RESOLUTION NO. RESOLUTION ADOPTIN~ MAP THE COUNCIL OF THE CITY OF SANTA ANA DO i~SOLVE AS FOLLOWS: That the map for the following work and improvement in the City of ~ahta Aha, to-wit: the closing up and abandonment of an alley dedicated for alley purposes and particularly described as follows, to-wit: That certain alley 20 feet in width, running through the center of Block ~, B. J. Salisbury's Addition to ~anta. Ana, as per map thereof recorded in B?ok lO, Page ~, of Miscellaneous Maps, Records of Los Angeles County, California, and extending Westerly from that certain alley adjacent to the East line of said Block a distance of ~50 feet. as prepared for said improvement showing in colored tint the portion of said alley heretofore dedicated for alley purposes as aforesaid, to be closed up and abandoned, and submitted this 2nd day of January, 19~5, be and the same is hereby adopted as the map for doing said work. J. Salisbury's Addition to Santa Aha, as per map thereof corded in Book 10_Page ~2 of Miscellaneous Maps, Records of Los Angeles County, California, and extending Westerly from that certain alley adjacent to the East line of said Block ~, a distance of ~5© feet. all of which is more clearly shown on a certain map approved and adopted by the City Council of the City of Santa Aha for said closing up and abandonment by Resolution No. J~/y on the day of Januar-y, SECTION 2: That the said City Council of the City of Santa Ana do further declare that the roads, lands or premises affected. by the closing up and abandonment of the hereinbefore described alleyway and benefitted by said improvements are Lots One (1) to Eighteen (18) both inclusive, in Block $, B. J. Salisbury's Addition to Santa Ana, as shown on Page ~2, in Book l0 Miscellaneous Maps, Records of Los Angeles County, California. SECTION 7: That the'proceedings for the closing up and abandonment of the aforesai~ alleyway shall be had and taken under and in, accordance with an act of the legislature of the State of California designated and known as mAN ACT TO PB~VIDE FOR LAYING OUT, OPENING, EXTENDING, WIDENING, STRAIGHTENING, OR CLOSING UP IN WHOLE OR IN PART ANY ~TREET, SQUARE, LANE, ALLEY, COURT OR PLACE WITHIN MUNICIPALITIES, AND TO CO~)EMN AND ACQUIRE ANY AND ALL LAND AND PROPERTY NECESSARY OR CONVENIENT FOR THAT PURPOSE#, approved March 6, 1589, Statutes of 1~89, p. ?O, and amendments thereto. SECTION ~: The Street Superintendent shall cause to be conspicuously posted along the line of said contemplated work and improvement at not more than 300 feet in distance apart, but not less than three in all, notices of the passage of this resolution, in the form and manner as required by law; he shall also cause a notice similar in substance to be published for a period of ten (lC) days in the SANTA ANA DAILY E~fENING REGISTER, a daily newspaper printed, published and circulated in the City of Santa Ana, and hereby desig- nated for that purpose by the City Council, containing a statement of the fact of the passage of this resolution of intention, the date thereof, and briefly describing the work or improvement proposed, and referring to this resolution for further particulars. SECTION 5: That any person interested in objecting to said work or improvement or to the extent of the district or lands to be affected or benefitted by said work or improvement, and to be assessed to pay the cost and expense thereof, may ma~e written objections to the same within ten days after the expiration of the time of the publication of said notice, which objection shall be delivered to the -2-- Clerk of the City Council of the City of Sa~uta Aha. M. The System is administered by a board of eight members, composed of -- three members of the System, an official of a bank, an official of an insurance company, the Director of Finance, a member of the State Personnel Board, and an official of the University of California. 2. Retirement for service is optional upon attainment of an age which -- shall be not less than 55 or more than 60, as provided in said contract, by city firemen and city policemen, and age 60 by other employees, and completion of twenty years of service for the municipal corporation, and is compulsory at age 65 for city firemen a~d city policemen, and at age 70 for other employees. 3. The monthly retirement allowance payable upon retirement for service '-- is dependent upon such factors as age, sex, salary and years of ser- vice. For city firemen and city policemen, retiring at the optienal age in paragraph 2, or at a higher age with twenty years of service, the monthly allowance is approximately one-half the average monthly salary during the five years immaediately preceding retirement. The benefit payable at death, excevt in the case of city firemen and city policemen dying from injury arising out of and in the course of e~loyment, consists of the contributions of the member ~lus interest, and plus 1/12th of the member's annual salary during the year immediately preceding death, for each year, not exceeding six years, ef service as a member of the system. The monthly allowance payable to the widow and children, at the death of city firemen and city policemen arising out of and in the course of employment, is one-half the average monthly salary during the five years immediately preceding death. The benefit upon separation from service by other cause than death or retirement, is the refund of the member's contributions, with interest. Contributions recuired of city firemen and city policemen, without credit for ~rior service, depend u~on salary and upon age of entry into the retirement system, the contributions per $100 of s~lary varyi~ from $5.40 at entry age ~1, to $9.32 at entry age 35, for example, ~f the minimum service retirement age is 60, or $7.65 and $14.35, if the minimum age is 55. Contributions of firemen and policemen having credit for prior service depend on salary, entry age, and amount of ~rior service, the amount of contribution per $100 being $13.79 for examnle, at entry age 59, with 19 years of prior service, if the minimum service retirement ~ge is 60, and $1~.S3 at age 54, with 19 years of ~rior service, if the minimum service retirement age is 55. The city is required to contribute the balance of the funds necessary to meet the cost of the benefits provided under the retirement system for the city's employees. The city also is required to pay its pro- portionate share of the administrative costs of the system. Ability of the Retirement System to pay benefits is safeguarded by a provision authorizing the Board of Administration to revise contribu- tions of both employees and the city, in the light of experience under the system. Benefits on account of prior service, that is, service credited hereunder as rendered to City prior to the effective date hereof, shall be allowed to city firemen and city policemen and to other employees, only as percentages of the respective average salaries specified in said Retirement Act, for each year of such service, and said percentages shall be equal to ].0~ ..... per cent of the analogous percentages now used under said Retirement System in calculating benefits on account of prior service, allowed to members of the California State Highway Patrol and to other employees of the State of Calitornia, respectively. 5. City shall contribute to said Retirement System as follows: a. A reasonable amount as fixed by Board, payable in equal monthly or less frequent installments, as Board shall require, to cover the costs of administering said System as it affects the employees of City, not including the costs of special valuations or of the periodical investigation and valuation required by law, provided that said amount shall not exceed $ 2;_.0_._0__ per fiscal year per member, on the basis of the number of employees of City who are members on July 1st of the respective fiscal years, or with respect to the first year of participation, on the effective date of said participation. d. A reasonable amount as fixed by the Board, payable in one installment from time to time as the occasions arise, to cover the costs of special valuations on account of employees of City and the costs of the periodical investigation into the experience under said Retirement System, as it affects said employees, and the valua- tion of the assets and liabilities of said System on account of said employees. Contributions required of City and its employees shall be subject to adjustment by the Board of Administration on account of amendments to the State Employees' Retirement Act, and on account of experience under the Retirement System, as determined by the periodical investigation, valuation and determination provided for by said Retirement Act. 6. Contributions required of City under paragraph 5 immediately preceding, and contributions required of City's employees who are members of said System, shall be paid by City to the State Employees' Retirement System within thirty days after the end of the month or longer period to which said contributions refer. If more or less than the correct amount of contribution required of City or its employees is paid for any period, proper adjustment shall be made in connection with subsequent remittances of the City to the Board, to rectify the errors; or such adjustments on account of errors made in contributions required of employees, may be made by direct cash payments between the employee in connection with whom the error was made, and Board. Payments of City to Board may be made in the form of warrants, bank checks, bank drafts, certified checks, money orders, or cash. 7. Ballots may be cast at any time between the hours of 9 a.m., snd 8 p.m., on the 15th day of June, 1945. A roster shall be established for each of the three classes of employees entitled to vote, on which shall appear the names of all employees in the respective class, a space for the signature of each such employee, and a space for the notation of the fact of his having voted. Every employee desiring to vote shall present himself at office of the City Clerk within the time ~ereinabove stated, and, having signed the roster, shall be given a ballot and then and there retire to a voting booth which shall be pro- vided, in which he may secretly mark his ballot. He shall thereupon and in the presence of the City Clerk, or his duly authorized deputy, fact of his having roster. Gooder have presented to the City Council of the City of Santa Ana a grant deed dated November 13, 1945, conveying an easement for street purposea over and across certain real property in the City of Santa Ana which will constitute a strip of land sixty feet in width, being thirty feet on each side of the center line of Sixth Street when the same is pro- Jected through to the intersection of Terminal Street~ BE'IT REBOLVED that the City of Banta Ana accepts said grant deed conveying the property described therein to the City of santa Ana for street purposes, the City of Santa Ana agreeing to grade and surface the property on which this easement is granted.
