6 7 8 9 10 11 14 15 1.7 18 19 20 ~-3 27 0.9 3O 31 RESOLUTION NO. 54-141 OF THE CITY COUNCIL OF THE CITY OF S~NTA ANA CALLING A SPECIAL ELECTION TO SUBMIT TO A VOTE OF THE REGISTERED ELECTORS OF SAID CITY A PROPOSED MEASURE TO AMEND THE CHARTER OF THE CITY OF SANTA ANA TO PROVIDE FIVE WARDS AND TO REQUIRE P~ESIDENCE OF ONE COUNCILI~AN IN EACH WARD; AND AUTHORIZING CONSOLIDATION OF SAID ELECTION WITH TqE GENERAL ELECTION TO BE HELD NOVEMBER 2, 1954. THE CITY COUNCIL OF ~E CITY OF SANTA ANA DOES RESOLVE AS FOLLOWS: That a special election shall be held in the City of Santa Ana on the 2nd day of November, 1954 for the purpose of submitting to the electors of said City the proposition of amending the Charter of the City of Santa Ana to provide five wards, to require that one Council- man reside in each ward, to provide that councilmen be elected at large, that the boundary lines of wards shall be changed every two years by Ordinance enacted by a four-fifths vote of the City Council, that wards shall be established prior to March 5th, 1955 which wards shall not vary one from another more than five (5) percent of the inumerical one-fifth (1/5) of the total number of registered electors in the City, to provide seven wards when the City has a population of 120,000 and to provide nine wards when the City has a population of 240,000 and other details. That said apectal election is called under and by virtue of the provisions of Article XI, Section 8 of the Constitution of the State of California, pursuant to a petition therefor signed by more than fifteen porcent of the registered electors of said City as defined in said Section 8,requiring that the City Council call a special electior for the purpose of submitting the proposed measure to the voters of said City, which said petition was filed with the Clerk of the Counci and certified by her to have been signed by not less than said fiftee: percent of the registered electors. That the City Council of the City of Santa Ana does hereby elect and does hereby authorize the Board of Supervisors of the County of Orange to consolidate this special election with the general election to be held November 2, 1954 and further authorizes l 2 4 6 7 8 9 12 13 14 ).6 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 the said Board of Supervisors to fo~m the precincts within the City of Santa Ana, to fix the p~lling places, appoint the precinct boards, ~rovide for the expenses of said election and canvass the returns of 3aid special election. That the election officers serving at said consolidated election shall receive as compensation for their services the sum fixed by the Board of Supervisors of Orange County, that the polls shall be open between the hours of 7 o'clock A. M. and 7 o'clock P. M. , that the voting precincts, polling places and election boards shall be those named and established by said Board of Supervisors for the general election to be held November 2, 1954, which is a state-wide election. That the Clerk of the Council is hereby directed to publish the proposed amendment to the Charter of the City of Santa Ana in one issue of the Santa Ana Independent not less than 4© days nor more than 60 days before said election, to cause the same to be printed and to cause a copy thereof, enclosed in an envelope with a sample ballot, to be mailed to each voter, to advertise in said newspaper, ~until November 2, 1954, a notice that copies of said proposed amend- ment may be had upon application therefor, to publish once a Notice of Election and to publish twice a Notice of Measure to be ~oted On, all as required by law. That said amendment to be submitted to the electors as herein shall be submitted to the electors under the following set forth, messure~ INITIATIVE PROPOSITION TO AS~ND THE SANTA ANA CITY CHARTER Shall the Charter of the City of Santa Ana be a~ended to provide that five wards be established prior to Narch 5, 1955 which wards shall not vary, one from another, more than five percent of the numerical one-fifth of the total number of registered electors, to require that one councilman reside in each ward, that a candidate be nominated from the ward where he resides, that councilmen be elected at large, that the boundary lines of wards be changed every two years by four-fifths vote of the Council unless no ward varies by ten percent from any other, that the Council must publish a map diagram of the new ward line~ and hold a public hearing on notice before making any change, to provide for seven wards when City has a population of 120,000 2 7 8 9 lO 12 13 14 17 18 20 21 22 23 24 25 26 27 28 29 30 32 and for nine wards when City has a population of 2~0,000.
