana, was amended by
the motion of Trustee Smith, seconded by Penn, to receive and
refer the report of the City Auditor on the 1/4 cent gas tax
fund to the Finance Committee, and carried by the following

On motion of Trustee Layton, seconded by Brune and carried,
the communication of the Division of Highway stating that
Work Order 8?ZMC3 in the amount of $24,326.?? has been issued
to finance the construction under a State contract of the
South Main Street improvement and charged against Santa Ana's
1/4-cent allocation to State highways, was referred to the
City Engineer.
Messrs~ W. H. Spurgeon, Victor Walker and A. J. McFadden
appeared before the Council requesting that the MuniCipal
Bowl be used exclusively for baseball and football games and
not for motorcycle races~and midget auto races.
On motion of Trustee Bruns, seconded by Layton and carried,
the application of Abet E. Lind to lease the Municipal Bowl
one night each week for midget automobile races and maintain
the track without cost to the City, was denied.

On motion of Trustee Bruns, seconded by Smith and oar~ied,
a committee was ordered appointed to confer with Messrs.
Spurgeon, Walker and McFadden relative to re-turfing and con-
ditioning the Municipal Bowl. Trustee Laytcn, B~ns and

the warrant in amount of $2276.8~ of the Southern California
Edison Company Ltd., covering franchise tax for year ending
December 31, 1935, was referred to the Auditor for checking.

A petition signed by eight property owners was read, request-

ite, placing of street light at the end of the street and
placing the "dead end street" sign at a visible location.
On motion of Trustee Smith, seconded by Bruns and carried,
the petition of property owners for the improvement of West
Orange Road, was referred to Trustee Layton and City Engineer
for investigation.

A petition signed by the Official Board of the First Metho-
dist Episcopal Church of Santa Aha, was presented, requesting
the Council to examine into the business conducted in the
City of placing bets and wagers on horse races. On motion of
Trustee Smith, seconded by Bruns and carried, the petition of
~he Official Board of the First Methodist Episcopal C~ch
was referred to a committee of the Council, of which the
Mayor is to be a member, to confer with the District Attorney!
and City Attorney as to the solution and disposition of the
Turf Club Betting Agencies. Trustee Bruns, Smith and Mayor
Rowland were appointed as the committee.

for expenditure of one-quarter cent gas tax on Streets of
Major Importance, as submitted by the Division of State High-
ways. The resolution was read, considered, designated Reso-
lution No.. 2482 and passed by the following vote:

Map Tract No.. 1010 and bond in amount of $3000.00 submitted
by Allison C. Honer, Helen L. Honer and Bessie A. Ball as
principals, were approved and the Mayor and Clerk were
authorized to sign the Council's approval to Map Tract 1010.
