An Ordinance Regulating the sale of Bread in
the City of Se, nra Ana, Cal. and establishing the Standard of
Weights thereof.
The Board of Trustees of the City of Santa Ana
Ca/. do ordain as follows:-
Section 1. Ali loaves of bread made, or procured
for the purpose of sale, sold, offered or exposed for sale in
the City of Santa Aha, shall weigh, unwrapped, twelve hours a~ter
baking, sixteen ounces avoirdupois, except sm hereinafter provided
and such weight shall be the standard weight of a small loaf.
Section 2..Bread may also be made or procured for
sale, sold, offered or exposed for sale, in twenty-four hunce loaves,
which weight shall be known as a standard large loaf; twin loaves
or multiple loaves may be baked, providing each unit of said twin
or multiple loaf conforms to the standard weights as herein fixed.
Section 3. A tolerance is hereby fixed on the
standard small loaf, of one ounce in excess, and a tolerance on a
standard large leaf of one and one-half ounces in excess. There
shall be no tolerance belo~ these standard weights.
Section 4. All rolls made or procured for sale,
sold, offered or exposed for sale shall be in units weighing from
one to three ounces and no rolls made or procured for the purpose
of sale, sold, offered or exposed for sa!e, shall weigh, when un-
wrapped twelve hours after baking less than one ounce or more th~n
three ounces.
Section 5. All inspections of the weight of bread
shall be made by averaging the weight of not less than twenty-five
loaves of bread, o£ any one %mit, and of five dozen rolls of any
one %mit, and such average weight per loaf or roll shall not be
less than the minimum, nor more than the maximum weight prescribed
by these regulations for such units.
Section 6. Every person, firm or corporation who shaI1
make or procure for the purpose of sale, offer o: expose for sale,
any bread in the City of Ssunta Ana, when requested by a buyer of
bread, shall in the presence of such buyer weigh the loaf or loaves
of bread.
Section ?. It shall be unlawful for any person, f~rm
or corporation to make or procure for the purpose of sale, sell,
offer or expose for sale within the City of Santa Aha, bread or
rolls which do not conform to the provision of this Srdinance.
Section S. Any person, firm or corporation, who shall
violate any of the provisions of this 0rfinance, shall be guilty
of a misdemeanor and upon conviction thereof shall be punished by
a fine of not less than ten dollars, nor more than five hundred
dollars, or by imprisonment in the county jail for not more than

one hundred days, or by both such fine and imprisonment.
Section 9. Ordinsnce No.616 and all Ordinsnces or
parts of ordinances to the extent that they affect the provisions
of this ordinance are to that extent hereby repealed.
Section lC. If any section, sub-sections, sentence,
clause or phrase o£ this Ordinance is for any reason held tc be
unconstitutional such decision shall not a£fect the validity of the
remaining portions of this Ordinance in that the Board of Trustees
of said City of Santa Aha declares that it would have passed ~his
Ordinance and each section, sentence, clause and phrase thereof
irrespective of the fact that any one or more of the sections,
sentences, clauses or phrases be declared unconstitutional.
Section Il. The City Clerk shall certify to the
passage of this Ordinance and cause the same to be published three
times in the Santa Aha Daily Register, a newspaper of general circu-
lation in said City of Santa Ana, and the s~me shall take effect
and be in force at the end of thirty days from the publication
thereof.
The above Ordinance passed and adopted by the Board of
Trustees ~f the City of Santa Ana, California, at a regular session
of the Board of Trustees, this 7th day of January,l~l$, by the

An Ordinance of the City of SantaAna, a municipal
corporation incorporated under the laws of the State of Califor-
nia, ordering the submission to the qualified voters of the
city of Santa Ana t~e proposition of incurring a bonded debt
for the purpose of the acquisition and construction in the City
of Santa Aha of certain municipal improvements, as est forth in
Resolution No.594 of said city, consisting of the construction
of two bridges erected over and extending across that certain
water course existing in the city of Santa Ana known as,named
and called Santiago Creek;
Calling a special election for that purpose, recit-
ing the objects and purposes for which the indebtedness is pro-
posed to be incurred,.the estimated cost of the proposed public
improvements, the amount of the principal of the indebtedness
to be incurred therefor, and the rate of interest to be paid on
ssid indebtedness, fixing the date on which such special election
will be held, the manner of holding such election and the voting
for or against the incurring of such indebtedness and providing
that in all particulars not recited in this Ordinance such elec-
tion shall be held as provided by law for holding municipal elec-
tions in the city of Santa Ana.
WHEREAS, on the 28th day of January,1918, at
meeting of the legislative branch of the city of Santa Ana, being
the Board of Trustees of said city, by a vote or more than two-
thirds of all the members of said Board of Trustees, there was
passed, ~dopted and approved Resolution No.594, of said city,
being a Resolution determining and declaring that the public
interest and also the public necessity demands the acquisition
and construction of certain municipal improvements in the city
of Santa'Ana, to-wit: the acquisition and construction of two
bridges, one of said bridges to be constructed and located at
the place where that certain water course, to-wit:Santis~o Creek,
intersects North Main Street, a public street in ~he city of
Santa Aha, and the other of said bridges to be constructed and
located at the place where the said water course intersects North
Flower street, also a public street in the city of Santa Ans.
The ~aid municipal improvements being necessary
and convenient in order to carry out the objects, purposes and
powers of the city of Santa Ana, the cost of which will be too
greatto be paid out of the ordinary annual in~-~d revenue of
the city of Santa Ans.
Now therefore, at this, a subsequent adjourned
regular meeting of the Board of Trustees of the city of Santa Aha
after the passage, adoption and approval of said Resolution No.594i
The Board of Trustees of the city of Santa Aha
do ordain as follows:-
Section 1. It having been heretofore determined
and declared by a resolution No.594 of the city of Santa Ana,
adopted and approved by the vote of more than two-thirds of all
the members of the legislative branch of said city, to-wit: the
Board of Trustees thereof, that the public interest and also the
public necessity demands the acquisition and construction in the
city of Santa Ana of certain municipal improvements,to-wit:-
(a) The acquisition and construction of a bridge composed
of reenforced concrete erected over and extending across that certain
water course existing within the city of Santa Ana known as and
called Santiago Creek, at the place where said Santiago Creek
intersects North Main Street, a public street in the city of
Santa Ans. (The use of the words "Main Street bridge" herein-
after in this Ordinance is intended to mean, shall mean, and
at all times be construed tom mean said bridge.)
(b) The acquisition and construction of a bridge com-
posed of wood and steel erected over and extending across that
certain water course existing within the city of Santa Aha known
as and cal~ed Santiago Creek, at the place where said Santiago
Greek intersects North Flower Street,(formerly Hannah Street)
a public street in the city of Santa Ana.

It is hereby determined and declared that the Board
of Trustees of the city of Santa Aha proposes to incur a bonded
debt to pay the cost of said municipal improvement, to-wit: a
bonded debt to pay the cost of the acquisition an~ construction
of said Main Street bridge and also a bonded debt to pay the cost
of the acquisition and construction of said North Flower Street
bridge, and to issue and sell the bonds of the city of Santa Ana
for said purposes.
Section 2.
(a) The objects and purposes for which the indebted-
ness is proposed to be ~ourred for said Main Street bridge is to
pay the cost of the acquisition and construction thereof in order
to furnish and provide and for the purpose of furnishing and pro-
viding the public and all persons traveling upon and along said
North Main Street and using said North Main Street as a street
or highway for travel and transportation a sage, adequate and
convenient means for passing over and crossing said Santiago Creek,
the same being necessary and convenient to carry out the objects,
purposes and powers of the city of Santa Ans.
(b) The objects and purposes for which the indebted-
ness is proposed to be incurred for said North Flower Street
bridgeiie to pay the cost of the acquisition and construction thereof
in order to furnish and provide~and for the purpose of furnishing
and providing the public and all persons traveling upon and along
said North Flower Street and using said North Flower Street as
a street or highway for travel and transportation a safe, amd
adequate and convenient means for passing over and crossing said
~antiago Creek, the same being necessary and convenient 5o carry
out the objects, purposes and powers of the city of Santa Aha.
Section 3.
(a) The cost
of said municipal improvement,
is estimated to be $38,500.00,
of the indebtedness
of the acquisition and construction
to-wit: said Main Street bridge,
and the amount of the principal
to be incurred there£or is the sum of
$3g,500.00, which sum is and will be too great to be paid out of
the ordinary annual income and revenue of the city of Santa Ans.
(b) The cost of the acquisition and construction
of said municipal improvement, to-wit: said North Flower Street
bridge, is estimated to be $~,?00.00, and the amount of the
principal of the indebtedness to be incurred therefor is the sum
of $?,?00.O0, which sum is and will be too great to be paid out
o£ the ordinary annual income and revenue of the city of Santa Aha.
Section 4. The rate of interest to be paid on the
principal of the indebtedness which it is proposed to incur and
upon any and all portions thereof which may be hereafter authorized
is hereby fixed at 5% per annum and the said interest at said
rate shall be paid semi-annually.
Section 5-
Santa Aha hereby orders
incurring a bonded debt
The Board of Trustees of the city of
the submission of the propositions of

No.594 and in this Ordinance hereinbefore mentioned and described,
being the acquisition and construction of said municipal improve-
ments, to-wit: said Main Street bridge and said North Flower Street
bridge, to the qualified voters of the city of Santa Ana, and for
that purpose an election is hereby called and ordered to be held
at and within the city of Santa Ana on Monday, the 15th day of
April,191g, which day is hereby fixed as the day and date on which
such election shall be held. The said election shall be a special
election, and shall be held separate and apart from all other elec-
tions, and at said special election no other question shall be
submitted.
Section 6. At the special election called and
ordered to be held and provided for by Section five (5) of this
Ordinance there shall be and is hereby submitted to the quallf~d
voters of the city of Santa Ana the propositions of incurring a
bonded debt by the city of Santa Aha as follows:-
(a) In the sum of $3g,~00.00 with which to pay the
cost of the acquisition and construction of the hereinbefore
mentioned and described municipal improvement, to-wit: said Main
Street bridge.
(b) In the sum of SY,?OO.OO with which to pay the
cost of the acquisition and construction of the hereinbefore
mentioned and described municipal improvement, to-wit: said North
Flower Street bridge.
Section 7. The manner of holding said special
election and the voting for or against incurring said indebtedness
shall be as follows:-
The proposition of incurring a bonded debt and the
issuance of the bonds of the city of Santa Aha for the acquisition
and construction of said municipal improvements to-wit: said Main
Street bridge in the sum of $38,500.00, and said North Flower
Street bridge in the sum of Sy,?OO.OO, shall be submitted

to the qualified voters of the city of Santa Aha by a printed b~llot
each of said ballots shall have printed on the back thereof the words:
"~UNICIPAL TICKET
BONDELECTION:-
CITY OF SANTA AMA"
And on the top Sf the face of the ballot the following lnstruc-
ions to voters shall be printed:
"INSTRUCTIONS TO VOTES
To vote in favzr of a proposition stamp a cross (X)
in the voting square at the right of the word "YES" following the
proposition to be voted upon. To vote against a proposition
stamp a cross (X) in the voting square at the right of the word "NO"
following the proposition to be voted upon.
ALL MARKS EXCEPT THE CROSS (X) ARE FORBIDDEN. ALL
DISTINGUISHING MARKS OR ERASURES ARE FORBIDDEN AND MAKE THE BALLOT
VOID. If you WRONGLY STAMP, TEAR, OR DEFACE THIS BALLOT return
it to the Inspector of Election and obtain another."
There shall be further printed on the face of each
of said ballots the following:

Section 8. For the purpose of said special election
the city of Santa Ana is hereby subdivided into twelve (12)
special election precincts, and for that purpose the election
precincts in the city of Santa Aha now existing are hereby
consolidated into twelve (12) special election precincts, prov~ed
that not to exceed three precincts shall be consolidated into
one special election precinct.
Said special election precincts shall be and are
hereby numbered consecutively as Special Election Precincts No.
1 -s -5 -4 -5 -6 -7 -S-9 -lo -11-12.
Special election Precinct No.1 shall include and
embrace all of that portion of the city of Santa Ana located
within the following described boundaries:
Beginning at the center line of North Main and
l~th Streets, thence West on the center line ofWest l?th Street
to the center line of North Broadway; thence south on the
center line of North Broadway to its intersection with West
5th Street; thence east on center line of West 5th street to
its intersection with North Main street; thence south on center
line of North ~ain Street to its intersection with Srd street;
thence east on center line of 3rd street to its intersection
with French street; thence North on the center line of French
street to its intersection with E~st Washington Ave. thence

Section 11. Any qualified voter may at said special
election vote in favor of a proposition submitted by stamping
a cross (X) on his or her ballot in the voting square at the
right of the word "YES" following the proposition voted upon;
and any qualified voter may at said special election vote
against a proposition submitted by stamping a cross (X) on his
or her ballot in the voting square at the right of the word
"NO" following the proposition voted upon.
Section 12. If any voter at said special election
shall have stamped a cross (X) in the voting square at the
right of the word "YES" following the proposition voted upon
his or her ballot shall be counted in favor of the issuance
of the bonds mentioned in said proposition, and if he or she
shall have stamped a cross (X) in the voting square at the
right of the word "NO" following the proposition voted upon his
or her ballot shall be counted ~gainst the issuance of the
bonds mentioned in said proposition.
Section 13. If at said special election two-thirds
or more of all the voters voting thereat shal~ have voted in
favor of the proposition of incurring a bonded debt by the city
of Santa Aha and the issuanceof the bonds thereof in the sum
of $3g,5OO,OO for the acquisition and construction of said Main
Street bridge, then the bonds of the city of Santa Aha shall be

And if at said special election two-thirds or more
of all the voters voting thereat shall have voted in favor of
the proposition of incurring a bonded debt by the city of Santa
Aha and the issuance of the bonds thereof in the sum of $?,700.00
for the acquisition and construction of said North Flower street
bridge, then the bonds of the city of Santa Ana shall be issued
and sold in the sum of $~7OO.OO for that purpose.
None of said bonds shall be sold for less than their
par value and the proceeds from the sale of any or all of said
bonds sh~dl be placed in the municipal treasury of the ~ity of
Santa An~ to the credit of the Bridge Fund end shall be applied
exclusively to the purposes and objects mentioned in this
Ordinance.
Section 14. The bonded indebtedness in the sum
of $38,500.00 shall be evidenced by 70 bonds, numbered consecu-
tively from I to 70, both inclusive; 35 of said 70 bonds being
the odd numbered bonds, shall be in the denomination of $1,000.00
each, and 35 of said 70 bonds, being the even numbered bonds,
shall be in the denomination of $100.O0 euh.
The bonded indebtedness in the sum of $7,700.00 shall
be evidenced by 35 bonds, numbered from I to 35, both inclusive,
each of said 35 bonds shall be in the denomination of $220.00 each.
Ali of said bonds shall be dated the 1st day of Ms~,
191g, and shall bear interest at the r ate of 5% per annum, payable
semi-annually, from said let day of May,191g, and the interest
shall be evidenced by interest coupons attached to said bonds

Section 15. The bonds shall be signed by the President
of the Board of Trustees of the city of Santa Ana, also signed by

Whereas, on the 2Sth day of January,1918, a~ a

being the Board of Trustees of said city, by a vote of more
than two thirds of all the members of said Board of Trustees
there was passed, adopted and approved Resolution No.594,
of said city, being a Resolution determining and declaring
that the public interest and also the public necessity demands
the acquisition and construction of certain municipal improve-
merits in the city of Santa Aha, to-wit: the auquisttlon and
construction of two bridges, one of said bridges to be con-
structed and located at the place where that certain water
course, to-wit: Santiago Creek, intersects North Main Street,
a public street in the city of Santa Ana, and the other of
said bridges to be constructed and located at-the place where
the said water course intersects North Flower street, also a
public street in the city of Santa Ans.
The said municipal improvements being necessary
and convenient in order to carry out the objects, purposes and
powers of the city of Santa Aha, the cost of which will be too
great to be paid out of the ordinary

The Board of Trustees of the city of Santa Aha do

Section 1. It having been heretofore determined
and declared by a resolution No.594 of the city of Santa Aha,

city, to-wit: the Board of Trustees thereof, that the public
interest and also the public necessity demands the acquisition
and construction in the city of Santa Aha of certain muntct-pal
improvements, to-wit:-

(a) The acquisition and construction of a bridge com-
posed of reenforced concrete erected over and extending
across that certain water course existing within the
city of Santa Aha known as and called Santiago Creek at
the place where said Santiago Creek intersects North Main
~treet, a public street in the city of Santa Ans. (The use
of the words 'Main Street bridge' hereinafter in this Ordi-
nance is intended to mean, shall mean, and at all times
be construed to mean said bridge.)
(b) The acquisition and construction o£ a bridge composed
of wood and steel erected over and extending across that
certain water course existing within the city of Bents Aha
known ae and called Santiago Creek, at the place where said
~antiago Creek intersects North Flower Btreet(formerly Hannah
Street), a public street in the city of Santa Ans. (The use
of the words 'North Flower street bridge' hereinafter in
this ordinance ia intended to mean, shall mean, and at ~11
times be construed to mean the said bridge.)
It is hereby determined and declared that the
Board of Trustees of he city of Santa Aha proposes to incur
a bonded debt to pay the cost of said municipal improvement,
to-wit: a bonded de~t to pay the cost of the acquisitio~
and construction of said Main street bridge and also a bonded
debt to pay the cost of the acquisition and construction of
said North Flower Street bridge, and to issue and sell the
bonds of the city of Santa Aha for geld purposes.
Section 2.
(a) The objects and purposes for which the indebted-
ness is ~roposed to be incurred for said Main Street bridge
is to pay the cost of the acquisition and construction thereof
in order to furnish and provide and for the purpose of furnish-
lng and providing the public and all persons traveling upon
and along said North Main Street and using said North Main
street as a street or highway for travel and transportation
a safe, adequate and convenient means for passing over and
crossing said Santiago Creek, the same being necessary and
convenient to carry out the objects, purposes and powers of
the city of Santa Alia.
(b) The objects and purposes for which the indebted-
ness is proposed to be incurred for said North Flower Street
bridge is to pay the cost of the acquisition and construction
thereof in order to furnish and provide and for the purpose
of furnishing and providing the public and all persons travel-
ing upon and along said North Flower Street and using said
North Flower street as a street or highway for travel and

transportation a safe, adequate and convenient means for pass-
ing over and crossing said Santiago Creek, the same being nec-
essary and convenient to carry out the objects, purposes and
powers of the city of Santa Ans.
Section 3.
(a) The cost of the acquisition and construction
of said municipal improvement, to-wit: said Main Street bridge,
is estimated to be $3g, 500.00, and the amount of the principal
of the indebtedness to be incurred therefor is the sum of
$38,500, which sum is and will be too great to be paid out of
the ordinary annual income and rewnue of the city of Santa Ans.
(b) The cost of the acquisition and construction of
said municipal improvement, to-wit: said North Flower Street
bridge, is estimated to be $?,yO0.00, and the amount of the
principal of the indebtedness to be incurred therefor is the sum
of $?,?00.00, which sum is and will be too great to be paid
out of the ordinary annual income and revenue of the city of
Santa Aha.
Section 4. The rate of interest to be paid on the
principal of the indebtedness which it is proposed to incur and
upon any and all portions thereof which may be hereafter author-
ized is hereby fixed at 5~ per annum and the said interest at
said rate shall be paid semi-annually.
Section 5. The Board of Trustees of the city of
Santa Aha hereby orders the submission of the propositions of
incurring a bonded debt in the sum of $36,500.00 and aleo~ in
the sum of $7,700.00 for the purposes set forth in said Reso-
lution No.594 and in this Ordinance hereinbefore mentioned and
described, being the acquisition and construction of rsaid muni-
cipal improvements, to-wit: said Main Street bridge and said
North Flower Street bridge, to the qu~alified voters of the
city of Santa Aha and for that purpose an election is hereby
called and ordered to ~be held at and within the city of Santa
Aha on Monday, the 15th day of April,1918, which day is hereby
fixed ae the day and date on which such election shall be held.
The said election shall be a special election, and shall be held
separate and apart from all other elections, and at said special
election no other question shall l~e submitted.
Section 6. At the special election called and order-
ed to be held and provided for by Section five (5) of this Ordi-
nance there shall be and is hereby submitted to the qualified
voters of the city of Santa Aha the propositions of incurring a
bonded debt by the City of Santa Aha as follows:-
(a) In the sum of $36,500.00 with which to pay the
cost of the acquisition and construction of the hereinbefore
mentioned and described municipal improvement, to-wit:
said Main Street bridge.
(b) In the sum of $7,700.00 with which to pay the

Ordinance No. 631.
An Ordinance, amending Ordinance No. 62S, of the Cit7 of
Santa Aha, entitled 'An Ordinance granting to Pacific Electric Railway
Company, a corporation, and its assigns, a franchise a~.d right to
construct, maintain and operate for the term of fifty (50) years an
electric railroad across certain streets and alleys in the City of
Santa Ana, County of Orange, and State of California, known as the
*Irvine Extension*,~ so as to extend the t~me within which the work
thereunder shall be completed.
WHERE~S, by ordinance No. 62S of the City of Santa Ana, passed and
adopted by the Board of Trustees of the City of Santa Aha on
September 24th, 1el?, there was granted to Pacific Electric Railway
Company, a corporation, and its successors and assigns, a franchise
and right to construct and for fifty (50) years to maintain and
operate an~eleotrio railroad in, over, and across certain public
streets and alleys in the City of SantaAna, therein particularly
described, and
W~nersae, by Section 5 of said ordinance it was provided that
the work of constructing said road should be completed within not more
than three years from the granting of said franchise, and that if same
shoul~ not be so completed said franchise should be forfeited, and
~hereas, thereafter, on to-wit: the 9th day of March, 191~,
the Honorable Railroad Commission of the State of California, by order
made and entered in a certain proceeding pending before it, denied to
said Pacific Electric Railway Company permission to construct said
railroad, until after the end of the war now being waged, ard
Whereas, said Pacific Electric Railway Company is thereby
for the duration of the war now pending, prevented from prosecuting
said work and made unable to comply with said Section 5'of said
ordinance, as to completion thereof, and is deprived of the benefit of
the time by said ordinance granted for the completion of said work
therefore~
The Board of Trustees of the City of Santa Aha do ordain as
follows:
Section I. That the time within which said grantee of said
franchise Pacific Electric Railway Company, may complete said con-
struction is hereby extended, so that the work of constructing said
road may be completed by it, its successors or assigns, within not
more than three years from the date of the enactment of this amends-
tory ordinance, unless the war with ~ermany be sooner ended~ and i~
that event, said work may be completed within not more than one year
from the date peace is proclaimed by the President of the United States.
Section II. The City Clerk of said City of Santa Aha shall
certify to the passage of this Ordinance and shall cause the same to
be published three times in the Santa Ana Daily Evening Register, a
newspaper of general circulation, published and circulated in said
City of Santa Aha, and thereupon and thereafter it shall be in f~ll
£oros and effect.

City of Santa Aha, and to pay the bonded indebtedness falling due for

California, and fixed the sum aa shown by the Assessment Rolls for said

amount of money ascertained and fixed by the Board of Trustees of the
City of Santa Aha, California. to carry on the variou~ departments of
the City of S=nta Aha, and to pay the bonded indebtedness falling due
for the current year of 1918-19 is th~ fixed sum of $114,172.73 and
whereas, sal~aum is to be apportioned among the various departments
of said City of santa Aha, and placed in the general and special funds
to pay current municipal expenses, bonded indebtedness, and interest

each $100.00 for current municipal expenses on the assessed value of
all the real and personal property within such municipality over and a-
bove the several sums to be raised as provided by law.
Section I. That the total valuation of the taxable property
of the City of Santa Aha, of $7,180,675.00 shall be used as a basis
for the levy of the taxes of the City of Santa Aha, California, and
sai~ taxes shall be collected by the Assessor and Tax Collector of the
County of Orange, State of California, at the same time and in the same
manner County levies are made and collected.
Section 2. That the rate of taxation for municipal purposes
and to pay the bonded indebtedness and interest of the City of Santa
Aha, ~allfornia, for the current year 1918-19 is hereby fixed at $1.59
on the taxable property of said City, and that said amount of

that portion of Edingar Street, located, situated, and being in
the corporate limits of said city, as an open, used, and dedicated
street of the city of Santa Ans.
The Board of Trustees of the City of Santa Ana do ordain

Sec. 1. Ail that certain territory located within the following
described exterior boundaries:
Commencing at the southeast corner of the
most southern of the two allotments of land
made to Ascension Sepulveda De Mort by the

An Ordinance of the City of Santa Aha, addingba
new section to Ordinance No. 441, to be known as Sec.

before making excavations in the streets and alleys of

Section I. That a new section be added to Ordin-
ance No. 441, to be known as Section lb, pertaining to the
excavation inmstreete mild alleys of the City of Santa Aha,
by persons, firms and corporations other than the officers
and employees of said city authorized to perform said work
