The City Council of the City of Santa Aaa do ordain
as follows:
Section 1. That Zoning Ordinance No. 809 of the
City of Santa Aaa is hereby amended, and the zone upon North
Broadway, between ~ashlngton Avenue and Fifteenth Street, on
both sides of said street is hereby changed from single famil
residence zone to two family and apartment house district of
not more than two (2) stories in height zone, as defined by
Zoning Ordinance No. 809.
Section 2. The City Clerk shall certify to the
passage of this ordinance and cause the same to be published
thI'ee (3) times in the Santa Aaa Daily Evening Register, a
daily new spaper printed, published and circulated in the
City of Santa Ana, and said ordinance shall take effect thlrt
(50) days from the date of its final passage.
The foregoing ordinance is apnroved this 9th day of

AN ORDINANCE Al~ENDING oRDINANCE NO. 820 ADOPTING
AN ELECTRICAL CODE OF THE CITY OF SANTA ANA, PRO-
VIDING FOR ELECTRIC PERMITS, INSPECTIONS, ETC. IN
THE CITY OF SANTA ANA.
The City Council of the City of Santa Ana do ordain as
That Ordinance No. 820 of the City of Sants Ana is hereb~
amended in the following particulars:
That Section 25 of the Electrical Code adopted by ssid
ordinance is hereby amended to reed as follows:
Section 25. Boxes.
(a) Plaster rings must be instal]ed upon all four inch
outlet boxes.
(b)
Fixture studs must be' installed at all light outlets,
except where receptacles or drop cords sro to be installed.

ORDNANCE NO. 848
AN ORDINANCE OF THE CITY OF SANTA ANA ESTABLISH-
ING SET-BACK LINES UPON NORTH BROADWAY, ON BOTH
SIDES OF SAID STREETS FROM EIGHTH STREET TO SANTA
CLARA AVENUE.
The City Council of the City of Santa Ana do ordain
as follows:
Section 1. That the public interest and convenience
requires, and there is hereby established set-back lines
upon the following street in the City of Santa Aha, Callfcrnia
between which and the respective street lines of said street
it shall be unlawful for any person, firm or corporation to
erect any building, wall, fence or other structure, or place
any structure thereon, to-wit:
North Broadway, on both sides of said street, from
Eighth Street to S~nta Clara Avenue, fifteen (15) feet out-
side of the present East and West lines respectively of said
street.
Section 2. That the foregoing set-back lines are
established after a Resolution of Intention w~s duly passed
and adopted and a hearing held thereon, after notice by pub-
licatiqn and posting in the manner prescribed by Ordinance No
813 of the City of Santa Aha, entitled, "An Ordinance
Prescribing the ~ethod of Procedure for Establishing Set-Back
Lines in the City of Santa Ana", and the City Council having
heard and passed upon all protests or objections filed or
made to the establishment of said set-back lines.
Section 3. That the Building Inspector of the City
of Santa Aha shall refuse to issue any permit for any buildin
wall, fence or other structure proposed to be erected within
the space between the present street lines of the above
mentioned street and the set-back lines established by this
Ordinance.
Section 4. That any person, firm or corporation
violating any of the provisions of thin ordinance shall be
deemed guilty of a misdemeanor and upon conviction thereof
shall be punished by a fine of not more than Five Hundred
Dollars ($500.00) or by imprisonment in the County Jail of th
County of Orange, for a period of not more than six months,
or by both such fine and imprisonment. Each such person,
firm or corporation shall be deemed guilty of a separate
offense for each day during any portion of which any violatio
of this Ordinance shall be permitted, continued or committed
by such person, firm or corporation, and sh~ll be punishable
therefor as provided by this Ordinance.
Section 5. That the City Clerk shall certify to
the passage of this Ordinance and cause the same to be pub-
llshed three times in the Santa Aha Daily Evening Register, a daily
newspaper printed, published and generally circulated in the City
~f Santa Aha, and the same shall take effect and be in force thirty
(30) days from the date of its final passage.

AN ORDINANCE AMENDING ZONING ORDINANCE NO. 809
TO CHANGE THE ZONE ON CERTAIN PROPERTY ON EAST
THIRD STRA~ET AND EAST FIRST STREET IN SAID CITY.
The City Council of the City of Santa Ana do ordain
as follows:
Section 1. That Zoning Ordinance No. 809 of the Cit
of Santa Ana is hereby amended end the zone upon that certain
real property on East Third Street, between Santa Fe Street
and Hathaway Street, on both sides of said street, is hereby
changed from neighborhood business zone, to heavy industrial
zone, as defined by Ordinance No. 809 of said City.
That the zone upop the property situated on East
First Street, on both sides of said Street, between Cypress
Avenue and Garfield Street, is hereby changed from apartment
house district zone to business zone, as defined by Ordinance
No. 809 of said City.
Section 2. The City Clerk shall certify to the
passage of this Ordinance and cause the same to be published
three times in the Santa Ana Daily Evening Register, a daily
newspaper printed, published and clr~llated in the City of
Santa Ana, and said ordinance shall take effect and be in
force thirty (50) days from the date of its final passage.

and the Easterly line of North Sycamore Street if extended, is

Section 1. That it shall be ttulawful for any person, firm or
corporation to solicit, ~eddle, vend or offer to sell, peddle or vend in any
City park in the City of Santa Ana~ to any person or persons whatsoever any
real property or goods, wares or merchandise of any kind or description, un-
less such person, firm or corporation shall have a regular established place
6f business in said City park, and Authorized by the City Council of said City
and it shall be a violation of this ordinance for any person, fiEn or corp-
oration to approach or solicit any person or persons in any City park of said
City to go. on ah automobile trip to look at subdivision property or othe~vise
endeavor to persuade or solicit them to purchase or look at real property~
Section 2. That any person, lien or corporation violating any of
the provisions of this ordinance shall be deemed gdilty of a misdemeanor and
upon conviction thereof shall be subject to a fine of not exceeding $100.00,
or by imprisonment in the County Jail not exceeding thirty (30) days, or by
both such fine and imprisonment.
Section 3. The City Clerk shall certify to the passage of this
ordinance and cause the same to be published three times in the Santa Ana Dail
Evening Register, a daily newspaper printed,.published and circulated in the
City of Santa Aha, and said ordinance shall take effect thirty (30) days from

"Section 1. That a City Pound Keeper shall be appointed
by the City Council and he shall take and have charge of the City
Pound, and shall receive a salary of $50.00 per month, plus one-fourth
of all fees collected under the terms of said ordinance bY the City of
Santa ~a, for the preceding month, payable monthly in the same manner

ORDINANCE NO. 854.
AN OHDINANCE OF THE CITY OF SANTA ANA
DECLARING RESULT OF ELECTION.
WHEREAS, a special election was held in that territory
known as "North End Addition", on Friday, the 15th day of June, 1928,
pursuant to the provisic~s of an act of the Legislature of June ll,
1913, relating to the annexation of territory to municipalities,
and found in the statutes of 1913, Page §87, as subsequently amended,
at which election there wassubmitted the question of whether said
new territory hereinafter described should be annexed to, incorpora-
ted in and made a part of the City of Santa ~4ua; and
WHEREAS, notica of s aid election was given by publica-
tion, in the time, form and manner as required by said Act, as
appears fran the affidavit of The Orange Daily News on file with
the City Clerk; and
WHEREAS, it appears that said special election was held
in accordance with law and said notice on Friday, the 15th day of
June, 1928, and that the polls for said election were kept open
during the time required by law, to-wit: from six o'clock A.M. to
seven o'clock P.M. of said day, and that said special elction was
held and conducted and the votes received an~l canvassed, and the
result thereof determined and declared in the time, form and manner
required by law; and
WHEREAS, the City Council of the City of Santa Ana did
on Monday, the 25th day of June, 1928, being the time provided for
its regular meeting next after the expiration of three (3) days from
and after the date of said election, meet and proceed to canvass the
returns of said special election as required by law; whereupon the
result of said canvass having been found to be as hereinafter stated

as follows:
1. That the new territory proposed to be annexed to
said City of Santa Aha as aforesaid is particularly described as
follows, to-wit:
Situated in the County of Orange, State of California,
and particularly described as follows:
Beginning at a point in .the Northerly Boundary line of
the City of Santa Aha, California, said point being 7VO feet Westerly
from the Westerly line of North Main Street as it exists North of the
Northerly Boundary of the City of Santa Ana; thence Northerly along
a line drawn parallel to and distant VVO feet Westerly from the Wes-
terly line of North Main Street to an intersection with a line drawn
parallel to and distant 200 feet Southerly from the Southerly line

2. That there was but one election precinct established
and provided for the holding of said special election, the boundaries
of which were the boundaries of said territory.
6. That the whole number of votes cast upon said pro-
position in the territory to be annexed as aforesaid was 59, and the
number of votes cast therein in favor of annexation was 49, and the
number of votes cast therein against annexation was 10; ar~
WHEREAS, it appears from the canvass of the returns of
said election held in the territory proposed to be annexed to said
City of Santa Arm that the majority of all the votes cast in said
outside territory on the question of said annexation are in favor of
ann exa ti on;
IT IS FURTHER 0RDAIN~D, that the annexation of said
territory be, and ~he same is hereby approved, and it is hereby or-
dered that a certified copy of this Ordinance, giving the date of its
passage under the seal of said City of Santa Ana, be transmitted to
and ftle~ with the Secretary of the State of California, from and
after ~ue date of ~hich filing the annexation of such territory shall
be deemed to be complete, and thenceforth said annexed territory
shall be, to all intents and purposes, a part of the said City of
Santa Ana.
IT IS HEREBY ORDERED, that a record be made and entered
upon the minutes of the City Council showing the total number of
votes cast upon said question at said election, the number thereof

ING THE CONTRACT THEREFOR.
The City Council of tube City of Santa'&ua do ordain as follows
~ee%ion 1. That Ordinance No. 783 of the City of Santa kua,
providing the manner of advertising for bids for City ~rlnting and
advertising, and awarding the contract therefor, is hereby amended to
read as follows:
Section 2. It is hereby made the duty of the City Clerk
annually on the 15th day oS July of each year hereafter to cause a
notice to be published in the newspaper then doing the public advertisiu
under contract from said City, if any there be, and if not, in a news-
paper published in said City, inviting sealed proposals to do the City
printing for the City of Santa Ana for the year commencing on the let
M~nday of the Month of August thereafter.
Section 3. Said notice shall state that such sealed proposals
will be invited and received up until V:30 o'clock P.M. of the first
Monday in the month of August thereafter.
Section 4. It is hereby made the duty of the City Manager

shall be invited and received up to 7:30 o'clock P.~i. of the first Monda

the work of printing and advertising.
Section 8. Said notice published by said City Clerk shall
invite proposals for the following classes of advertising, to-wit:
Ordinances, Resolutions, Notices, and all other City Advertising.
Section' 9. At the meeting of the City Council fixed for the
presentation of the said proposals for the printing and advertising for
said City, the City Council shall open and examine such proposals, and shall
award the contract for all the printing, separate from the c catract for
advertising, to the lowest bidder therefor, and the said City Council may
reject any and all bids presented, and re-advertise in its discretion, in the
manner hereinbefore stated. All' advertising shall be done in a newspaper
printed and published in said City.
~ Section lC. The City Co~cil shall.require from the successful
bidders to whom the contract for the printing and the advertising are awarded
a bond f~r the faithful performance of the work of advertising and printing
in an amount to be fixed by said City Council.

ORDINANCE NO. 85V
AN ORDINANCE OF THE CITY OF SANTA ANA~ GOVERNING THE
PLANTING, PEOTECTION, PRESERVATI~ REGULATION AND
CONTROL OVER TREES AND SHRUBS PLANTED, GROWING OR
PROJECTING UPON THE PUBLIC HIGHWAYS, STREETS, PUBLIC
SQUARES, OR PARKS OF THE CITY OF SANTA ANA; CREATING
THE OFFICE OF CITY FORESTER; AND PROVIDING HIS DUTIES;
AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS
ORDINANCE.
The City Council of the City of Santa Aua do ordain as follows:
Section 1. That there is hereby c~eated the office of City Forester of
the City of Santa Arm, who shall hold office at the pleasure of the city Council
and who shall perfor~ his duties under the supervision of the City Planning Com-
ission of said City. That until such time as an appointment shall be made for
said office, the Street Superintendent of said City shall sorve ex-officio as
~City Forester.
Section 2. It is hereby declared to be unlawful for any person, firm,
association or corporation, or their agents or employees, to cut, t~im, remove,
mutilate, injure or in any way impair the growth of any tree, shrub or plant being
or growing in or on any of the parking strip, business square or public park in
the City of Santa Aha, or to cause or permit the same to be done; provided, how-
ever, that in the event any person, firm, association or corporation desires per-
mission to cut down, trim, remove oS in any way interfere with the natural growth
of any tree, shrub or plant within the places hereinbefore mentioned, application
shall first be made to the City Forester for a permit therefor. Upon receipt of
such application the City Forester shall cause an inspection to be made, and may
thereafter issue or refuse to issue a permit for the execution of said work; pro-
vided, further, that whenever it is deemed necessary by the City Forester he may
require the work specified in said application or in any part thereof, to be done
under the supervision of the City Forester, and the cost of such supervision shall
be borne by the applicant, if so determined by the City Forester.
Section 3. It shall be unlawful for any person, firm, association or
corporation to plant any tree, shrub or plant in or upon any of the avenue, park-
ing, strip, public square or public park, without first having obtained permissim
from the City Forester, who shall subject to the Supervision of the City Planning
Commission of the City of Santa Aha, designate the kind, variety and size of the
tree, shrub or plant to be planted as aforesaid.
Section 4. It shall be unlawful for any person, ~A~a, oasseolation or
corporation to attach or to be attached to any tree or plant in a business
street or highway in said City, or to the guard or stake intended for the protect-
ion of much tree, shrub or plant, a rope, ~ire, placard or any device.
Section §. It shall be unlawful for any person, fi~m, association or
corporation, without the w~itten permit of the City Forester to place or maintain:
or caus~ to be placed or maintained, upon the ground in a public highway 'of or in
said City of Santa Aha, any stone, cement, or other sidewalk, or any stone, cement
or other substance, which shall impede the free access of water and air to the
roots of any tree or plant in such highway. Unless otherwise provided for in
such written permit, there must be maintained about the base of the trunk of
each shade tree or plant in the streets of the City of Santa Aha four (4)~ square
.feet
of open ground for a t.~ee of six (6) inches in diameter, and for every three (3)
inches of i~c~ease of such .diameter, there must be an t~crease of at least one (1)
square foot of open ground.
Section 6. Every person, firm, association, or corporati~, having any wire
charged with electricity running through a public highway in said City, shall securely
fasten such wire so that it shall not come in contact with any tree or plant therein;
and no person, firm, association or corporation shall, without the written permit of
the City For'L. ster, attach any electric wire, insulator or any device for the holding
of any electric wire, or f~r bracing the poles which carry the same, to any tree growin
or planted upon any public highway of or in the said City of Santa Aha.
Section V. In the erection or repair of a building or structure, the owner
thereof shall place such guards around all nearby trees on the public highways as shall
effectually prevent injury to them.
Section 8. It shall be unlawful for any person, firm, association or
corporation, to place, or allow to be placed in or upon any parking strip, parking area,
or public plot, any salt, oil, herbicide, or any other material deleterious to the
growth of plants, or in close proximity to such public square, parking area, or public
plot that such deleterious material will permeate the soil thereof.
Section 9. T~at any person, firm, association or corporation violating any
of the provisions of this ordinance shall be guilty of a misdemeanor, and upon convict-
ion thereof shall be punished by a fine of not exceeding Three Hundred Dollars ($300.00
or by imprisonment in the County Jail of the County of Orange, not exceeding thirty (30
days, or by both such fine and imprisonment.
Section 10. That all provisions of ordinances that conflict with any portion
of this ordinance are hereby repealed. In case of litigation regarding the validity
of this ordinance, any section or portion of this ~dinance found to be invalid
shall not invalidate the balance of this ordinance.
Section ll. The City Clerk shall certify to the passage of this ~ dinance and
cause the ~,me to be published three (3) times in the Santa Ana Daily Evening Register,
a daily newspaper printed and published and circulated in the City of Santa Aha, and
said Ordinance shall take effect thirty (30) days from the date of its final passage.
