FORNIA EXPRESSING-----0P---~SITION TO ELIMINATION OF AREA~
WITHIN CITIES FROM THE ~INTERBTATE HIGHWAY
ww~.W~EAS, an I~$erstate Highway System of importance to all
of the peoples and states of the Nation has been determined to be
in the Federal interest, to permit the free interchange of vehicu-
lar traffic and the flow of military vehicles in time of national
need, and is now proposed to be constructed in part with Federal
funds; and
W}l~, there is presently an attempt to treat said program as
a rumal aid program only, and to prohibit the expenditure of Federal
funds within City limits;
NOW, THEREFORE, BE IT.RESOLVED: By the City Council of the
City of Santa Aha that they hereby express their unalterable and
unqualified opposition to the elimination of territory within cities
from any Federal ~ystem Interstate Highways for the following reasons:
1. The source of a very large percent of all Federal tax
dollars to be used in such a system would be derived from City areas.
2. The greatest need for unconstricted and "flow-through"
highways exists in metrmpolitan areas where overloaded and inade-
quate streets in many cases bring a halt to or seriously delay
through-traffic.
3. The bulk of traffic will originate in City ameas, terminate
in City areas, and flow through City areas.
4- Unless the Federal-aid Interstate Highway System is con-
tinued through cities the system will be incomplete, bottlenecked,
and serve but a small fraction of the purposes for which it was con-
ceived, for the reason that many cities will be unable or unwilling
to continue such highways through such cities at their own total ex-
pense, or will be in disagreement with the expressed purpose or need
for such a system, resulting in a partial defeat of the pumpose of
such a system.
5. It would be inequitable to prohibit the use of Federal funds
raised largely in cities within the exterior boundaries of those same
cities.
