AN ORDINANCE OF T~ CITY OF SAbrA ANA DECI~.RING ITS IN-
TENTION AS SUCH CITY TO VACATE PORTIONS OF 15TH STREET,

DESCRIBING THO~ ~IONS PROPOSED TO BE VACATED

TERESTED IN 0R 0B~CTING T0 THE PROP0S~D VACATION.
V~EREAS, heretofore, after study, the Planning Consultant recom-
mended the vacation and abandonment of those portions of the streets
hereinafter described as unnecessary for present or prospective public
street purposes; and
WHERE.~£, the City Council, after study, did and does concur
with said conclusions 8nd recommendations, and has heretofore by Resolu-
tion adopted maps for filing in the Clerk's office showing each parcel
herein referred to; and
!%T~2~RE~S, heretofore the Council of this city did pass and adopt
Resolution Number 3481 snd Resolution Number 3482 edopting a map and
declaring its intention to vacate a portion of 15th Street covered by
this Ordinance, which said proceeding was never completed;
NO~, THEP~FORE, THE COUNCIL OF THE cITY OF S~NTAf~A DO 0RD~IN
~S FOLLOVJS:
SECTION 1: That the City Council of the City of Sante Aha here-
by declares its intention to proceed with the abandonment of said por-
tions of said streets under the provisions of Part 3, Division 9 of the
Streets and Highways Code, which said part is known as the "STREET V~CA-
TION ACT OF 1941", Chapter 250, Statutes of 1941 as amended.
SECTION 2: That the City Council of the City of Santa Aha hereby
declares its intention to vscate, abandon and close up all of that por-
tion of Washington and Poinsettia Streets and all that portion of 15th
Street hereinbelow described end as shown on and in accordance with
official maps on file in the office of the City Clerk of said city and
reference is hereby made to said maps for further particulars and the
portions of the streets herein referred to and graphically shown on said
official maps and proposed herein to be vacated, lie in the City of
Santa Ana, County of Orange, Otate of California and are described as
follows:
Parcel #l:
A triangular piece of land beginning at the
Northwest corner of Lot l, Block A, Re-sub of
Boteler's Addition, as shown on a map thereof
recorded in Book 3, Page 23, ~iscellaneous
~aps, Records of 0range County; thence South-
erly along the Easterly line of said Lot i to
the intersection of the Northwesterly line of
Lot 32, Bloc~ 68, Santa Aha East; thence North-
easterly along the Northwesterly line of said
Lot 32 to the Northeasterly corner of said Lot
32; thence Southeasterly~along the Northeasterly
line of Lots 32 and 31, °lock 68, Santa Ana East
to the intersection of the Northeasterly line of
Lot 31, Block 68, Santa An@ East; thence North-
westerly along the Westerly line of Poinsettia
Street, to a point of beginning, said Westerly
line being 30 feet from and parallel with the
center line of Poinsettia Street.
Reference is hereby made to a map thereof adopted by ~esolution Number
3725 and on file in the office of the City Clerk.
Parcel #2:
Beginning at a point on the Southerly line of
Lot 10, Hecord of Survey 3-7, 60 feet Easterly
from the Oouthwest corner thereof; thence
Easterly along the Oouth line of Lots l0 to
20 inclusive, and an extension thereof to a
point in the west line of Bristol Street, 630
feet South of the center line of Seventeenth
Street; thence southerly along the West line
of Bristol Street 30 feet; thence Westerly
30 feet distant from and parallel to the
South line of Lots l0 to 20 inclusive and an
Easterly extension thereof 1955.42 feet to a
point; thence ~ortherly 60 feet from and
parallel with the Ooutherly extended West line
of the said Lot 10, 30 feet to the point of
beginning.
Being all of that 30 feet in width right
of way through the property of the Junior
College site, except the westerly 60 feet
thereof.
Reference is hereby made to a map thereof adopted by Resolution Humber
3726 and on file in the office of the City Clerk.
SECTION 3: The 21st day of February
, 1949 at the hour of
7:30 P. ~., on said day in the Council Chambers in the City Hall of the
City of Santa Ana is hereby fixed as the time and place for hearing all
persons interested in or objecting to the proposed vacation and abandon-
merit of Shy of the portions of streets hereinabove described.

SECTION 4: That the Street Superintendent of the City of Santa
Ane is hereby ordered and directed to post conspicuously along the line
of those portions of each street herein proposed to be vacated, notices
stating the passage of this ordinance of intention to vacate and stat-
ing the time and place of hearing herein fixed, which said notices shall
be posted not less than fifteen days prior to the time of hearing herein
fixed, and shall be not more than 300 feet apart and at least three of
such notices shall be posted along the line of each parcel herein des-
cribed.
SECTION 5: That Resolution ~umber 3451 adopting s map of a
portion of 15th Street and Resolution Number 3482 declaring the inten-
tion to abandon such portion of 15th Street, both of which Resolutions
were passed end adopted on July 22, 19~6, are hereby rescinded, rep-
ealed and declared void.
SECTION 6: The City ~lerk shall certify to the passage of this
Ordinance and shall cause the same to be published in three consecutive
issues of the Santa Ana Register, a newspaper printed, published and
circulated in the City of Santa Ana, and hereby designated for that pur-
pose. This Ordinance shall take effect thirty days from and after its
adoption.

WHERrieS, heretofore, after study by the Planning Consultant
and the City Engineer, the vacation and abandonment of those portions
of streets and alleys hereinafter described has been recommended on
.the ground that they are unnecessary for present or prospective street
purposes; and
WHERE~S, the City Council, after study, did and does concur
with said conclusions and recommendations, and has heretofore by Re-
solution adopted certain maps for filing in the Clerk's office, graph-
ically showing the parcels herein referred to; and
?~ERE~S, heretofore the City Council did pass end adopt cer-
tain Resolutions and Ordinances dealing ~dth the abandonment and vaca-
tion of those parcels herein referred to as Parcels i through 4, both
inclusive, regarding which proceedings there was en insufficient post-

SECTION 1:. The City Council of the City of Santa Aha hereby
declares its intention to proceed with the abandonment and vacation of
said portions of said streets and alleys under the provisions of Part
3, Division 9 of the Streets and Highways Code, which said p~rt is known
as the "$TP~EET VACATION ACT OF 1941", Chapter 250, Statutes of 1941, ss
amended.
SECTION 2: The City Council of the City of Santa Ana hereby
declares its intention to vacate, abandon, ~nd close up all of those
portions of Lowell Street, 01i~e Street, Towner Street, Vance Street, and
of four un-named alleys hereinbelow described ~nd as shown on ~nd in
accordance with Official ~aps on file in the office of the City Clerk of
said city, and reference is hereby made to said maps for further par-
ticulars, and the portions of streets and alleys referred to and
graphically shown on said 0fficiel Msps and proposed hereby to be

An alley 15 feet wide lying between Lots 36 and

Parcel #3:
All of Lowell Street between the south line of
St. Gertrude Place and the north line of Anahurst
Place, snd all of Olive Street between the South
line of St. Gertrude Place end the north line of

All of that certain un-named alley being approxi-
mately 400' x ~5.75' lying South of Lots One (1)
through Eight ~8) both inclusive, and North of_
Lots Nine (9) through Sixteen (16), both inclu
sive, of Block "A" of the Fifth Street Tract as
per map thereof recorded in Book 4, Page 81 of
Miscellaneous Maps, Records of Orange County,
California; bounded on the West by the East line

abandomnent of any of the portions of streets or alleys hereinabove des-
cribed.

ferred to as numbers l, 2 amd 3 adopted November 17, 1947, that Resolm~ion
Number 3652 passed March 29, 19~8, and Ordinance of Intention to Abandon
numbers 1211 passed September 15, 1957, number 1215 passed September 29,
1957 ~ad nuSber 1220 passed February2, 1958 are hereby rescinded, de-
clared void and repealed.
SECTION 6: The City 0lark shall certify to the passage of this
Ordinance and shell cause the same to be published in three consecutive
issues of the Santa Aha Register, a newspaper printed, published end
circulated in the City of Santa Aha, and hereby designated for that pur-
pose. This Ordinance shall take effect thirty days from and after its
adoption.

WHEREAS, the Planning Commission of the City of Santa A~a has
given notice of public meetings as required by law in comnection with
all applications to amend the Zoning Ordinance to cover the properties
hereinafter described, and ham duly held two public meetings upom the
Question of each amendment, and thereafter, by resolution, recommended
such amendments to the City Council for adoption; amd
WHERE_~S, the City Council gave due and regular notice of a pub-
lie hearimg to be held before the City Council, and such public hearing
has been duly and regularly held, and the City Council does now find that

OF SECTION 8 OF ORDINANCE NUMBER 1030,
AND DETERMINING THE URGENT NECESSITY
THAT SUCH 0RDIN~NCE BE ADOPTED D~ND BE-
COME ~L&TELY EFFECTIVE UPON THE DAY
OF ITS INTROOUCTION AND ADOPTION.
THE COUNCIL OF THE CITY OF SANTA ANA DO ORDAIN AS FOLLOWS:
SECTION l: That Sub-section (e) of Section 8 of 0rdiaance
Number 1030 entitled, "AN ORDINANCE OF THE CITY OF S~NTA ANA REGU-
L~TING THE USE OF PUBLIC HIGHWAYS" of the City of Santa Aha is
hereby ~mended to read as follows:
"It shall be unlswTul to stop, stand or park
any motor vehicle, wheSher the vehicle is
attended or unattended, immediately adjacent
to, or opposite any curb which has been
painted red, except that a bus may stop in
such a red zone designated, marked, or sign-
posted, as a bus loading zone".
SECTION 2; That this Ordinance is urgently needed to protect
the public health and safety for the reason that it has become
apparent that that portion of Ordinance lqumber 1030 which is amend-
ed hereby did not prohibit nor regulate in any way, parking adjacen'
to a red curb in the City of Santa Ana; that there was no ordinance
of the City prohibiting such parking ami that such red zones were
designated and maintained in the interest of public safety and not
primarily to expedite traffic flow or equalize street use; that
the City Council hereby declares the immediate passage of this Or-
dinance to be urgently required for the preservation of public
health and safety.
SECTION ~: The City Clerk shall ~ertify to the passage of this
Ordinance by a vote of the five members of the City Council of the
City *f Oants Aha and shall cause the same to be published in one
issue of a newspaper printed, published a~d circulated in the City
~f Santa Aha, and the Santa Ana Register is hereby designated for
that purpose. The City Council declares that this Ordinance is
adopted as an emergency measure ~nd shall take effect from and
after its adoption.

AN ORDINANCE OF THE EITY OF SANTA ANA
ESTf~BLISHING A SET-B~CK LINE ON A POR-
TION OF THE NORTH SIDE OF WEST FIRST
STREET FROM SULLIVAN STREET WEST TO THE
CITY LIMITS.
THE COUNCIL OF THE CITY OF SANTA ANA DO 0RDAINAS FOLLOWS:
SECTION l: That the public interest, convenience, health and
safety requires, and there is hereby established, a set-back line
along the North side of West First Street from Sullivan Street West
to the city limits in the City of Santa Aha, California, between
which set-back line and said West First Street it shall be unlawful
for any person, firm or corporation to erect any building, wall,
fence or other structure. The said set-back line established hereby
is and its locatinn is in the City of Santa Aha, County of Orange,
State of California, and described as follows:
A set back line on the North Side of West First
Street, 55 feet North of the center line of said
street and extending from Sullivan Street West to
the City Limits.
SECTION 2: The foregoing set-back line is established after
Resolution of Intention, duly passed and adopted, the same being Re-
solution No. 3735, s hearing held thereon after notice by publica-
tion and posting in the manner prescribed by Ordinance ~o. S13, of
the City of Santa Aha, and after recomm~.ndation therefor by the
Planning Commission of said City, and the City Council having heard
end psssed on ell persons desiring to be heard at the public hearing
so held and there being no protests either written or oral at said
public hearing made to the establishment of said set-back line.
SECTION 3: The Building Inspector of the City of Santa Ane
shall refuse to issue any permit for any building, well, fence or
other structure proposed to be erected within the space between the
present lines of West First Street and the set-back line hereinabove

described and established by this Ordinance, and that no person,
shall build or erect any building, wall, fence, structure or other
thing in said 'area.
SECTION 4: That any person, firm or corporation violating
any provision of this Ordinance shall be deemed guilty of a mis-
demeanor and upon conviction thereof, shall be punishable by a
fine of not more than Five Hundred Dollars (~500.00) or by im-
prisonment in the County Jail of Orange County for a period of
not more than six months or by both such fine end imprisonment.
Each person, firm or corporation shall be deemed guilty of a sep-
arate offense for each day during any portion of which any viola-
tion of this Ordinance shell be committed, continued or permitted
by such person, firm or corporation, and shall be punishable there-
for separately under this Ordinance.
SECTION 5: That any building, wall, fence, structure or
thing erected in violation of this Ordinance is hereby declared
to be a public nuisance and may be proceeded against as such and
abated under the procedure provided for the abatement of nui-
sances by the laww of the State of California.
SECTION 6: The City Clerk shall certify to the passage of
this Ordinance and shall cause the same to be published in three
consecutive issues of the Santa Ana Register, a newspaper printed,
published and circulated in the City of Santa Ans, and hereby de-
signated for that purpose. This Ordinance shall take effect thirty
days from and after its adoption.

AMENDING ORDINANCE NUMBER 906 AND RE-
PEALING SECTION 2 OF CITY ORDINANCE
NUMBER 1176.
THE COUNCIL OF THE CITY OF SANTA ANA DO ORDAIN AS FOLLOWS:
SECTION 1:
That City 0rdinamce ~iumber 906, entitled "AN 0R-
DINANCE OF THE CITY OF SANTA AlIA DEFINING, REGUI~TING AND LICEN-
SING THE ERECTION, CONSTRUCTION, AND/OR MAINTENANCES OF SIGNS,
AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT
Hm~WITH", is hereby emanded by adding a new section thereto at
the end of Section ll thereof, which said new section shall be
numbered ll~ and which said new section shall read as follows:
"SectiOn ll~. ADVERTISING BENCHES.
It shall be u~lawful for any person, firm or
corporation to place upon or adjacent to the curb or
right-of-way of any public street within the City of
Santa Ann, eny benches or seats upon which any adver-
tising matter is painted or otherwise affixed, with-
out complying with the following conditions:
(a) First applying to the City Council of
the City of Santa Ama for, and obtaining a permit in
writing, to maintain such advertising benches in said
City.
(1) The City Council may, at .any time
advertise inviting bids from persons in-
terested in placing advertising benches
upon the streets of Santa Ann, under the
terms and conditions of this Ordinance.
Such notice inviting bids may specify the
number of benches, or me¥ be without de-
signated number; all bids submitted shall
contain a statement that the bidder is
familiar with the provisions of this 0r-
dinamoe and will comply therewith, and
shall state the amount of money said bid-
der will pay to the City of Santa Aaa per
month or per year, in accordance with the
invitation to bid, for eadh advertising
bench proposed to be placed or maintained
under the bid submitted.
(2) The City Council may, by contract,
agree with one or more persons, firms or
corporations, without the necessity for
advertising for bids, for the placing of
benches upon the streets of Santa Ann in
accordance with the provisions of this Or-
dinance, which contract or contracts shall
specify the amount to be paid per advertis-
ing bench actually placed upon the streets
of Santa Ans.
(3) The City Council may designate and
direct the Street Superintendent, as its'
agent, to approve, grant or disallow per-
mits upon the applications hereinabove pro-
vided for, without the necessity of bidding
or entering into contracts and in the super-
vision of advertising benches placed upon the
streets of Santa Ann, the maintenance of the
same and the enforcement of this Ordinance.
(b) All advertising benches must have concrete supports
not less than four inches thick, wooden seats and hacks of smooth,
well surfaced boards of adequate strength, and no bench shall have
a height of more than 3~ feet nor an over-all length of more than

8 feet.
(c) No bench shall be placed nor maintained at any loca-
tion except a location expressly approved either by the City Coun-
cil or the Street Superintendent if he Be designated by them as
hereinabove in Paragraph (a) provided for.
(d) No painted advertising matter shall be placed on any
of said benches which shall be offensive or indecent, nor i~ any
manner contrary to the public welfare and morals.
(e) No bench shall Be placed anywhere in the City of
Santa Aha except at a location requested or approved by Pacific
Electric Railway Company or a company operating buses upon the
streets of Santa Aha, as a location designated to render a service
to the public.
(f) No bench shall be placed between the sidewalk and the
curb upon any dirt or planted area, without first obtaining consent
in writing from the owner of the property immediately adjacent to
said strip of ground between such sidewalk and curb, and filing
the same with the City of Santa Ans.
(g) No bench shall be maintained nor allowed to remain
upon the public streets of Santa Aha that is broken, dangerous or
unsightly and any such benches shall be immediately removed and re-
placed with a new bench, complying with all the terms of this Ord-
inance.
(h) Any bench placed upon the streets of the City of
Santa Aha shall be removed within thirty (30) days from and after
the date its' removal is requested by the City Council or the
Street Superintendent if he be designated as hereinabove in Sub-
section (a) provided for."
SECTION 2:
'That Section 2 of City Ordinance Number 1176 is here-
by repealed.
SECTION ):

AN ORDLN~NCE OF THE cITY OF SANTA ANA
ESTABLISHING I~ENTAL CHARGES AND REGU-
LATIONS FOR THE USE 0F THE SANTA ANA
MUNICIPAL BOWL.
THE COUNCIL OF THE CITY OF SANTA ANA DO ORDAIN AS FOLLOWS:
SECTION l:
That ell use, rental, occupancy and control of that
certain property belonging to the City of Santa Aha located
upon the West side of Flower Street and between 6th and 8th
Streets in said City, known as the Santa Aha Municipal Bowl,
which includes the Stadium and the ares surrounding the Sta-
dium to the fenced boundary thereof, shell be under the terms,
conditions and provisions of this Ordinance.
SECTION 2: - RENTAL
(a) That permits for the use of the Santa Aha Municipal
Bowl shall be obtained from the office of the Perk Superinten-
dent, subject to the approval of the City Council, upon the
payment of the minimum rental fee herein provided for, and
upon making satisfactory arrangements for the payment of ren-
tal charges in accordance with the terms hereof.
(b) That a minimum rental of $25.00 per day is hereby
fixed for any use for which am admission chsrge is to be made
or for which any fee or payment is required of the spectators
or participants. Said minimum rental shall include only the
use of the permanently installed fixtures and equipment and
the services regularly furnished.
(c) That the maximum gross rental for all events shall
be ten percent (10%) of the first $1000.00 gross gate receipts,
and fifteen percent (15%) of all gross gate receipts in excess
of the first $1000.00. An agent of the City shall be allowed
access to the records and books of any person or organization
using the Bowl, which records shall include copies of any tax
returns made by such person or organization. Any person

obtaining a permit to use said Municipal Bowl where admissions
are charged shall, within two (2) days following the use, file
with the Santa Ana City Auditor, a statement of the gross gate
receipts and pay therewith the percentage due as rental as here-
in provided for. In the case of any person or organization mak-
ing repeated use of said Municipal Bowl, where such accounting
proceedure is inconvenient, an axtension of the time provided
for herein may be granted by the City Council, by minute order
made and'duly entered.
SECTION 3:
That every person, firm or corporation granted per-
mission to use the Santa Aha Municipal Bowl, where no admission
or fee is paid, shall furnish, without expense to the City, such
police and fire protection as designated by proper authorities.
SECTION 4:
That no public address system or other sound amplify-
lng device shall be used on said property other than that parma-
nently installed in the Bowl, without written permission from
the Psrk Superintendent.
SECTION 5:
That no intoxicating liquors shall be sold or con-
sumed upon said premises.
SECTION 6:
That no person, firm or corporation shall erect, build,
install or alter any structure or thing upon said property with-
out first obtaining permission in writing so to do from the Park
Superintendent.
SECTION 7:
That no entertainment, exhibition, act or performance
shall be given in said Bowl unless five 5) days prior to the
date thereof, a list and description of said entertainment, ex-
hibitions, act, or performances be furnished the Park Superinten-
dent in writing, and then no such act, exhibition or performance

or part thereof may be given if, in the opinion of the Park
Superintendent, it might be injurious to the turf or facili-
ties or e~uipment of said Bowl or dangerous to life or pro-
perty.
SECTION 8:
That the City reserves unto itself the exclusive
right for the vending or renting of merchandise or the grantr
ing of concessions therefor, of broadcasting, televising, trans-
scribing or recording any and all exhibitions, games, perform-
ances, speeches, entertainments or programs, and no person,
firm or corporation may either directly or indirectly do any
of the things or exercise any of the rights herein reserved
exclusively to the City, without first having obtained from
the City Council a permit in writing therefor.
SECTION 9:
That any person, firm or corporation using Said Mun-
icipal Bowl shall be responsible for any damage or injury
caused by it or them or by the exhibition, performance, game
or acts done to the structures or facilities maintained by
the City therein.
SECTION 10:
That the Forrestry Board shall adopt rules and regulations
implementing this Ordinance to establish standards and proceed-
urea for the management of said Municipal Bowl, covering matters
not herein regulated, enlarging or interpreting the matters
covered in this Ordinance, but in no wise in conflict with any
provision of this Ordinance, which said rules and regulations
shall be submitted to the City Council for their approval before
they are put into effect.
SECTION 11:
Any person, firm or corporation violating any of the

provisions of this Ordinance shall be deemed guilty of a mis-

lation in the same form and subject to the same procedure
provided for by the Ordinances of the City of Santa Aha
and the laws of the State of California applicable to the
traffic violation within said City.
Any operator or owner of a vehicle to whom a citation has
been issued may, on or before the appearance date set out on
such citation, pay to the Clerk of the City Court as bail,
ss s penalty for, and in full satisfaction of such vio-
lation the su$ of One Dollar ($1.00). Said payment may be
made in person or by mailing said sum to the Clerk of the
City Court, City Hall, Santa Ans, California, within said
period. The failure of such owner or operator to make such pay-
ment within said period shall render such owner or eperator subject

to the provisions of this Ordinance.
SECTION 2.
Thet said Ordinance No. ll91 is amended by adding there-
to a new section to be known and numbered as Section ll½ to be inserted
at the end of Section ll en~ before Section 12 of said 0rdinence, which
said new section shall read as follows:
"SECTION ll~
(a) APPLICATION. Any person, firm or corpora-
tion csrrying on any building, construction, alteration,
repairs, or additions to the structural detail or pert
of any building in the central traffic districts A end B
and any public utility operating maintenance or service
vehicles in such traffic districts in the City of Santa
Ana, may apply to the Chief of Police Department for a
permit to use a parking meter hood or hoods. Such app-
lication shell state the name of the person, firm or
corporation, if a partnership, the names of the part-
~ners, the business address of the spplicant or applicents,
the nature of the business cerried on by him or them, the
fact that it is necessary to use e truck or trucks or
other vehicles because of the equipment thereon, carried
thereon, or the materiels or machinery transported there-
by, in said traffic districts. Upon spproval of said
application, the Chief of the Police Department shall for-
ward said spplication to the Auditor's Office for the
issuance of the permit applied for. Such applications
shall be numbered serielly and be filed by the Auditor's
office.
(b) ISSUanCE. Upon receipt of an epplication
approved as hereinabove provided for, the Auditor shall
issue a permit or permits which shell be numbered, and
each of which permits shell be sccompanied by e hood bear-
ing the same number as the permit, which hood shell, on
one side, bear the number of this

thereof except that a permit may be issued for a maxi-
mum period of six months, for which the fee shall be
$9.00. All permittees who do not maintain a regular
business establishment within the City of Santa Ana
for which they carry a vali~ and current city license
shall, prior to the issuance of Shy permit, make a
deposit of $5.00 for each hood issued, which deposit
shall be returned upon the surrender of the hood in
good condition to the auditor's office.
(4) LOST HOODS. The loss of any permit or
hood shall be reported to the Auditor's office not later
than noon on the next succeeding business day following
the loss and the permittee shall pay to the City of
Santa Aha $5.00 for each hoodlost. Permittee shall pay
to the City of Santa Ana $5.00 for any hood in his pos-
session that becomes damaged beyond repair. In event
repsir be possible, said permittee shall pay the cost
of such repair, which in no case shall emceed $5.00.
The provisions for payment, in case of damage next here-
inabove set out, shall not apply to damage or deteriora-
tion from normal usage or to damage by vandalism or mali-
cious mischief committed by persons other than~mmittee,
his agents or employees.
If permittee fails to return any hood and fails
to renew his permit granted hereunder, by paying the charges
hereinabove fixed therefor, within seven (7) days of the

expiration of said permit, he shall pay to the City of
Santa gna for such unlawful withholding of such hood, the
sum of $&.00. No new permit or hood shall be issued to
any permittee when any payment provided for in this sub-
section (dl has become due and has not been paid. The de-
termination of the cause of damage to any hood shall be
made by the Chief of Police.
(e) C~NCELL~TION OF FEF~MITo The Chief of Police
shall revoke any permit issued hereunder and immediately
take up and return to the Auditor's

(f) USES PROHIBITED.
1. No person, other than permittee, his regular
employees or agents shall use any hood issued
hereunder.

or agents, shell perk or place any vehicle or
thing between the parallel lines bounding the
perking stall immediately adjacent to and re-
gulated by any perking meter which is covered
by a hood.
3. No person other than permittee, his employee
or agent, or a member of the Police Depart-
ment shall remove any hood from any perking
meter.

upon receipt of notice of revocation by mail.
He may, in writing, request a hearing into the
reasons for the revocation before the City Coun-
cil. The City Council may hold such hearings dur-
ing the day or at such time and place as they may
designate and their determination sh~ll be final.
Unless the City Council after hearing, waive the
revocation, no permittee shall be issued a new
permit or hood within 30 days of such revocation.
The City Council at any hearing he~d, or if there
be no hearing requested, the Chief of Police may
extend the period during which no new permit or
hood shall be issued, to, but not exceeding

That Santa Ann Ordinance Number 864, entitled,
"AN ORDINANCE PROVIDING T~E RULES AND REGUL~TIONS REGULATING THE

LIQUIDS IN THE CITY OF SANTA ANA, AND PROVIDING OTHER FIRE ~RE-

ORDINANCE", is,hereby amended by amending the Sixteenth para-
graph of Section 6, Article 6 of the Code of Rules and Regula-
tions, to reed as follows:
Smoking in any service station, public filling sta-
tion, jobbers plant, premises or place where inflam-
mable liquids are dispensed is hereby declared to be
unlawful. It shell be the duty of the proprietor of
any of the aforementioned places to cause metal signs
to be displayed in such places as can be clearly seen
by the public, which said signs shall have the follow-
ing words upon them in letters not less than three (3)
inches in heighth, "NO SMOKING STOP B~0TOR SELF SERVICE
PROHIBITED" and which sign shall, at the bottom there-
of, beer the following words and figures in letters
not less than one (1) inch in heighth "CITY ORDINANCE
NUMBER 865".
SECTION 2:
That said Santa Aaa Ordinance Number 864 be, and the
same is hereby amended by amending Section 16 of Article 6 of the
Code of Rules and Regulations adopted thereunaer, by adding to the

end thereof a paragraph in the following words:
"It shall be unlawful for any person other than the
owner, part owner or person holding a valid exist-
ing permit ss required by virtue of the provisions
of Section 4 of this Article, or a person regularly
employed in the operation of the business for which
such permit is issued, to dispense, deliver, pump,
or in any manner to place in the tank of any motor
vehicle, any motor fuel or other inflammable liquid
in, or at Shy service station or public filling sta-
tion within the City of Santa Aha".

THE COUNCIL OF THE CITY OF SANTA ANA DO ORDAIN AS FOLLOWS:
Section 1. That the name of that certain street within
the City of Santa Ana, County of Orange, State of California, some-
times heretofore called Rousselle Street, said street running in a
northerly direction and lying between and parallel to Maple Street
and Oak Street, being more specifically described as follows:
That certain street forty feet in width,
adjoining, parallel to and lying easterly
of the right of way of Pacific Electric

AN ORDINANCE R2~UIRING THE 0APPII~ OR COVERING
THE CITY COUNCIL OF THE CITY OF SANTA ANA DO ORDAII~, AS FOLLOWS:
SECTION 1: As used in this Ordinance, unless the context
otherwise requires,
(a) "person" means any iadividual, firm, co-partnership, Joint
adventure, association, social club, fraternal organization, corpora-
tion, estate, trust, business trust, receiver, syndicate, city or muy
other group or combination acting as a unit;
(b) The slngulsr number shall include the plural, and the
plural the singular;
(c) "shall" is mandatory and "may" is permissive;
(d) an "abandoned" oil or water well shall include any such
well not actually and continuously used and any well, whether being used
or not, the mouth or entrance of which is left open.
SECTION 2: A person who digs, drills, excavates, constructs,
owns, or controls any water well or oil well and abandons such well,, and
a person who owns, possesses or controls any premises on which an aban-
doned water well or oil well exists shall cap or otherwise securely cov-
er the mouth or entrance to t~e well. The capping or covering shall be
so constructed and installed as will prevent any human being from fall-
ing into the well or from suffering any bodily injury, through accident
or inadvertence, by reason of the existence of the well.
SECTION 3: If any section, paragraph or provision of this
Ordinance be declared invalid for any reason, the City'Co,nell
hereby declares that it would have passed all other portions of this
Ordinance independent of any portion that may be declared invalid.
SEOTION 4: All ordinances and parts of ordinances in con-
flict with this ordinance are hereby repealed; provided, however, that
the provisions of this ordinance so far as they are substantially the
sene as existing ordinances, must be construed as continuations thereof,
and not as new enactments.
SECTION ..~: Violation of this Ordinance is a misdemeanor pun-
ishable by a fine of not more then Five Hundred Dollars ($500.00) or by
imprisonment in the County Jail for a period of not more than six (6)
months or by both such fine ~ imprisonment. Each day during any por-
tion of which any violation of any provision of this Ordinance is com-
mitted, continued or permitted is a separate offense.
SECTION 6: Recent events in the City of San Marino show that
death or serious bodily injuries may be caused by the existence of un-
capped, unfilled and abandoned wells, end open, unprotected excavations.
To prevent t~ occurrence of a similar tragedy or accident ih this County,
it is imperative t~at this Ordinance take effect immediately upon its
passage.
This Ordinance is, therefore, declared to be an urgency measure
necessary for the Immediate preservation of the public peace, health
and safety and shall become effective immediately upon its passage.
SECTION ~: The City Clerk shall certify to the passage of
this 0rdi~ance and shall cause the same to be published in three con-
secutive issues of the Santa Ama Register, a newspaper printed, publi-
shed and circulated in the City of Santa Ama, end hereby designated for
that purpose.

AN ORDINANCE ~r~DING CITY ORDINANCE NUMBER
1074 KNOWN AS THE "USE DISTRICTING ORDINANCE".
WHEREAS, the Planning Commission of the City of Santa Aha, after
public hearing at which no protests were made, recommended to the City
Council that the Zoning Ordinance of 1939 be amended to permit mortuar-
ies in any location in the 0-2, M-1 or M-2 districts by Resolution Num-
ber 246; and
WM~W~AS, the City Council gave due notice of a public hearing be-
fore the City Council and after said hearing, it appearing t~at there were
two mortuaries presently located in the C-1 district and that mortuarie s
would not be objectionable in said C-1 district, the City Council does
find that the public necessity requires the following amendments and
changes in the uses of certain property within the City, end that such
uses will not be detrimental to the surrounding property.
NOW, THEREFORE, THE COUNCIL OF THE CITY ~ SANTA ANA DO ORDAIN
AS FOLLOWS:
SECTION l: That Ordinance Number 107~ entitled, "AN ORDINANCE
ESTABLISHING DISTRICTS WITHIN THE CITY OF SANTA ANA AND ESTABLISHING
CLASSIFICATIONS OF LAND USES ~d~D REGULATING SUCH LAND USES IN SUCH DIS-
TRICTS; REGULATING THE HEIGHT OF BUILDINGS AND OPEN SPACES FOR LIGHT
AND VENTILATION; ADOPTING A MAP OF SAID DISTRICTS; DEFINING THE TERMS
USED IN SAID ORDINANCE; PROVIDING FOR THE ADJUSTMENT, AMENDMENT AND EN-
FORCEMENT THEREOF; PRESCRIBING PENALTIES FOR ITS VIOLATION AND REPEAL-
ING ORDINANCE NO. 809 AND ALL ORDINANCES AMENDATORY THEREOF OR SUPPLE-
MENT~RY THERETO, AND ALL ORDINANCES OR PARTS OR ORDINANCES IN CONFLICT
HEREWITH", be amended by amending subdivision (a) of Section 7 thereof,
as amended by Ordinance x~o. 1096 by adding following Part 2 of sub-
division (a) and before Part 3 of subdivision (a) a new subdivision num-
bered 2.1, to read as follows:
"2.1 Undertaking establishments, mortuaries or fun-
eral parlors provided an off-street automobile
parking area, exclusive of driveways, suffi-
cient for one automobile for every five seats
in the chapel or assembly room, is provided
at the t~me of establishing such undertaking
establishment, mortuary or funeral parlor
and continuously maintained on the same parcel
therewith or not more than 200 feet therefrom
and further provided that in no ease shall
said par~ing area be of a size smaller than
would be required hereunder to par~ 12 auto-
mobiles."
SECTION 2: That Part 2 of Subdivision(a)of Section 8 of said
as amended by Qrdinance No. 1096
Ordinance Number 1074/ relating to the uses permitted in C-2 O0MMERCI~.L
DISTRICT (for cc~venience, called general) be amended to read as fol-
lows:
"2, Any business of a retail, wholesale or service
type, except the following uses:
Any use prohibited in an M-1 district or per-
mitred only in an M-2 district,
Automobile wrecking,
Alcoholic beverage manufacturing or bottling,
Carpet cleaning plants unless entirely en-
closed within a building,
Ice manufacturing for commercial sale,
Lumber yards or building material storage
yards, unless entirely enclosed within buildings,
Milk-bottling plants,
Salvage yards,
Shooting galleries, except indoor,
Storage of gasoline or Class "A" petroleum
products in excess of a total of 5000 gallons
or 5000 gallons of other petroleum products
for 2500 square feet of lot area."

AT ANY GASOLINE STATION NOT OPEN FOR BUSINESS.
THE COUNCIL OF THE CITY OF SANTA ANA DO 0RD,_IN AS FOLLOWS:
SECT ION 1:
That Santa Aha Ordinance Number 864, entitled, "AN
0RDIN~NCE PROVIDING THE RULES AND REGULATIONS REGULATING THE PL~ND-
LING, EEE, PING, STORING, TRANSPORTING AND USE OF INFLAMMABLE LIQUIDS
IN TEE CITY OF SANTA ANA, AND PROVIDING OTHER FIRE PREVENTIVE MEA-
SURES IN SAID CITY: REPE^LING ALL 0RDIN~NCES IN CONF~,ICT HEREWITH
AND PROVIDING A ~ENALTY FOR THE VIOLATION OF SAID ORDINANCE, is
hereby amended by adding to the end of Section 9, of Article 6, a
paragraph to read as follows:
"It shell be unlawful for any person, firm or
corporation to park or leave unattended any
"tank truck",, or any "tank truck trailer" as
defined in this Section, or any vehicle having
a tank with a capacity of greater than twenty-
five (25) gallons which is not permanently
connected by pipe or tubing to the engine of
the vehicle and which tank contains any in-
flammable liquid or petroleum gas, unless the
same is within a locked inclosure and in dis-
tricts Number M-~ and Number M-2 as defined
in the Use Districting Ordinance and isolated
from adjacent buildings. The area where such
vehicles are stored shall be kept free of all
combustible materials".
SECTION 2:
That Section 6 of Article 6 of said Ordinance Number
86~ is hereby amended by adding to the end thereof, a paragraph in
words and figures as follows:

"It shall be unlawful for any person to park
any vehicle and leave the same unattended,
within fifteen (151 feet of any gasoline pump
island or gasoline pump at any service station,
or public filling station, when the same is
not open for business. It shell be unlawful
for any person to do anything that will in-
terfer with free passage within fifteen (15)
feet of any gasoline pump island when said
station is not open for business".
SECTION ~:
The City Clerk shall certify to the passage of this

PROHIBITING CERTAIN TRUCK TRAFFIC ON
PORTIONS OF FLOWER STREET, NORTH PARK
BOULEVARD AND SANTA CLARA AVE~u~ IN
TEE CITY OF SANTA ANA.
WRE~EAS, heretofore Resolution Number ~7~2 designated
Bristol Street mad Memory Lane to Seventeenth Street, and
Seventeenth Street from Bristol Street East to the Easterly
city limits, as a troAck route; and
WHEREAS, said Resolution was submitted to and approv-
ed by the Department of Public Works of the State of California
thereby making the same effective as a t~ck route, serving in-
coming traffic on Garden Grove Boulevard and the Northwest por-
tion of Santa Aha generally.
NOW, THEREFORE, the COUNCIL OF THE CITY OF SANTA ANA
DO ORDAIN AS FOLLOWS:
SECTION 1: That it shall be unlawful for any person,
firm, or corporation to operate any commercial vehicle as now
defined in Section 54 of the Vehicle Code, which has ~ gross
weight of 4000 pounds or more upon that portion of Flower Street
from Santa Ana Boulevard to Seventeenth Street, upon that por-
tion of Garden Grove Boulevard, which is knowrn as Memory Lane,
within the City of Santa Aha, from Bristol Street East to Flower

SECTION 2: That the terms of this Ordinance shall
not apply to buses, nor to commercial vehicles making local de-
liveries in the vicinity of the streets herein.controlled.
SECTION 3: Any person violating any provision of this
Ordinance, shall be deemed guilty of a misdemeanor, and upon con-
viction thereof, ehall be punishable by a fine not exceeding
Three Hundred Dollars ($$00.00) or by imprisonment in the County
Jail not to exceed ninety (90) days, or by both such fine and im-
prisonment.
SECTION 4: The City Clerk shall certify to the pass-
age of this Ordinance and shall cause the same to be published
in three~consecutive issues of the Santa Aris Register, a news-
paper printed, published and circulated in the City of Santa

SECTION .1.: It shall be unlawful for any person to drive, operate
or ride any motor vehicle, motorcycle, motor scooter, bicycle or other
mechanical contrivance in any portion of any public park in the City of
Santa Aha, or upon any road or street therein which has been barricaded
by the placing of pos, ts at intervals of not less than 5 feet or by the
placing of a horizontal bar across the area or by the posting of signs
or words indicating that vehicmlar traffic is prohibited, or to operate
such vehicle in any part of such park within 50 feet of any child under
the age of 15 years, at a speed exceeding 15 miles per hour.
SECTION 2: The Council of the City of Santa Ana may designate
by the adoption of a Resolution, any area of any municipally owned pub-
lie park in said City to bo closed to vehicular traffic as hereinabove
referred to, and thereafter the operation of any vehi~cle as herein de-
fined in any area so closed to vehicular traffic is prohibited, except
such municipally owned vehicles as are necessary to maintain and service
said park or vehicles necessary to the doing of work t&erein.
SECTION 5: Any person violating any of the provisions of this
Ordinance shall ~e deemed guilty of a misdemeanor, smd upon a~nviction
thereof, shall be punishable by a fine of not more than $500.00 or
pris~-ment in the County ~ail for a period of not more than 6 months, or
by both such fine and lmpriso-ment.
SECTION 4: The City Clerk shall certify to the passage and
adoption of this Ordinance and shall cause the same to be published in
three consecutive issues of the Santa Ana Register, a newspaper printed,
published a~l circulated in the City of Santa Ana, end hereby designate~

AN ORDINANCE OF THE CITY OF SANTA ANA REGULATING
PARKING AND TRAFFIC wOVEMENT8 ON MUNICIPALLY OWNED
PARKING LOTS
WHEREAS, the 0ity of Seata Ana has acquired a certain piece of
property on Third Street, North of Birch Park, and may hereafter ac-
quire other parcels of property in the City of Santa Ama for use in
parking of vehicles off the streets of said City; an~
WBEREAS, it is necessary to the operation of property for such
a purpose, that certain regulations be enacted to govern the use
thereof to prohibit dangerous and undesirable practices and movements
and prescribe penalties for the violation thereof.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF SANTA ANA DO ORDAIN
AS FOLLOWS:
~CTION 1: That the City Council of Santa Ann, California may,
by Resolution, declare the necessity for the use of parking meters on
any perking lot within the Olty of Santa Ana that is municipally owned;
may fix and determine traffic patterns for the movement of traffic on
'such municipally owne~ perking iota and governing the ingress and
egress thereto and therefrom, and when said Council regularly passes
and adopts any Resolution for any of said purposes, the same shall
control the use of the area effected thereby.
SECTION 2: It shall be unlawful for any person on any public
perking lot which is municipally owned:
(a) To enter said parking lot over any area or drive-way
or the portion between any curb-returns which is not
marked with the word "antrence" painted thereon or in
some manner clearly designated for use as an entrance.
(b) To park, place or rank any vehicle on any portion of
such lot in such a manner as to interferewith or re-
strict ~he freedom of traffic movement between the
areas indicated for perking, or to interfe~with the
free ingress or egress to and from said lot.
(o) To move any vehicle from any such parking lot into
any public way over any area ex0ePt an area marked
with the word "exit" or otherwise indicated by arrows,
signs or words that it is a drive-way, or place for the
leaving of such parking lot.
(d) To park any vehicle with a trailer or any other thing
attached thereto which extends into the areas aonmonly
used for traffic ~ovement.
{e) To park, place or rank any vehicle or thing on any por-
tion of said property which has been marked in red or
by pavement stripes or words or signs to indicate that
no parking is permitted.
(f) To park any vehicle or thing in any ~anner save s~d ex-
cept it be entirely within the area indicated for
hicular parking by parallel lines painted upon the paved
surface or in any manner so that any portion of said
vehicle or thing extends over or across any line painted
on the paved portion of said property.
(g) To move any vehicle on any such lot at any speed ex-
ceeding 10 ~lles per hour.
(h) To fail to place the na~e and address of the driver, the
name and address of the registered owner and the regis-
tration number of any vehicle that has collided with any
other vehicle or thing on such parking lot on the vehicle
or thing collided with if the same be unattended, or to
give such information to the person in charge of the
other vehicle or thing if the same be attended.
(l) To cause, allow or permit any vehicle to be parked over
time or beyond any period of time declared by Resolution
of the Oity Council to be the maximum time for parking on
such lot, or to remain im any metered parking place ad-
Jacent to or in front of any parking meter placed to re-
gulate parking in the stall occupied by such vehicle
while the signal showing legal parking is not displayed
by said parking meter.

(J) To deposit any coin, slug or thing in any parking meter
on such lot other than a coin of the United States of
America, of the size or value indicated for use in such
parking ~eter.
(k) To leave any vehicle or thing in any parking stall adja-
cent to or in front of any parking meter at any time be-
tween the hours of seven (?) A. M., and five
of any day, while or after said meter shows a signal in-
dicating unlawful parking.
(1) To park or place any truck exceeding two (2) tons in
gross weight, upon any portiQn of any such parking lot.
(m~ To drin~ any alcoholic beverage on said parking lot at
any time of day or night.
~ECTION ~: That the Police,Department and/or parking meter
officers under the jurisdiction of the Auditor, are hereby empowered
to issue Qitatlons in the usual form and manner for any violation of
any provision of this Ordinance.
SECTION $: That the Police Department is hereby authorized and
directed to remove and place in storage, at a regular storage garage,
any vehicle left on any such par~ing lot for a period exceeding thirty
(30) hours, unless special permission has been granted tl,~/~:':~,;~ by
the Chief of the Police Department, for such extended parking privi-
lege.
SECTION ~:, That tD~ Police Department may authorize and order
the removal and storage in a regular storage garage of any vehicle
which is par~ed on any such par~lng lot in violation of sub-divisions
(b), (d), (e), (f) or (1) of Section 2-hereinabove.
SECTION'6: Unless otherwise declared by Resolution adopted by
the City Council, every person par~ing any vehicle on any public
parXing lot regulated by parking meters shall 1..~edlately deposit in
the meter regulating the par~ing stall occupied by such vehicle,
United States coins of the value of ten (10) cents for the first three
(3) hours of par~ing time, or United States coins of the value of

coins of the value or kind indicated on said meter,
for the period of time he desires to use said perking
stall. When the meter provides coin slots for five
cent coins and ten cent coins only, then such person
shall deposit five cents ($0.05) for each two hours
and/or ten cents ($0.10) for each four hours during
which he desires to use said stall, for the privi-
lege of parking such meter vehicle. When the meter
provides coin slots for the use of dimes, (10¢ pieces),
quarters, (25~ pieces), and indicates that the meter
charge is ten cents for the first 3 hours of par~ing
time, or twenty-five cents for 10 hours of parking
time, he shall immediately deposit United States
coins of the value Ludicated, for the time during which
he desires to use such parking stall for the parking of
such vehicle. If the parking meter affords an option
as to coSbinations of coins-to be deposited therein,
there shell immediately be deposited in such meter, a
United States coin or coins of the type or types and
value or values as indicated on and by such meter to
cover the parking time desired, and no person shall
leave any vehicle parked ia any such metered parking
stall without depositing in such meter the coin or
coins as indicated for mae in such parking meter for
the privilege of so doing."

T~AT WHEREAS, the City of Santa Aaa, California, did, on the 28th
day of December, 1914, by Ordinance, elect and determine to avail itself
of the provisions of the Act of the 27th day of March, 1895, and subse-
quent amendments thereto, relative to the assessment ama collection of
taxes for the municipal corporation of the City of Santa Ama, Califor-
nia, and did, in accordance therewith, on or about said date, file with
the Auditor of Orange County, California, a verified copy of said 0rdi-
nance pertaining thereto as provided by law; and
WHEREAS, the Co,&mty Auditor of the County of 0ramge, Stats of
California, on the 5th day of August, 1949, filed his statement in
writimg with the City Council of the City of Santa Ama, California,
showing the total value of all property within the aor. porate limits
for the year 1949-1950, and equalized and collecteA by the Board of Su-
pervisors of 0re, ge County, California, and fixed the sum as show~ by
the assessment rolls for said year at $ 49~133~5%0.o0 , exclusive of
operative property, and showing the total value of all property belong-
ing to public utilities a~d used as operative property of such public
utilities withim the corporate limits of said City for the year 1949-
1950, as determined and equalized by the Board of Equalization of the
~tate of California, amounting to the sum of $ 3~862~900.00 , which
said amounts make a total assessed valuation for tax purposes withi~
the City of Santa Aha of the sum of $52,995t$50.00; and
WHEEEAS, the City Council elects to levy a total tax for the
sum .of $1.885 on each $100.00 of thb taxable property of said Olty
as provided by law, the amount of money ascertained and fixed to carry
on the verimus departments of the City of Santa An, and to pay the
bonded indebtedness falling due for the current year 1959-1950 is the
fixed sum of $98~,~2S.00; and
WHER~A.~, waid sUm is to be apportioned among the various depart-
ments of the said City of Santa Ana and placed in the general and spec-
ial funds to pay current municipal expenses on the assessed value of
all the real and personal property within such municipality, over and
above the several sums to be raised as provided by law:
S~0TION 1: That the total valuation of the taxable property of
the City of Santa Ann of $52,~6,~50.00 shall be used as a basis for
the levy of the taxes of the City of Santa Ann, at the same time and
in the same manner in which County levies are made and collected.
SECTION 2: That the rate of taxation for municipal purposes
and to pay the bonded indebtedness and interest of the City of Santa
Aha, California for the current year 1959-1950, is hereby fixed at
$1e8~5 on the taxable property of said City, and that said amount of
$~8~,625.~0 i~ the aggregate, and the rate sum of $1,885 on each
$100.00 of the taxable property of said City is hereby levied upon all
the taxable property of said City ae ascertained by the County Assessor
and equalized by the Board of Supervisors of Orange County, California,
and as ascertained and equalized by the Board of Equalization of the
State of California, as aforesaid, except as hereinafter otherwise pro-
vided, and which said rate so fixed shall be apportioned among special
funds to pay the current expenses, bonded indebtedness and interest and
other indebtedness of said City~: falling due for the current fiscal
year 19~9-1950 and other several s,,m- to be raised as fixed and pro-
wided by law, as follows, to,wit:

rate so fixed shall be apportioned among special funds as follows, but
that said.rate shall not apply to any portion of that property in South-
east Santa Aha added to said Oity by annexation, which said annexation
was certified by the Secretary of State on A~gust 22, 1946;

SECTION 3: The City Clerk is hereby instructed to ~mmediately
submit a certified copy of this Ordinance to the County Auditor of
Orange County, California.
SECTION 4: That this City Council, by unanimous vote, does hers-
by elect to levy a total tax during the fiscal year of ~uly, 1949 to
~une 30, 1950, for all purposes provided in Subdivision 9 of Section
$764 of an Act of the Legislature entitled "An Act to Provide f~r the
Organisation,'Incorporation and Government of Manicipal Corporations",
Statutes of 1883, page 93 as amended, but exclusive of the tax for li-
brary, state retirement, recreation, bond, interest and sinking fund
purposes, in excess of One Dollar, but not in excess of One Dollar and
Twenty-five cents ($1.25) on each One Hundred Dollars of the assessed
value of.all real and personal property within the said 01fy of Santa
Ama, as set forth in this Ordinance.
SECTIONS: This Ordinance is urgently required for t~e Immed-
iate preservation of public health, peace and safety. The following
is a specific statement showing the urgency of this Ordinance:
That the revauue to be derived from the taxes to be l&vied and
collected in accordance with the terms hereof is necessary for the pre-
servation of public health, peace and safety; and in order for this Or-
dinance to be in effect in time required for this year's tax levy, an
,rdihance is now fmmediately required; therefore the City Council de-
clares that this Ordinance shall take effect as, and is adopted as, an
emergency measure, and be in force from amd after its adoption.. It is
provided, however, that in the event the provisions declaring this
emergency shall be held to be inva~d for any reason whatsoever, then
and in that event this Ordinance shall nevertheless ta~e effect thirty
(30) days after the a~option thereof as hereinafter set out, an~ there-
after shall be in full force an~ effect.
SECTION 6: The City Clerk shall certify to the passage and ad0p-
tion of this Ordinance by a vote of five members'of the City 00until of
the City of Santa Ama and shall cause the same to be published in three
~nseeutive issues of the Santa AnaIn~penden~anewspaper printed, Pub-
lished and circulated in the City of Santa Ann and hereby designated for
that p~rpose.

SECTION %: That Section 2 of City Ordinance No. 1029, entitled
"AN ORDINANCE IN RELATION TO AND REGULATING THE BUSINESS OF DEALING IN
MOTOR YE~iICLES AND PROVIDING PENALTES FOR THE VIOLATION HEREOF", be
and the same is hereby amended to read as follows:
"SECTION 2: It shall be unlawful for any person,
firm or corporation, to engage in the business of
an automobile dealer, as the same is defined in this
0rdlnanoe without first having received a permit in
writing so to do from the City Council of the City
of Santa Ann. Any such permit shall be effective for
a period of one year from its date.
To obtain such permit, a written application shall
be made to the City Council of the City of Santa Ann.
Such application shall be accompanied by an affida-
vit of the applicant which shall set forth the follow-
lng information, to-wit: the name, age and resident
address of the applicant, if a natural person, or if a
corporation, its name, date and place of incorporation,
address of its principal place of business and the
names of aL1 its officers, together with their respect-
ive addresses; or if a partnership, association or in-
corporated eoSpeny, the names of the partners compris-
ing the association or company, together with their re-
spective addresses, the address at which such business
is to be conducted, and a statement as to whether or
not an application for a similar permit has been refused
or cancelled by this or any other municipality in the
State of California, end if so, a full statement of the
reasons therefor.
Such application shall be filed and signed by the appli-
cant, in person, and if applicant be.a corporation, it
shal~ be signed by a duly authorized officer thereof,
and if applicant be a partnership, it shall be signed by
all partners. The application shall state the address,and
size of the property, giving the number of feet on each
side of said parcel."
SECTION 2: That Section 3 of said Ordinance No. 1029 is hereby
amended to read es follows:
"SECTION 3: The City Council sha~l have the power to
deny any application if it be deemed by them that the
applicant is not a suitable or proper pereon to c~rry
on the business for which a permit is required, or if
the place at which the same is proposed to be located,
practiced, carried on, or conducted, is not a suitable
or proper place therefor. If shy application is denied,
the amount of money deposited with the City Clerk by the
applicant shall be returned to the applica~t."
SECTION ~: That Section 4 of said Ordinance No. 1029 is hereby
amended to read as follows:
"SECTION ~: The City Clerk shall require an application
fee of $5.00 for each original application. Said permits
must be renewed annually and the fee therefor shall be
$5.00. After a permit has been.issued, it shall not be
necessary to again file a formal application for renewal
of' such permit. No permit issued under this Ordinance
is transferable. Any dealer may have as many locations
as he may desire, provided he obtains a permit for each
location."
SECTION 4: The City Clerk shall certify to the passage of
this Ordinance and shall cause the same to be published in three con-
secutive issues of the Santa Aha Independent, a newspaper printed,
published and circulated in the City of Santa Ann, and hereby

W~EAS, the Planning Commission of the City of Santa Aha has
given notice'of public hearings as required by law in connection with
an application to amend the Zoning Ordinance to cover the properties
herein described, and has duly held two public hearings upon the
question of such amendment, and thereafter by resolution No. 258,
recommended such amendment to the City Council for adoption: and

W~EREAS, the City Council of the City of Santa Ann did heretofore
on ~uly 25, 1959, by Resolution Number 3821, initiate amuexation proceed-
ings covering certain uninhabited territory contiguous to maid City,
which said Resolution was regularly published in the Santa A~a Register,
a newspaper of general circulation, printed and published in said City,
said publication being made once a week for two Successive weeks prior
to the he,ring on said proposed annexation, which said hearing was set
by said Resolution so published, on the 15th day of August, 1959; and
W~EEAS, at said hearing on the 15th day of August, 1949, there
were no objections to said proposed annexation, and no written protest
was filed by any person against said proposed annexation.

notice as hereinabove set forth and as in the films of thim proQeeding

SECTION 2: That Paragraph 9 of Section 5 of said Ordinance
Numbered 658 be and the same is hereby amended to read as follow~:

~ECTION 3: That Paragraph i of Section 9 of said Ordinance
Number 658 be and the same is hereby amended to read as follows:
"In all cases where the amount of license to be
paid by any person, firm or corporation is based upon
the amount of receipts or sales or of business trans-
acted, or upon the number of men employed, or upon the
numar of ~ehicles used, or upon the amount of the maxi-
mum admission fee charged, or upon the n~uaber of tables
used for any game, or upon the number of rooms in any
building, such person, firm or corporation, shall before
obtainXng a license for his, their, or its business
and within one month after the beginning of each license
period, if such busimess is established or in opera-
tion during any part of such month, render to the
Olty Clerk for his guidance in ascertaining the amount
of.license to be paid by such person, firm or cor-
poration, a written statement sworn to before some
officer authorized to administer oaths, showing the
total amount of receipts or sales or business trans-
acted during calendar year next preceding the date
of such statement or the average daily number of men
employed by such person, firm, or corporation during
the license period next preceding the date of such
statement, or the number of vehicles used, or the
amount of the maximum s&mission fee charged, or the
number of tables used for any game, by such person,
firm or corporation or the number of rooms contained
in such building, at the date of such statement.~

AN ORDINANCE PROVIDING METER~FREE PARKING
FOR CERTAIN A~PUTEES AND PARAPLEGIC '~mTERANS
THE ~OUNCIL OF THE CITY OF SANTA f~NA DO ORDAIN AS FOLLOWS:
SECTION l: That a physically incapacitated war veteran
who has lost one or both legs or the use thereof while on ac-
tive duty with the armed forces of the United States, shall
be entitled to park and remove any automobile operated by such
war veteran or have the same done for him while he is a passen-
ger in such vehicle, free of charge and free from any overtime
penalty, in any parking space on any public street or in any
off-street parking area operated by said City during all the
hours when it is otherwise lawful to park in the said space,
excepting only that the privilege of parking overtime without
penalty shall not apply to any loading zone, or limited park-
ing zone where the maximum lawful time for parking is less than
one hour.
SECTION 2: The provisions of Section i shall only apply
to a veteran who has presented to the CHIEF OF POLICE of the
City of Santa Ana, evidence that the applicant satisfies the
requirements of said Section 1. The CHIEF OF POLICE shall is-
sue to veterans satisfying the requirements hereof, an identi-
fication card and a small but inconspicuous sticker to identify
the vehicle. The automobile shall bear said sticker at all times
on the lower right-hand corner of the windshield and the veteran
shall at all times carry the identification card and present same
whenever requested by any Police Officer.
SECTION ~: The City Clerk shall certify to the passage

of ORDINANCE No. 790 and ~DING SECTION 2 of ORDINANCE No. 892
The Council of the City of Santa Ana do ordain'as follows:
SECTION l: That Sections l, 2 and 3, of Ordinance No. 790
entitled "An Ordinance Providing for the Creation of a Planning
Commission; defining the duties of said Commission; providing for
the salary of the Secretary thereof; and declaring the necessity
of such a Body", be and the same ere hereby repealed.
SECTION 2: That Paragraph 4 of Section 4 of said Ordinance
~o. 790 is hereby amended to read as follows:
"4. To approve, conditionally approve, or disapprove
tentative maps of proposed subdivisions of land, and to re-
port its action direct to the subdivider or his represen-
tative. The City Council hereby designates the Planning
Commission as its Advisory Agency with respect to the
design and improvement of proposed subdivisions. Every such
map or plat shall, prior to its final approval or disappro-
val by the City Council, be submitted to said Com~aission
for action thereon. To do such other things as shall be
necessary to carry out the provisions of the Ordinances of
Santa Aha relating to said Commission and the provisions of
the Conservation and Planning Act, Amendments thereto, or
any Act substituted therefor."
Section 3: That a new paragraph numbered "5" shall be
added, following paragraph numbered 4, to Section 4 of said
Ordinance No. 790, which new psragraph shall read as follows:
"5~. To adopt such by-laws as it may deem necessary
to provide for:
a. eThe time and place of meeting
b. The time and method of electing officers
c. Such other matters relative to organization of
the Commission and methods of administration of
its duties which are not otherwise provided for
by Statute or Ordinance."
Section 4: That Section 2 of Ordinance No. 892 entitled
"An 0rdinsnce Establishing a City Planning Commission for the City
of Santa Ana, with Nembership, Powers and Duties as Provided by
State La~' be, and the same is hereby amended to read as follows:
"Section 2: (a) The Planning Commission of the City of
Santa Aha shall consist of nine members of which seven mem-
bers ahsll be appointed in accordence with stere law and two
shell be ex-Officio or advisory members who shall be the
City Engineer and. the Chief of the Fire. Department of said
City of Santa Ans. Said ex-officio members shall have full
voting power and their terms on said Commission shall cor-
respond to their respective tenures in office.
(b) From and after the effective date
of this ordinsnce, no member of the legislative body of
the city of Sante Aha shall be eligible to membership on
the City Planning Commission.
(c) The vacancy caused by the ex-
officio membership eliminated hereby shall be filled
by an appointed member for a term ending June 30, 1952
a~d thereafter shall be for four years. The other
vacancy created hereby shall be filled by an appoint-
ed member for the unexpired term ending June 30, 1950.
(d) The existing terms of all other
appointed members shall remain ss they are at present.
All appointed members shall hold office until their re-
spective successors ere appointed and qualified."
Section ~: The City Clerk shall certify to the passage of

SectiOn 1: That the public peace, health, safety, com-
fort, convenience, interest and welfare require and there are
hereby established, set-back lines upon and along East Washington
Avenue in the City of Santa Ann, California between which set-back
lines and said Washington Avenue, it shall be unlawful for any
person, firm or corporation, to erect any building, wall, fence,
or other structure or thing. The set-back lines hereby established
are and their location is desaribed as follows:
A set-back line on the North side of East Washington
Avenue, 30 feet North of the surveyed center line of
said Street and a set-back line on the South side of
East Washington Avenue, 30 feet South of the surveyed
center line of said street, both of said set-back
lines extending from the East line of Lincoln Avenue
to the West line of Grand Avenue.
Section 2: The foregoing set-back lines are established
after the passing ahd adoption of Resolution of Intention, Number
3853 and a hearing held thereunder after notice by publication and
posting in the manner prescribed by Ordinance Number 813 and there
having been no wrltten or oral protest filed or presented, and the
Oity Council having called said public hearing and having considered
the matter.
Sectio.n 3: The Building Inspector of the City of Santa
Ann shall refuse to issue any permit for any building, wall, fence,
structure or thing or part thereof, proposed to be erected within
the space between last Washington Avenue and the set-back lines
hereinabove described and established by this Ordinance.
Section $: That any person, firm or corporation violating
any provision of this 0rdinanoe shall be deemed guilty of a mis-
demeanor and upon conviction thereof shall be punishable by a fine
of not more than Five Hundred Dollars or by imprisonment in the
County Jail of Orange County, for a period of not more than six
months, or by both such fine and imprisonment. Each day during
any portion of which, any violation of this Ordinance shall be
permitted, continued, or commttted, by any person, firm, or cor-
poration, shall constitute a separate offense and shall b'e punish-
able as such under the terms of this Ordinance.

tion shall state the name and address of the owner or person
in charge or control of such bicycle or bi0yc~es, the make and
kind of bicycle, the factory number thereof, the name of the
person, firm, corporation or association from whom the same was
purchased, and such other description and information relative
thereto as may, in the Judgment of the City Clerk of the City
of Santa Ann, be necessary and proper for the identification
thereof; thereupon, the City Clerk of the City of Santa Aha
shall, upon the payment by said applicant of a fee of fifty
cents (50¢) for the use and benefit of the City of Santa Ann,
issue to such applicant an identification plate having thereon,
in raised figures and letters, 'S.A.B.L.", the year, and a
serial number, which plate shall be immediately placed and se-
cutely attached'by such owner or person in charge or control
of such bicycle or bicycles upon the front upright bar of such
bicycle, and at or just below the handle bars, or under the
seat of such vehicle, so that the sams may be plainly seen, and
which plate shall at all times during the current year remain
on said bicycle and not be removed therefrom. Said City
Clerk of the City of Santa Ann shall at the same time give
to said person in charge or control of such bicycle or bicy-
cles, an identification card, said card to be carried at all
times by the person in charge thereof, when said bicycle is
in use, having upon it the identification number assigned to
the owner of such bicycle registered, also stating the name
and address of the owner and a brief description of such
bicycle."
SECTION 2: That City Ordinance Number ll31 be and the same
is hereby amended by amending Section 5 thereof to read as follows:
"Section 5. The registration of bicycles as herein pro-
vided shall begin with the 1st day of ~a~uary of each even
numbered year, and each and every bicycle owned and msed
within the corporate limits of the City of Santa Aaa must be
registered within ninety (90) days after the 1st day of ~anu-
ary of each even numbered year andaccomplished in the manner
provided in Section $ hereof."
SECTION 3: The City Clerk shall certify to the passage of
this Ordinance and shall cause the same to be published in three
consecutive issues of the Santa Ann Independent, a newspaper print-
ed, published and circulated in the City of Santa Ana, and hereby
designated for that purpose. This Ordinmnce shall take effect
30 days after it is passed and adopted.

ORDINANCE AMENDING ZONING ORDINANCE NO. 1074
WHEREAS, the Planning Commission of the City Of Santa Ana
has given notice of public hearings as required by law in connec-
tion with an application to amend the Zoning Ordinance to cover the
properties herein described, and has duly held two public hearings
upon the Question of such amendment, and thereafter by Resolution
No. 282 recommended such amendment to the City Council for adoption;
and
WtTEREAS, the City Oouncil gave due and regular notice of a
public hearing before said body and such public hearing has been
duly and regularly held, and the City Council does now find that
public necessity and convenience and general welfare require the
following amendment and change in the present classification of
certain property hereinafter described and that the proposed uses
under the proposed new classification will not be detrimental to
the surrounding property.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF SANTA ANA DO ORDAIN
AS FOLLOWS:
Section 1: That Sheet No. 39 of the Districting Map of the
City of Santa Ann of Ordinance No. 1074 be amended to reclassify

AN ORDINANCE PROHIBITING CERTAIN TRUCK TRAFFIC ON
BROADWAT BETWEEN EIGHTH STRUT AND SEVENTEENTH STREET
THE COUNCIL OF THE CITY OF SANTA ANAD0 ORDAIN AS FOLLOWS:
Sac~ion 1: That it shall be unlawful for any person, firm
or corporation to operate any commercial vehicle as now defined
in Section 35 Cf the Vehicle Code which has a gross weight of
four thousand pounds or more, upon that portion of Broadway be-
tween Eighth Street and Seventeenth Street in said City.
~ection 2: The terms of this Ordinance shall not apply to
busses nor to commercial vehicles making local deliveries in the
vicinity of that portion of Broadway herein above referred to.
~ection 3: Any person violating any provision of t~is
Ordinance shall be deemed guilty of a misdemeanor, and upon con-
viction thereof, shall be punishable by a fine not exceeding Three
Hundred Dollars ($300.00) or by imprisonment in the County ~ail not
to exceed ninet~ (90) days, or by both such fine and imprisomment.

tion, Repair, Moving, Removal, Demolition, Con-
version, Occupancy, Equipmemt, Use, Height, Area
and Maintenance of all Building and/or Structures
in the City of Santa Ana; Providing for the
issuance of Permits and Collection of fees th.re-
fer; Providing Penalties for the Violation there-
of; Declaring and Establishing Fire Zones; Repeal-
ing Ordinance No. 1180 of the City of Santa Aha
and all other Ordinances and Parts of Ordinances
in Conflict Therewith.
The City Council of the City of Santa Ana does ordain as fellows:
Section 1. That portion of a certain decmment, three
(3) copies of which are on file in the office of the City Clerk
of the City of Santa Aha, being marked and designated as "Uniform
Building Code, 1949 Edition, published January 1, 1949, by
Pacific Coast Building Officials Conference" and three (3) copies
of Volume II of the Uniform Building Code, be and the same is
hereby adopted aS the building code of the City of Santa Aha for
regulating the erection, construction, enlargement, alteration,
repair, moving, removal, demolition, conversion, occupancy,
equipment, use, height, area, and maintenance of all buildings
and/or structures in the City of Santa Ana; providing for issu-
ance of permits and collection of fees therefor; providing penal-
ties for violation of such code; declaring and establishing fire
zones; and each and all portions of the regulations, provisions,
penalties, conditions, and terms of such "Uniform Building Code,
1949 Edition, published January 1, 1949, by the Pacific Coast
Building Officials Conference," on file in the office of the
City Clerk and hereby referred to, are hereby adopted, and made
a part hereof as if fully set out in this Ordinance.
Section 2. That the entire incorporated area of t4.
City of Santa Aha is hereby declared to be and is hereby estab-
lished as a ~lre District and said fire district shall be known
and designated as Fire Zones 1, 2, and 3, and each such zone
shall include such territory or portions of Said city as
illustrated, outlined and designated on a certain map on file
in the office of th~ City Clerk of the City of Santa Ana being
marked and designated aa "Fire Zones of the City of Santa Aha,"
which is hereby adopted as the fire zoning map of the City of
Santa Ana for the application of the regulations included in
the Uniform Building Code, 1949 Edition, published January l,
1949, by Pacific Coast Building Officials Conference.
Section 3. That the portions of said Uniform
Building Code so adopted are as follows:
Section lO1 to Section 6004, both sections inclusive,
being Chapter 1 to 60, both inclusive, of said Code; and also
that section of the Code marked "Appendix" being Section 702
(c) to Section 5115, both sectione inclusive; Section 2301,
Weights of Building Materials; Section 2313, Table No. 23-C,
Horizontal Force Factors; Section 2525, Termite Provisions.
Section 4. That said Uniform Building Code, 1949
Edition, as adopted by this ordinance, is hereby amended in
the following particulars:
That there ia hereby added to Section 303-A the
following: "A fee of $1.00 shall be charged on all inetalla~$~s
and repairs to awnings which exceed the cost of $10.00 located
in the following districts: C-l, C-2, N-l, and M-2.
In addition to the foregoing fees, the applicant
shall pay the following fees for plastering:
For all plastering from twenty square yards (20 sq.
yds.) to one hundred square yards (100 sq. yds.), both inclusive,
the minimum fee shall be $1.00. For all plastering over one
hundred square yards (100 sq. yds.) and up to one thousand square
yards (1,O00 sq. yds.), one cent per square yard.
For all plastering over one thoueand square yards
(1,000 sq. yds.) up to three thousand square,yards (3,000 sq. yds.)

one-half cent per square yard.
For all plastering over three thousand square yards
(3,$$0 sq. yds.), one-quarter cent per square yard.
A fee of $10.$0 shall be charged for all inspections
outside the Jurisdiction of the building department. In addition
thereto, mileage at the rate of ten cents for each mile traveled
shall be charged."
Section 5. That Section 2~5, paragraph 2, is hereby
amended so as to read as follows:
.Any person, firm or corporation violating any of the
provisions of this ordinance shall be guilty of a misdemeanor,
and upon conviction thereof shall be punished by a fine not ex-
ceeding $3GO.~$ and by imprisonment in the County Jail for a
period not exceeding 90 days, or both such fine and imprisonment.
Each and every day of the continuance of any violation of this
ordinance shall be deemed to be a separate offense."
Section 6. That Section 1~4, Paragraph (h) (Moved
Buildings) is hereby deleted in its entirety.
Section 7. That Section 1602, Paragraph (b)
(Limitation of Types of Construction) is hereby amended to read
as follows:
"Floors over usable spaces, and all walls and parti-
tions shall be not less than one-hour fire-resistive construction,
provided, however, temporary partitions dividing portions of
stores, offices or similar places occupied by one tenant only
may be constructed of wood panels or ~milar light construction
up to a height of not to exceed 7' 0". In no case shall there be
less than 2' from the top of the partition to the ceiling immedi-
ately above such partition.
,Exterior walls within 2~t of adjacent property lines
shall be of not lees than 4-hour fire-resistive construction."

Section 8. That Section 22~4 i~ hereby amended so
as to read as follows:
"Ail exterior walls and interior bearing walls of
Type V buildings shall be supported on continuous solid masonry
or concrete footings which shall be of sufficient size to support
safely the loads imposed as determined from the character of the
soil. Foundation walls shall extend at least six inches (6")
above the finished grade adjacent to the wall at all points.
Nudsllls shall be properly grouted with mortar as required by
Table No. 2~-~, Type B, and bolted to the foundation or founda-
tion wall with not less than one-half inch (~") bolts, embedded
at least seven inches (7") into the masonry and spaced not more
than six feet (6') apart.
"Adequate method of nailing shall be provided for
screen vents when such vents are below mudslll."
Section 9. That Section 2501 is hereby amended by
adding a new subsection to be denominated subsection (e) and
to read as follows:
"(e) Infected Lumber. Ail wood used in any
structure shall be free from fungus, dry rot, pile burn, termites,
and all other disease or growth detrimental to lumber."
Section 10. That subdivision (b) of Section 2521
of said Code is hereby amended by adding at the end thereof
and as a part of the last sentence thereof, the following, to-wit:
" ........ provided, however, that no sole or plate
shall be cut for the installation of any pipe three inches (3")
or less in outside diameter, but for the installation of such
pipe, the soles and plates shall be bored with a hole of a size
not more than sufficient to permit the installation of said pipe."
Section ll. That Section 2522 is hereby amended so
as to read as follows:
,Ftrestopping shall be provided to cut off all
concealed draft openings (both vertical and horizontal), and
form an effective fire barrier between stories, and between a
top story and the roof space. It shall be used in specific
locations, as follows:
1. In exterior or interior stud walls, at ceilings
and floor levels.
2. In all stud walls and partitions, including
furred spaces, so placed that the maximum
dimension of any concealed space is not over
eight feet (8').
3. In f,mrred masonry walls.
Between stair stringers at least once in the
middle portion of each run, at top and bottom,
and between studs, along and in line with run
of stair adjoining such partition.
5. Around top, bottom, sides and en~s of sliding
door pockets.
6. In spaces between chimneys and wood framing,
loose incombustible materials shall be placed
in incombustible supports, or a metal collar
tightly fitted to the chimney and nailed to the
wood framing may be used.
7. Any other locations not specifically mentioned
above such as holes for pipes, shafting, etc.,
which could afford a passage for flames.
8. In all wood stud walls where taut wire is used
as a backing for plaster, two-inch (2") blocks
shall be placed in such a manner that they will
prevent the bending of studs.
"Fire stops when of wood shall be two-inch (2")
thickness. If width of opening is such that more than
nominal
one plece of lumber le necessary, there shall be two thicknesses
of one-inch (1") material with joints broken."
Section 12. That Section £5£3 (Foundation Ventilation)
is hereby amended by adding the following:
"~here basements are not provided there shall be at
least one opening through the exterior foundation walls not
less than sixteen inches by twenty-four inches (16"x24") with
a movable door or screened vent. If a screened vent is constructed,
such opening may be computed as a part of the required ventila-
tion space, provided, however, all such doors or screens shall
be set in metal frame."

"The lowest part of any movable awning or hood frame
shall be not less than seven feet (7') above the grade immediately
below, and the lowest part of any fringe attached to such awning
or hood shall be not less than six feet six inches (6'6") above
the grade immediately below. No drop shall be attached which
violates this required height.
"Awnings of a slide rod, rake pull, or stationary
type, where the wall of awning is less than the projection
over the sidewalk, shall be installed with Jack chains. Chains
shall be of sufficient size to withstand the load placed thereon."
Section 14. That Section 5111, Subdivision (b)
(Location) is hereby amended so as to read as follows:
"No water heater shall be installed in any room used
or designed to be used as a bathroom or closet or for sleeping
purposes. Any compartment less than six and one-quarter square
feet (63 sq. ft.) in area in which a water heater is to be
installed shall have at least one side open and ~uobstructed."
Section 15. That Ordinance No. 1180, entitled "An

Section 16. If any section, subsection, sentence,
clause, or phrase of this Ordinance is for any reason held to
be unconstitutional, such decision shall not affect the
validity of the remaining portions of this Ordinance. The
City Council hereby declares that it would have passed this
Ordinance and each section, subsection, sentence, clause, or
phrase thereof, irrespective of the fact that any one or more
sections, subsections, clauses and phrases be declared uncon-
stitutional.
Section 1T. The City Clerk shall certify to the
passage of this Ordinance and shall cause the same to be
published in three consecutive issues of the Santa Aha
IndeDend$$$ , a newspaper printed, published and circulated
in the City of Santa Aha, and hereby designated for that
purpose~ This Ordinance shall take effect thirty (30) days
from and after its adoption.
