DECLARING ITS POSITION IN SUPPORT OF H. R. ~953 FOR THE R~2~OVAL
OF THE T~N PER C~2~T EXCISE TAX ON TELEPHONE USE CHARGES
WHEREAS, during World War II Congress imposed a special tax which may be labeled a "luxury tax" upon the use of
telephone systems of communication; and
~ ~EREAS, conditions prevailing at the time of the adoption of the legislation imposing this tax no longer p~evail;
NOW, THEREFORE, BE IT RESOLVED: That this City Council hereby urges upon the Congress of the United States that
favorable consideration be given to the adoption of H. R. 4~53 and/or any other bill that now or hereafter may be
peD~ing before the Congress to repeal the Federal E~cise Tax on the usage of public utilities services in the sale
of communications, in the firm belief that today rapid comunication service is a necessity of our way of life, not a
luxury, and that such public utilities do presently bear a sufficient tax burden without the maintenance of a special
tax on the consumer use of such facilities. The Clerk of the Council is hereby directed to send a certified copy of
this Resolution to the Honorable Thomas H. Kuchel, and to the Homorable James B. Utt, to make clear to them and to
any committee considering H. R. 4953, or any similar bill, the position of this City Council.
PASSED AND ADOPTED by the City Council of the City of Santa Ana at its adjourned regular meeting held on the
14th day ol' April, 1959.
