EXPRESSING OPPOSITION TO FORMATION OF THE "WEST
ORANGE COUNTY WATER DISTRICT"
WHEREAS, the City Council of the City of Santa Aha is informed
that a petition has been presented to the Board of Supervisors of
Orange County seeking the formation of a County Water District to
include the area presently served by the Dyke Water Company which
would take in unincorporated territory, large portions of the cities
of Anaheim, Westminster and Garden Grove, and some parts of the City
of Santa Aha, California; and
WHEREAS, too many overlapping taxing districts already exist
in the Santa Ana River Basin area of Orange County, and the creation
of a new taxing district should not be considered unless there are
compelling reasons for its existence for the rendering of a service
that cannot be provided by existing governmental agencies and
districts; and
WHEREAS, the existing water systems, both publicly and privately
owned, presently serve most of the area proposed for this new district
and presently stand ready to expand service into any unserved area in
need of water service, so that said new district would accomplish
little except to require the tax payers in the district to buy the
facilities of the present Dyke Water Company; and
WHEREAS, there are at present studies of official action and
negotiations have been taken and are now being carried on by the
four cities with territory inside of the proposed boundaries covered
by said petition, seeking to condemn or purchase by negotiation those
parts of the Dyke Water Company within their boundaries; and
WHEREAS, the activities next hereinabove referred to have
been initiated since the first step, the filing of a description with
the Orange County Boundary Co~mission which indicated an attempt to

form such a district, so that the real purpose of said petition may
already have been served.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA that said City Council earnestly requests the
Board of Supervisors of the County of Orange not to vote in favor of
the formation of said proposed "West Orange County Water District";
to obtain all of the facts affecting said area relating to said
District formation; to find that said District should not be formed;
and to notify the City of Santa Ana of each and every hearing or
determination before said Board when the question of said District
formation will be considered that said City may there appear and be
heard in opposition to such formation.

Aha at its regular meeting held on the 6th day of August, 1962.

of the Council of the City of Santa Aha; that the foregoing Resolution
