AN ORDINANCE OF THE CITY OF SANTA ANA LICENSING
THE OCCUPATION OF TRANSIENT MERCHANTS.
The Board of Trustees of the City of Santa Ana ordains as follows:
SECTION l: For any person, firm or corporation engaging in the business of a
"transient merchant" in the City of Santa Aha, $5.00 per day.
SECTION 2: The words "transient merchant", as used in this ordinance, shall
be deemed to mean and include any person or persons, either principal or agent,
employer or employee, who engages in a temporary business in the City of Santa Aha by
selling or offering for sale goods, wares or merchandise for a period of not more than
ninety (90) days, and who, for the purpose of carrying on such business, hires, leases,
or occupies any room, building, structure or stand on any real property, or on or adjoin
ing any street or public place in the City of Santa Aha. The person, firm or corporati
so engaged shall not be relieved from the provisions of this ordinance by reason of
associating temporarily with any local dealer, trader, merchant or auction~or, or by
reason of conducting such temporary business in connection with, or as a part of any loc
business, or, in the name of any local dealer, trader, m~rchant or auctioneer.
SECTION 3: Every parson, firm or corporation before engaging in, or setting
up, any business or occupation in the City of Santa Aha for the purpose of selling or
offering for sale any goods, wares or merchandise in any room, building, structure, or
stand on real property, or on or adjoining any street or public place, hired, lea~ed,
or occupied by him or it, shall first make written application to the City Clerk of the
City of Santa Ana on forms provided for this purpose for a license so to do.
(1) The forms specified in the paragraph next preceding shall contain certain
information of a nature indispensable to the Clerk of the City of Santa Aha in the
conduct of his office.
SECTION 4: The provisions of this Section shall nob apply bo businesses where
the saIe of goods, wares Or merchandise is incidental to the performance of a service,
and the gross monthly income is $300.00 or less, 60% or more of which is represented by
labor.
(1) The provision of this Ordinance shall not apply to commercial travelers
or selling agents, selling their goods to dealers for the ?urpose of res'ale, whether
selling for present or future deliveries by sample or otherwise, nor to persons selling
fruit, vegetables, butter, eggs, or other farm or ranch products raised or produced by
themselves.
SECTION 8: That Section 78 of Ordinance 688 relative to itinerant vendors or
transient merchants and amendments thereto, be, and the s~ne is hereby repealed.
SECTION 6: The City E~erk shall certify to the passage of this ordinmnce and
cause the same to be published three (3) times in the Santa Ana Daily Evening Eegister,
a daily newspaper printed and published and circulated in the City of Santa Aha, and the
same shall take effect and be in force thirty (30) days from its final passage.

AN ORDINANCE A~NDING SECTION XXVI OP ORDINANCE
NO. 817 ENTITLED: "AN ORDINANCE OF THE CITY OF
SANTA ANA, REGULATING TRAVEL AND TRAFFIC UPON

The City Council of the City of Santa Ana ordains as follows:
That Section XXVI of Ordinance No. 817, entitled:
"AN ORDINANCE OF THE CITY OF SANTA ANA,. REGULATING
TRAVEL AND TRAFFIC UPON THE PUBLIC STREETS; ESTABLISHING
A CENTRAL TRAFFIC DISTRICT; AND PROVIDING A PENALTY FOR

is hereby amended to read as follows:
"SECTION XXVI. PARKING TIME LIMITED IN CERTAIN PLACES:
Subject to the provisions of Sections Twenty-four (24) and Twenty-five
(25) of this ordinance, between the hours of seven A.M. and six P.M. of any day,
excepting Sundays and Holidays, it shall be unlawful for the operator of any
vehicle to park said vehicle in any part of Central Traffic District A for a
period of time longer than forty-five (48) minutes or in Central Traffic District
B for a period of time longer than two (2) hours, or in any business district
other than that covered by the Central Traffic District for a period of time
lo~ger than two (2) hours.
The Street Superintendent is hereby authorized to erect and maintain
signs designating the provisions of this Section."
The City Clerk is hereby instructed to cause this ordinance to be
published three times in the Santa Aha Daily Evening Register, a newspaper printe.

designated for the publication of this Ordinance.

The City Council of ~he City of Santa Aha ordains as follows:
That Section S of the Plumbing Code of Ordinance No. 821 and Amendments theret
entitled:
"SECTION 5. BOND. Every master plumber before he is
granted a license, shall give a Bond to the City of Santa
Aha in the sum of Two Thousand ($2,000.00) Dollars, with
two good and sufficient sureties, for the faithful disoharge
of.hi~ duties as mapte~.plumbsr, to secur2 any person
oraerlng work done oy nmm against damage oy reason of faulty
workmanship, which sureties shall qualify that ~hey are
worth said sum in property over and above all liabilities,
and exemptions; which said Bond shall be approvedby the
Board of Trustees of said City, and shall be filed with the
City Clerk thereof. At the expiration of his yearly
license every person carrying on the business of plumbing,
within thirty days, shall again register and file a new bond
as aforesaid".

The City Council of the City of Santa Aha ordains as follows:
That Section 4 of Ordinance No. 917, entitled:
"Section 4. Any person~ firm, general contractor,
corporation, or anyone building to sell, doing plastering in
the City of Santa Ana, shall first before doing any plastering
obtain a license so to do. Such license shall be issued by
the City Clerk of the City of Santa Ana and only to such person,
firm or corporation as hereinbefore stated, the holder of a
State Contractor's license, upon ~he payment of a fee of Twenty
Dollars ($20.0~) per ybar or any portion of a year, payable annually
in, advance, xt is hereby declared to be unlawful for any person
$o engage in the business of plastering or to take a contract for
plastering any building or to do any plastering for which a plaster
permit is required, without holding a plastering license."

That Section 6 of Ordinance No. 917, reading as follows:
"Section 6. No license shall be issued as in Section
No. 4 provided, for any plastering or lathing in or upon any
building or structure, within the City limits of Santa Ana, until
said person, association or corporation has made and executed a
bond by a reliable bonding company in the amount of One Thousand
($1,000.00) dollars; payable to the City of Santa Aha, and approved
by the President of the Board of Trustees of the City of Santa Ana,
which bond shall be conditioned that the principal shall faithfully
abide by, and conform to the provisions of this ordinance and that
any person suffering damage by reason of a violation of any of the
conditions of this Ordinance by the principal, may sure and recover
thereon in his, its or their own name. Lathing contractors shall
be bonded for five hundred ~$800.00) dollars subject to the same
ruling as plasterers' bond.

every day, Sundays and legal holidays excepted".

SECTION 2: An emergency is hereby declared to exist owing to the fact that in
order to carry out an economy program among the employees of the City of Santa Aha, it
has been found necessary to keep open the offices of the City Hall, with the exception
of the Police Department, for only five days a week, viz., ~ionday~ Tue§day, Wednesday
Thursday and Friday, and this ordinance is necessary to carry out said economy program.
This ordinance shall therefore take effect immediately upon its adoption.

The City Council of the City of Santa Ana ordains as fol~ows:
That the following sections shall be added to Ordinance No. 805, said

FOR THE VIOLATION HEREOF";
SECTION 221: REINFORCED CONCRETE BOND STONES AND ANCHO~o.

such walls at the following elevations: At the junction of all wooden floor
structures; all wooden ceiling or roof structures; and the required anchors shall
be imbedded into such bond stones.
The said bond stones shall be at least ten inches (lC") in depth, and
not less than eight inches (8") in width, and sha$1 be reinforced with not less
than four reinforcing rods as follows:
For 13" walls 3~8" square
For 17" walls ~ 1/2" square
For walls ~1" thick and over - 5~8" square.
On all walls having masonry above the bond stones there shall be
imbedded into the top of all such reinforced concrete bond stones, stee$ or iron
dowels, and spaced not more ~than 24" on center.
The dowels shall not be less than 5.8" square, and shall project not
less than eight inches (8") above such bond stones, and to be imbedded not less
than eight inches (8").
The bond stones shall form a continuous structural tie around all
masonry walls, and such bond stones may be allowed to step up over the brick cours~
in order to meet the slope of the roofs.
The required iron anchors shall be bent into and hooked over the
reinforcing rods within the bond stones.
Ail joists shall be anchored to these bond stones at intervals of
by means of three quarter inch rods. These rods shall be secured to the bond
stones by having 10" of their length bent into the form of a hook or T head and
imbedded into the concrete and shall hook over the outer rod. Anchors occuring
upon the ends of joists shall extend 24" on to the joists, and those occuring upon
the sides of joists shall extend 72" crosswise under the joists. Joists ~ich are
parallel with the wall shall have two inch (2") headers placed between the joists
and of the same depth. The rods shall be secured to the joists or headers by
means of a three inch hook bent on the end of the rod, and driven in a tight
fitting hole through the joist.
SECTION 222: MASONRY ~ORT~t: Ail mortar used in the construction of
any masonry wall of any building shall be either cement mortar or lime mortar
tempered with cement.
Cement mortar shall be composed of not more than three parts of sand to one
part of cement. Lime not exceeding ten per cent of the bulk of the cement raay be
added to this mortar. Lime used in mortar shall be either l~drated or in a putty form
that has been slaked not less than seven days.
Lime mortar tempered with cement shall be composed of not more th~a five parts
of sand to one part of lime putty that has been slaked not less than seven days, to whic[
there has been added, just before using, one part of cement without any a~ditional sand.
Sand shall be clean, ¢oars~ and well graded. Ail particles shall pass through a six
mesh screen; ~eventy per cent by weight shall be retained on a fifty mesh screen, and
not more than ten per cent by weight shall pass through a hundred mesh screen. The
~lay or loam content shall not exceed five per cent by volume, and shall not be in the
form of a coating on the coarser particles.
SECTION 2~3: This ordinance, after its passage and authentication shall be
published once in the Santa Aha Daily Evening Register, a daily newspaper of general
circulation, printed and published and circulated in said City, and said Council does
hereby find, determine and declare that this ordinance is an emergency measure, and a~
such shall be in force and effect from and aft~r its passage, authentication and pub-
lication, and the facts constituting its urgency are that owing to the e,~orthquake which
occurred on the 10th day of March, 19S3, many buildings within said city are now in such
condition as to be of immediate danger to life and limb, public safety, and adjoining
property.

The Board of Trustees of the City of Santa Ana ordains as follows:
Section 1. That 203 North Broadway, 215-217-219 West Second Street,
and all that part of the Santora Building located on the Northeast corner of
Second Street and Broadway, in the City of Santa .ina, Orange County, State of

ORDINANCE NO. 977
AN ORDINANCE PEOHIBITING INTER]~ERENCE ~2I~{ THE
RECEPTION OF RADIO BROADCiST SIGNALS, AND
REPEALING OTiDtNANCE NO. 878 ADOPTED BY ~
GOIINCIL ON JUNE 17th, 1929.
The i:eople of the City of Santa Ana~ Ro ordain as follows:
Section 1. The word "person" shall mean and include both the singular
and plural and shall also mean and include person, individual, firm, corporation,
partnership, co'partnership, a~sociation, club, society or any other organization.
Sec. 2. It shall be unlawful for any person to operate or cause to be
operated in the City of Santa Aha any device, appliance, equipment and/or apparatu~
which creates or causes high frequency oscillations which interfere ~th the
reception of radio broadcast signals providing:
First: That the radio receiver being interfered with complies with the
provisions of Section 4 of this or~]inance;
Second: That the installation of the radio receiver being interfered with
complies with the provisions of Section 5 of this ordinance;
Third: That the signal strength of any radio broadcast station being
interfered with conforms to the provisions of Section ~ of this Ordinance.
Sec. ~. It is expressly underatood and provided, however, that this
ordinance shall not apply to radio broadcast stations, either commercial or
amateur, licensed by the Federal Government and/or which are engaged in interstate
communication and/or public utilities which are under the supervision of the
California State i<ailroad Co~nission.
Sec. 4. Any and/or all radio receivers coming within the provisions of
this ordinance shall bo thoroughly and effectively shielded. No receiver shall be
considered "thoroughly and effectively" shielded which will deliver fifty milliwat
output at any frequency within its tuning range when placed in a field intensity
of ten thousand. (10,000) microvolts per meter without an antenna or ground and
with the volume control at the point of greatest sensitivity.
Sec. 5. Any and/or all radio receivers coming within the provisions of
this ordinance shall be supplied with and operated from a suitable antenna and
groun~ system tho minimum requirements of which shall be as follows: The antenna
shall be not less than forty feet in length in a straight line, suspended not less
than twenty feet from the ground at any point, and shall be placed as far as
possible and pr~ctical from inductive relation with any other wires. The lead-in
from the antenna to the receiver shall consist of a No. 14 Brown and Sharpe gauge
rubber covered copper conductor, the rubber insulation being entirely surrounded
by either a closely woven copper mesh or lead sheath to form a protective armor.
This lead-in to extend in one continuous piece without breaks from the antenna
proper to the antenna binding post of the receiver. The ground shall consist of
either a water pipe or a ground rod connected to both the ground post of the
receiver and the metal protective ara,or.
Sec. 6. Any and/or all radio broadcast stations which deliver a modulat.

of fifty (50) feet from the radio receiver being interfered with shall be
considered as coming within the provisions of this ordinance.

Ail measurements of field strength shall be under supervision of the Electrics
Inspecter of the City of Santa Aha, and shall be made with eith~r a field str~ngth meter
or a noise meter so designed, constructed and calibrated that radio broadcast signals
and/or radio interference can be collected on an antenna; the signals or interference so
collected balanced against a standard noise generator and the relations betwoen one and
the other determined and read in terms of microvolts per moter.
It shall be the duty of the Electrical Inspector to give a written notice of
the violation of the terms of this Ordinance to ~y person who owns or ope?ates any
device, appliance, equipment and/or apparatus w~ich interferes with the reception of
radio broadcast. The mailing of a registered letter enclosing such notice addressed to
the owner or operator at the premises where such machine or apparatus is locatod, shall
constitute a sufficient notice for the purpose of this Ordinance. Any person receiving
notice as herein provided shall within five days thereafter equip and/or install, on suc
device, appliance, equipment and/or apparatus, standard filtering appliances used to
prevent interference with radio reception, and failure to co~p~y therewith shall
constitute a violation of the provisions of this ordinance. Installation of appliance
as hereinbefore set forth shall be deemed a co~liance with this Ordinance.
Sec. ~. Any person violating any of the provisions of this Ordinance shall
be deemed guilty of a misdemeanor, and upon conviction thoreof, shall be punishable by
a fine of not mo?e than ~100.00 or by imprisonment in the County Jail of the County of
Orange for a period of not m~e than GO days, or by both such fine and imprisonment.
That e~ch day during which any person shall violate the provisions of this
Ordinance shall be deemed to and shall consistute a s~parate offense, and be subject to
· the penalties herein provided.
Sec. 8. That Ordinance No. 8~8, entitled "An 0rdinanee of the City of Santa

The Board of Trustees of the City of Santa Ann ordains as follows:
SECTION 1: (a) This ordinance is adopted pursuant to the provisions of
Chapter 178 of the Statutes of 1933 of the State of California, entitled, "An Act
to Levy an~ExciseTax and to Regulate the Manufacture, Distribution and Sale of
Certain Beverages, to Provide for the Licensing of the Manufacture, Distribution
and Sale; to Prescribe Penalties for the Violation of this Act, and to Provide that

The City Council of the City of Santa Aha ordains as follows:
SECTION 1: Tha~ the public interest and convenience requires, and
there is hereby established set-back lines upon the following street in the City
of Santa Ana, California, between which and the respective street lines of said
street it shall be unlawful for any person, firm or corporation to ~rect any
· building, wall, fence or other str~cture, or place any structure thereon, to-wit:
North Ross street, on both sides Of said street, from West
First Street to West Fifth Street, fiVe (5) fee~ outside of
the present East and West lines respectively of said street.
SECTION 2: That the foregoing set-back lines are established after a
Resolution of Intention was duly passed and adopted and a hearing held thereon,
after notice by publication and posting in the manner prescribed by Ordinance No.
813 of the City of Santa Ana, entitled, "An 0r~inance Prescribing the Method of
Procedure for Establishing Set-back Lines in the City of Santa Ana", and the City
Council having heard and passed upon all.protests or objections filed, or made to
the establishment of said set-back lines.
SECTION 3: That the Building Inspector of the City of Santa Ana shall
refuse to issue any permit for any building, wall, fence, or other stx~ucture pro-
posed to be erected within the space between the present street lines of the above
mentioned street and the set-back lines established by this Ordinance.
SECTION 4~ That ~ny person, firm or corporation violating any of the
provisions Of this ordinance shall be deemed guilty of a misdemeanor, and upon
conviction thereof shall be punished by a fine of not more than Five Hundred Dolls
($500.00), or by imprisonment in the County Jail of the County of Orange,~for a
period of not more than six months, or by both such fine and imprisonment. Each
such person, firm or corporation shall be deemed guilty of a separate offense
for each day during any portion of which any violation of this Ordinance shall be
permitted, continued or committed by such person, firm or corporation, and shall
punishable therefor as provided by this Ordinance.
SECTION 5: That the City Clerk shall certify to the passage of this
Ordinance and cause the same to be published three times in the Santa Ana Daily
Evening Register, a daily newspaper printed, published and generally circulated
the CitY of Santa Aha, and the same sha~l take effect and be in force thirty (30)
days from the date of its final passmge.

WHEREAS, the County Auditor of the County of Orange, State of California
on the 14th day of August, 1933, filed his statement in writing with the City
Council of the City of Santa Ana, California, showing the total vaXue of all
property within the corporate.limits for the year 1933-$934, and equalized and
collected by the Board of Supervisors of Orange County, California, and fixed the
sum as shown by the assessment rolls for said year at $17,585,745.00, exclusive of
operative property; and
WHEREAS, the City Council elects to levy a total tax for the sum of
$1.79 on each $100.00 of the taxable property of said City as provided by law,
the amount of money ascertained and fixed to carry on the various departments of
the City of Santa Ana, and to pay the bonded indebtedness falling due for the
current year 1933-1934, is the fixed sum of $1.79; and
WHEREAS, said sum is to be apportioned among the various departments of
the said City of Santa Ana, and placed in the general and special funds to pay
current municipal expenses on the assessed value of all the real and personal
property within such municipality, over and above the several sums to be raised
as provided by law.
~ECTION 1: That the total valuation of the taxable property of the City
of Santa Ana of $17,585,745.00 shall be used as a basis for the levy of the taxes
of the City of Santa Ana, at the same time and in the same manner in which County
levies are made and collected.
SECTION 2: That the rate of taxation for municipa$ purposes and to pay
the bonded indebtedness and interest of the City of Santa Ana, California, for the
current year 1933-1934 is hereby fixed at $1.79 on the taxable property of said
City, and that said amount of $17,5~,74§.00 in the aggregate and the rate sum of

THE LICENSE FEES TO BE PAID ON DOGS, ESTABLISH-
ING THE' OFFICE OF POUNDKEEPER, AND SETTING OUT
' THE DUTIES TO BE'PERFOR~IED BY HIM AND FIXING
HIS CONIPENSATION.
The Board of Trustees of the City of Santa Ana ordains as follows:
SECTION l: That a license tax is hereby levied upon dogs over six
months of age, including females, owned within the City of Santa Ana, at the rate
of $1.00 for e~ch male, female or neuter dog, per fiscal year from Ju'ly 1st to
June 30th, payable in advance for the whole year, or pro-rata for the remainder
of the year from time of payment. Such license shall be deemed a debt due the
City of Santa Ana, and dan be collected by the poundkeeper in the name of the
City and as any debt is collected under the general law.
SECTION 2: That the office of poundkeeper is hereby established, and
until further orders the Board of Trustees shall appoint a poundSeeper.
SECTION 3: That it shall be the duty of the poundkeeper to collect the
licenses above provided for during each fiscal,yea~,,and when so' collected he
shall deliver to the person paying the license a metal tag, which shall be stamped
with the fiscal year for which it is issued, and numbei~d. Such tag must be
attached to the body of the dog for which it is issued, by a collar or harness on
which the name and address of the owner is inscribed. The poundkeeper shall keep
a record of the licenses collected, and the tags delivered and to whom, with a
brief description and name of the dog for which the same was issued, and the name
of the owner thereof and his add~ess. He shall make a report to the Board of
Trustees at its regular monthly meeting of the number of tags delivered and
licenses collected, sad shall pay to the City Treasurer twenty-five per cent
of all moneys by him collected during the previous calendar month for licenses so
issued, retaining seventy-five per cent (75~) for himself as compensation therefor
This shall be in addition to his salary as poundkeeper.
SECTION 4: It shall be'the duty of the poundkeeper to take up and
impound all dogs found ~unning at large on the streets, alleys, parks, or public
places in said City that are not properly tagged according to law. If such dogs
so taken up are tagged, he shall at once give notice, either personally or by
postal card to the owner of such dog, that such dog is impounded, and the dog
shall be released to the owner without cost for the first offense. If such dog
is not tagged, written notice that such dog is impounded shall be posted; one
notice at the post-office, one at the City Hall~ and one at the pound. Such
notice shall contain a brief description of such dog, and shall contain a state-
ment to the effect that if such dog is not red~:emed and the license paid, if said
license be due, within three (3) days, such dog will be destroyed or sold, and it
shall be the duty of said poundkeeper to destroy or sell all such dogs not redeeme.
and'for which the license is not paid. Such sale may be by auction or by private
sale. The poundkeeper must feed and water such dogs during the three days that ti
same are impounded.
SECTION 5: In order to redeem or buy such dog, it will be necessary to
pay the poundkeeper $1.00 for taking up the dog, $1.00 for redemption thereof, and
twenty-five cents (25~) per day for keeping and feeding the same. All of said
~oney, save twenty-five per cent (25%) of the license fee, sh~ll be and remain the
property of the poundkeeper as payment for his services in the pr~mises, except that in
the event of the sale of unredeemed dogs, 50% of the purchase price shal$ be given to the
City of Santa Aha and 50% to the poundkeeper.
SECTION 6:: The word Wdog""a~ used herein, shall include both male, female and
neuter dogs over the age of six months.
SECTION 7: That the poundkeeper shall construct a pound within which to keep
such dog or dogs so taken up.
SECTION 8: The cost of the construction of such pound and the cost,of the
tags necessary in order to carry out the provisions of this ordinance shall be paid for
out of the general fund of said City. The tags shall'be obtained by the poundkeeper,
and the bills for same and for the said construction of the pound presented to the Board
of T~ustees and paid in the usual manner.
SECTION 9: The actual cost of destroying such dogs shall be paid by the
Board of Trustees on bills presented in the usual manner.
SECTION 10: It shall be the duty of the poundkeeper to cartT out~idiligently the
provisions of this ordinance, to the end that all unlicensed dogs found running at large
shall be impounded, or a license collected therefor.
S~CTION ll: Any person, firm or corporation~ owning any vicious dog within
the corporate limits of the City of Santa Aha and permitting the same to run at large,
shall be deemed guilty of a m~sdemeanor, and on conviction thereof shall be punished by
a fine not exceeding $300.00, or by tmprisorunent in the County Jail for a period of not
exceeding ninety (90) days, or by both such fine and imprisonment.
SECTION 12: All ordinances Or parts Of Ordinances in conflict with this
ordinance are hereby repealed.
.SECTION 13: An emergency is hereby declared to exist, inasmuch as a large
numbe~ of dogs are running at large in the City of Santa Ana without license, and it is
necessary for the immediate preservation of the public'peace, health and safety that
this ordinance take effect at once after its adoption, and this ordinance shall therefore
take effect and be in force t~mediately after its adoption and approval.
SECTION 14: This ordinance shall .be published once in the "Santa Aha Daily
Evening Register", a newspaper of general circulation, printed and published in the
City of Santa Ana, and shall take effect and be in force ~mmediately after its adoption
and approval.

The Board of Trustees of the City of Santa Ana ordain as follows:
SECTION 1: That paragraph 9 of Section 5 of Ordinance No. 658 and
amendments thereto, reading as follows:
"The'licenses in this ordinance provided whether monthly,
quarterly, semi-annually, or annually, shall be due and payable
to the City in advance on the dates heretofore specified, at
the office of the City Clerk, and a penalty of ten per cent of
the amount due shall be added to each license remaining unpaid
fifteen days after it becomes due."

SECTION 2: That an a~ditional paragraph, known as paragraph 9, is
hereby added to Section 5 of Ordinance No. 658 and amendments thereto, reading as
follows:
"All licenses specified in this ordinance shall be due and
~ayable in advance; and every person who shall carry on, for ten
10) days or less after the ~enth day of the first month of each
quarter, any business or pursuit, for which a license is required,
whether having previously had a ilcense therefor or not, without
having first procured a license therefor, shall be required to
pay the regular license herein provided for such buSiness or
pursuit, and an additional fifty cents (50~) for such license; and
every person or individual who shall carry on for more than ten
(10) days after the tenth day of the first month of each quarter,
any business or pursuit for which a license is required, whether
having previously had a license therefor or not, without having
first procured a license therefor, shall be required to pay the
regular license herein provided for such business or pursuit, and
an additional one dollar for ~uch liCense; an~ every person or
individual who shall carry on, for more than thirty (30)'days after
the first month of each quarter, any business or pursuit, for which
a license is required, whether having previously had a license
therefor or not, without having first procured a license therefor,
shall be required to pay'the regular license herein provided for
such business or pursuit, and an additional penalty equal to the
amount of said license fee. It shall be the duty of the City Clerk
to prepare and deliver to the City Marshal a list of all persons,

quarter; and it shall be the duty of the City Marshal to issue
complaint against those persons, firms, or corporations so delinquent
more than thirty (30) days in payment of said license and contained
upon lists so furnished by said City Clerk to said City Marshal.'' ~
SECTION 3: ThAt all sections and provisions of Ordinance No. 658 as
amended by Ordinances Nos. 710, 771, 832, 847, 873 and 877, except as herein
repealed, shall remain and be in force and effect, and all provisions of said
Ordinance No. 658 as amended, providing the penalty for a violation thereof, etc.
shall be applicable to the provisions hereof.
SECTION 4: The.City Clerk shall certify to the passage of this
ordinance and cause the same to be published three times in the Santa Ana Daily
Evening Register, a daily newspaper printed, published and generally circulated
within the City of Santa Aha, and the same shall take effect and be in force on a:

ORDINANCE NO. 987
AN ORDINANCE REQUIRING PERSONS CONVICTP~D OF
CERTAIN CRIMES WHO SHALL COME INTO OR BE WITHIN
THE CITY OF SANTA ANA, TO REGISTER IN THE OFFICE
OF THE CITY MARSHAL OF SAID CITY.
The Board of Trustees of the City of Santa Aha ordain as follows:
SECTION 1. Every person who has been convicted in any Federal Court,
or the court of any State within twenty years prior to the effective date of this
Ordinance, of the crime of counterfeiting, grand theft, grand larcey, embezzlemeni
forger~, obtaining money by false pretenses, obtaining property by false pretense~
burglary, felonious assault, robbery, arson, murder, kidnaping, extortion,
violation of any law prohibiting the carrying of deadly weapons, taking or
enticing any person for the purpose of obtaining ransom, or violation of any pro-
vision of any National or sta~e law relating to the possession, sale or transport-
ation of any narcotic, who comes into the City of Santa Aha from any point outside
of such City, whether in transit through said City or otherwise, and every such
person who at the time this ordinance becomes effective is residing in said City,
shall report to the Marshal of said City within forty-eight (48) hours after his
arrival within the City limits of said City of Santa Ana, and shall furnish to
such City Marshal in a written statement signed by such persons, the true name of
such person and each other name or alias by which such person is or has been
known, a full and complete description of himself, the name of each crime herein-
above in this Section enumerated of which he shall have been convicted, together
with the name of the place whers each such crime was committed, the name under
which he was convicted, and the date of the conviction thereof, the name, if any,
and location of each prison, reformatory, ~ other penal institution in which he
shall have been confined as ~unishment therefor, together with the location or
address of his residence, stopping place, or living quarters in said City, and
each one thereof, if any, or the address or location of his intended residence,
stopping place, or living quarters therein, and each one thereof, with a
description of the character of each such place, whether a hotel, apartment house,
dwelling house, or otherwise, giving the street number thereof, if any, or such
description of the address or location thereof as will so identify the same as to
make it possible of location, and the length of time for which he expects or inten
to reside within the boundaries of said City.
At the time of furnishing such information, said person shall be photo-
graphed and finger-printed by said City Marshal, and said phogograph and finger-
prints shall be made a part of the permanent record herein provided for.
SECTION 2. Every person residing within the City limits of the City of
Santa Aha at the time this Ordinance becomes eff,~ctive, who has been convicted
within such twenty year period, in any such Court, of any crime in Section I hereo
enumerated, shall within forty-eight (48) hours from and after the effective date
hereof furnish to said City Marshal, in a written statement signed by such person,
all of the information required to be furnished under the provisions of said Secti(
i hereof, together with the photographs and finger-prints hereinbefore provided fo~
SECTION 3. In the event that any person specified in Section I of
Section 2 hereof shall change any such place of residence, stopping place, or
'!ivinE quarters, to any new or different place or places within said City other than
any place last shown in such Report to said City Marshal, he shall~ within twenty-four
(24) hours after the making of such change, notify the said City Marshal, in a written
and signed statement, of such change of address, and shall furnish in such written
statement to said City Marshal his new address, and each one thereof.
It shall be unlawful for any person required by any provision of this 0rdinan
to furnish any such report, to furnish in such report any false or fictitious address,
or any address other than a true address or intended address, or to furnish in making
any such report any false, untrue, or misleading information or statement relating to
any information required by any provision of this Ordinance to be made or furnished.
SE~TION 4. Said City Marshal shall cause to be made a permanent record of
all information, photographs and finger prints required by the provisions of this
Ordinance to be furnished to or by him, and to forthwith furnish a copy of said records,
photographs, and finger prints to the City Attorney of Santa Ana; said records,
photographs and finger prints shall ~t all reasonable times be open to inspection of
any peace officer having Jurisdiction with the City of Santa Aha.
SECTION 5.. It shall be unlawful for any person required by any provision
of this Ordinance to furnish any such report or information to fail, neglect or refuse
to make such report or to furnish such information, photograph or finger prints, or to
fail, neglect or refuse to render or furnish the same within the time hereinbefore
prescribed, or to fail, neglect, or refuse to furnish to said City Marshal within such
time any information, photograph or finger-prints required to be furnished by any
provision of this Ordinance, or to furnish any false, untrue, or misleading information
· or statement relating to any information required by any provision of this Ordinance
to be made or furnished.
S.ECTION 6. Nothing in this Ordinance shall be deemed nor construed to apply
to any person who has or shall have received a full pardon for each such crime whereof
he shall have been convicted, nor to any person who is or shall be on parole or
probation under the laws of the State of California, or whose parole or probation
period under the laws of the State of California shall have expired without any revocati
of such parole or probation having been made.
SECTION 7. Any person violating any provision of this Ordinance shall be
deemed guilty of a misdemeanor, and upon conviction thereof shall be punishable by a
fine of not to exceed Five Hundred Dollars (~500.00), or by imprisonment in the County
Jail for a period of not exceeding six (6) months, or by both such fine and tmprisonmenl
Each separate day, or any portion thereof, during which any violation of thie
ordinance occurs or continues, and each failure, neglect or refusal to make any such
report or to furnish any such information, photograph or finger-prints during each or
any day or portion thereof, from and after the expiration of the time specified in this
Ordinance within which such report must be made, or such information, photograph or
fingerprints furnished, shall be deemed to constitute a separate violation hereof, and
a separate offense hereunder, and upon conviction therefor each such violation shall be
punishable as herein provided.
SECTION 8. This ordinance is hereby declared to be an emergency measure,
and necessary for the immediate preservation of the public peace, health and safety, for
the reason that it is necessary to take steps immediately to suppress the activities

of a certain criminal class, including those known and reputed to be "Gangsters",
who are coming into the State of California, and various communities of Southern
California particularly, in increasing numbers, as is shown by recent criminal
acts of major character in this and adjoining counties, and by reason of the
close proximity of the City of Santa Ana to a large center of population, to-wit:
the City and County of Los Angeles; and that there is no means provided by law
whereby the law enforcement officers of this City may be apprized of the arrival
into said City such criminals, until a crime or act or violence shall have been
committed by them, and therefore this Ordinance shall become effective immediatel
upon its passage, and prior to the expiration of fifteen (15) days from the
passage thereof shall be published for at least three times in the Santa Ana Dail
Evening Register, a newspaper printed and published in the City of Santa Aha,
together with the names of the members of the Board of Trustees for and against
the same.

OF THE PROPOSITION OF INCURRING INDEBTEDNESS FOR THE
ERECTION AND CONSTRUCTION OF A CITY HALL ON CITY
OWNED PROPP:RTY, PROVIDING FOR THE ISSUANCE OF BONDS
THEREFOR, FOR THE LEVYING OF A TAX FOR THE PAYMENT OF
SAID BONDS, CONSOLIDATING SAID SPECIAL ELECTION WITH
THE STATE SPECIAL ELECTION TO BE HELD ON DECEMBER
19th, 1933, DESIGNATING THE POLLING PLACES, AND
APPOINTING ELECTION OFFICEHS FOR SAID ELECTION.
WHEREAS, the City Council of the City of Santa Ana, California, at an adjourns
regular meeting, held on the 13th day of November, 1933, by a vote of more than two-
thirds of its members, duly passed and adopted a Resolution determining:
That the public interest and necessity demand the erection and construction of
a City Hall and necess~ry appurtenances thereto, upon City owned property; and
WHEREAS, said Resolution was duly approved by the Mayor of said City of Santa
Aha on the 13th day of November, 1933, and duly attested and certified to by the City
Clerk of said City on the 13th day of November, 1933;
NOW, THEREFORE, the City Council of the City of Santa Aha ordains as follows:
SECTION l: That the proposition of incurring a bonded debt for the purposes
set forth in Resolution No. 2370, adopted by the City Council of the City of Santa Ana
on the 13th day of September, 1933, be submitted to the qualified voters of said City,
at an election to be held for that purpose, and that the election shall be, and the
same is hereby called to be held in the City of Santa Aha, California, on Tuesday,
December 19, 1933, for the purpose of submitting to the qualified electors of said City
the proposition of incurring indebtedness and issuing bonds of said City for the purpose~
set forth in said Resolution No. 2370.
SECTION 2: That the objects and purposes for which said indebtedness is pro-
posed to be incurred and bonds issued therefor, and the rate of interest of said bonds,
are as follows, to-wit:
That the estimated cost of said municipal improvement, as set forth in the
last preceding paragraph herein, is the sum of One Hundred Thousand and no/lO0 Dollars
($100,000.00); that the estimated cost of said municipal improvement is and will be too
great to be paid out of the ordinary annual income and revenue of the City of Santa Aha;
that the amount of the principal of the indebtedness to be incurred therefor is the sum
of Seventy Thousand and no/lO0 Dollars ($70,000.00); that the maximum rate of interest
to be paid on said indebtedness wiS1 be five per cent (5%) per annum, which rate shall
not be exceeded in the issuance of said bonds; that if the proposition for the incurring
of said indebtsdmesz so submitted at said election receives the requisite number of
votes, to-wit: two-thirds (2/3) of the votes of the qualified electors voting at such
election, bonds of said City in the sum of Seventy Thousand and no/lO0 Dollars ($70,000.(
shall be issued and sold for the purpose of erecting and constructing said municipal
improvement as hereinabove set forth; that the principal and interest of said bonds
shall be payable in lawful money of the United States; that said bonds shall be offered
for sale and sold only to the Reconstruction Finance Corporation, or other fiscal agency
of the United States of America, and in the event that aaid bonds shall not be sold to
said Reconstruction Finance Corporation, or other fiscal agency of the United States of
~merica, no further pr~eedlngs shall be taken for the ~rection, construction and

~ompletion of said improvement, except by and through new proceedings instituted
for said purpose.
SECTION 3: That for the purpose of paying the principal and interest
of said bonds, the City Council of the City of Santa Aha shall, at the time of
fixing the General Tax levy provided, levy and collect, annually, each year until
such bonds are paid, or until there shall be a sum in the treasury of said Gity
set apart for that purpose to meet all sums coming due for the p~yment of
principal andinterest on said bonds, a sufficient tax to pay the annual interest
on said bonds, and also such part of the principal thereof as shall become due
before the time for fixing the next general taX levy, and that such taxes shall
be in addition to all other taxes levied for municipal purposes, and shall be
collected at the time and in the same manner as other municipal taxes are
collected, and be used for no other purpose other than the payment of the said
bonds and accruing interest.
SECTION 4: That the said special Municipal Election to be held on
December 19, 1933, as hereinbefore set forth, shall be consolidated with the
special State Election to be held on December 19, 1933, and the polling places
and officers of election shall be and are hereby designated to be the same aa
those of the special State Election to be held on December 19, 1933, and the
Board of Supervisors of the County of Orange, State of California, is hereby
designated, and is hereby authorized, to canvass the ballots cast at said
Municipal Election for or against said proposition so submitted.
That the ballot to be used at said Election shall contain the following
proposition:
"PROPOSITION SUBMITTI~ TO VOTE OF ELECTORS
Shall the City of Santa Ana incur a bonded
debt of $70,000.00, for the purpose of erecting, con-
st~ucting and completing certain municipal improvements,
to-wit:
The erection and construction of a City Hall and
necessary appurtenances thereto, to be located on City
owned property, at the South-east corner of Third and
Main Streets in said City; provided that said bonds shall
be offered for sale and sold only to the Reconstruction
Finance Corporation, or to such other fiscal agency of the
United States of America as will purchase the same, and
shall bear interest at a maximum rate of five per cent
(5%) per annum; and provided, further, that said bonda
shall be sold only upon condition that the Reconstruction
Finance Corporation, or other Fiscal agency of the United
States, shall make a grant of $30,000.00 to the City of
Santa Ana for use in the erection and construction of said
City Hall and necessary appurtenances thereto."
That opposite said proposition upon the ballot, there shall be printed
the words "YES" and "NO", with voting squares after the same.
SECTION §: That in all particulars not recited in this Ordinance,
'such election shall be held as provided by law for holding Municipal Elections in said
City.
SECTION 6: The City Clerk shall certify to the passage of this ordinance by
a vote of two-thirds of the members of the City Council of the City of Santa Aha, and
shall cause the same to be published seven (7) times in the "Santa Ana Daily Evening
Register", a daily newspaper of general circulation, printed, published and circulated
in said City of Santa Aha; and thereupon and thereafte~ this Ordinance ~hall be in full
force, and no other notice of said election other than the publication of this
Ordinance need be given.
