Absent: Trustees None The Clerk commenced the reading of the Minutes and each member of the City Council having received copies of the Minutes of December 18th, 1944, further reading of the Minutes was dispensed with and approved on motion of Trustee Haan, seconded by Dixon and carried. On motion of Trustee Dixon, seconded by Deckert smd carried, the resignations of Franck C. Anderson and Henry H. Schlueter, as members of the Board of Examiners of Plumbing, effective December 26th, 1944, were accepted with regrets and Clerk instructed to write letters of appreciation for their services. On recommendation of the Pltnmbing Inspectom and on motion of Trustee Dixon, seconded by Haan and carried, Wm. E. Rumge and Arthur H. Reed were appointed as members of the Bo~.rd of Examiners of Plumbing, to fill vacancies create~ by resignations of Frank C. Anderson and Henry H. Schluet er. On motion of Trustee Deckert, seconded by CheRey and carried, the application of Harley D. Brazeal to drive a bus for the Santa Ana Bus Co., was denied for the reason that the Ordinance provides that drivers must be twenty-one years of age. On recommendation of the Chief of Police and on motion of Trustee Deckert, seconded by Dixon ~nd carried, the application of Kenneth Dale Merrick to drive a taxi for the Broadway Cab Co., was denied. The request of the Chief of Police for appointment of Lorraine Barker, as File Clerk, in the Police Department was read and on motion of Trustee Haan, seconded by Cheney and csrried, the request was tabled until next meeting. The motion of Trustee Dixon to deny the request of the Chief of Police for appointment of Lorraine Barker, as File Clerk, was lost for lack of a second. ,, Co.Health Officer, Communication from Edw. Lee Russell, M.D./with reference to City of Newport Beach being ~dmitted as a member city of the Joint 0utfall Sewer, was received and filed. ,, On motion of Trustee Haan, seconded by Chancy and carried, the communication of Grover L. Wa~ters, and Minutes of the Joint 0utfall Sewer Board held December ?th, 1944 and December 2~nd, 1944, were received and filed without further action. The Council at its meeting of December 18th, 1944 passed a motion signifyin their willingness to accept the offer of Newport Beach to make a connection at the new site with an additional rental payment of $600.00 per year rental for the' use of the additional facilities. On motion of Trustee Deckert, seconded by Dixon and carried, the monthly reports of the Building Inspector for the City of Santa Ana and for City of Tustin, for December, 1944 and Judge's report for the period Dec. 5th to Dec. 31st, 1944, were received arid filed. ,, On motion of Trustee Deckert, seconded by Dixon and carried, the Clerk was authorized to draw warrants according to demands as audited by the Finance Committee numbering 1208 to 1420 inclusive. No. 3378 of Intention Closing Alley In Re Ordinance No. Dance Hall Regulations 1144 The Comm~ittee reported on abandonment of alley extend- ing in an easterly and westerly direction through Block 4 of the Salisbury Addition, located in the 1000 block between W. 4th and ~. 8th Sts., stating that this is a dead-end alley and reconn~ended that alley be closed. On motion of Trustee Cheney, seconded by Haan and card, ed, the following Resolution entitled: "Resolution Adopting Eap" was read, considered, designated Resolution No. 35?4 and passed by the following vote: Ayes, Trustees Dale G. Haan, W.J.Cheney, Asa Hoffman Mr. A1 Frederickson, Commander of the Veterans of Foreign Wars appeared before the Council relative to proposed Dance Hall Ordinance and stated that their organization had rented their Hall bo the Mexicans and Filipinos who have conducted very orderly dances for some time on Sunday~nights and requested information as to how the proposed Ordinance would affect the rental of their Hall. Cubbon St., was approved. The Engineer recommended that no diaganal%parking be permitted in vicinity of Fruit and Si~h Streets, as requested by Pastor, Calvary Church and also that cu~ be painted red at the corner and parallel parking stalls be painted on the north side of Fruit Street~ between Fruit md Mortimer Streets. On motion of Trustee Deckert, seconded by Dixon and carried, the report of the Engineer was accepted. On motion of Trustee Deckert, seconded by Haan and carried, the Mayor was instructed to write a letter of appreciation to Col. William J. Fox, Lt. Col. Dick Hanl, The Commanding General, Marine Fleet Air, West Coast, and Capt. Ben Finney for free football games played at the Municipal Bowl during the 1944 season and to invite the Marines to ~ain use the Stadium in 1945. On motion of Trustee Haan, seconded by Cheney and carried, the bid of Worthington-Pump & Machinery Co~.w~ accepted the Clerk was instructed ~o return checks of unsuccessful bidders on furnishing of 180 5/8" x 3/4" bronze case water meters reading in cubic feet, without couplings. On motion of Trustee Haan, seconded by Cheney and carried, request of Eld. S.M.Crouch Bishop to locate a church in the 1400 block West Mourth St., was referred to the Planning Commission. Harold Rasmussen, Ex-officio member of the Planning Corm~ission, reported that this district would permit the location of a church and stated that he would advise the applicant of this fact. Communication from Director, Santa Ana Junior College showing financial statement concerning Don games played in the Municipal Bowl during the fall months of 1944 was read and on motion of Trustee Deckert, seconded by Haan and carried, the amount of $81~.69 for 1944 games should be applied to the original amount o f $4400.00 advanced far enlargement of Bowl. Com~nnication from Harold Most, Secy-Business Mgr. Santa Ana City Schools, showing financial statement concerning High School games played in the Municipal Bowl during 1944 was read and on motion of Trustee Haan seconded by Cheney and carried, the Clerk was Instructe to request the High School to forward a check in the amount of $661.05 to the City, such amount to be used for needed repairs to the Bowl. Schenck to conduct a commercial poultry yard at 3E8 E. Chestnut St., was denied for the reason that it is in violation of the Zoning and Poultry Ordinances. On motion of Trustee Dixon, seconded by Haan and csrrie~ application of Powell Neon Sign Co. to hang a neon sign for Richards Machine Works, 929 E. 1st and application of General Neon Co. to hang a neon sign for Grand Central Garage at 809 E. 1st St., were granted and signs ordered hung under supervision of Electrical Inspector. The City Attorney stated that numerous complaints had been received regarding dogs ~-unning loose and suggested that ~o_ Ordinance, such as is in effect in Los Angeles, be ~dopted requiring that dogs be kept on a leash. He stated that he would submit copies of Ordinance ~o the Council for stu~]l~ and would confer with the Pound- master as to workability of such Ordinar. ce. Main St., was granted and sign ordered hung under supervision of Electrical Inspector. On motion of Trustee Deckert, seconded by Dixon and carried, applications of Vincent B. Mitchell, Marion E. Acosta to conduct an invitational dance at the V.F.W. Hall, 5th and Broadway, Sunday, Feb. llth, was denied and Clerk instructed to advise Mr. Acosta of such action and future applicants to appear before the Council. Request of National Brotherhood of Service to hold its annual "Brotherhood Day" flower sale on Saturday, Feb. 17th in support of its free services to the blind and shut-i~sof the State, was read and on motion of Trustee Haan, seconded by Dixon and carried, the request was granted.
