City Council met in regular session.
Meeting called to order by the Mayor.
Present: Trustees William Jerome, J.L.McBride,
Milford W. Dahl, Courtney R.
Absent: Trustees None
Orson H. Hunter,
Chandler.
Each member of the City Council having received copies of the
Minutes of January 7, 1952, reading of the Minutes was dispensed
with and approved on motion of Trustee Jerome, seconded by Dahl
and carried.

Clerk was authorized to open bids for furnishing 10,O00 feet of 6 inch,
Class 150, Bell and Spigot, Cement Lined, Cast Iron Water Pipe, as
follows:

bid.

net ton; shipments from foundry to be made in carload
lots of at least 40,000 pounds, and for t~uck delivery

On motion of Trustee Hunter, seconded by Jerome and carried, the bids
were referred to the Administrator, City Engineer and Purchasing Agen'
for report at this meeting.

On motion of Trustee Jerome, seconded by Hunter and carried, the
following Ordinance entitled:
"Ordinance Amending Zoning Ordinance No. 1074"
to reclassify from the R-2 to C-2 District a parcel of land 55 x ll8
feet adjoining an existing C-2 District at the southeast corner of
~istol Street and First Street, was introduced, read, considered and
placed on file for second reading.

On motion of Trustee Dahl, seconded by Jerome and carried, the follow-
ing Ordinance entitled:
"An Ordinance to amend Subdivision (c) of
Section 2 of City Ordinance Number 1249"
establishing rental charges and regulations for the use of the
Municipal Bowl, was introduced, read, considered and placed on file
for second reading.
On recommendation of the committee and on motion of Trustee Jerome,
seconded by Dahl and carried, the following Resolution entitled:
"Resolution establishing time limit parking
zone under Section 9 of Ordinance No. 1030"
establishing a t~Tenty-minute zone on the south side of East First
Street between Oak and Hickory Streets, was read, considered,
~esignated Resolution No. 52-9 and passed by the following vote:

On motion of Trustee Hunter, seconded by Jerome and carried, the
following Resolution entitled:
"Resolution Accepting Easement Deed"
from Annetta J. Dingledy, conveying certain real property for the
widening of South Main Street, was read, considered, designated
Resolution No. 52-10 and passed by the following vote:

Judge's Office and Fire DePartment; and Planning Commission annual
reports for 1949-50 and 1950-51, were received and filed.
On motion of Trustee Hunter, seconded by Dahl and carried, the request
of W. T. Sohenk for permission to conduct public dances at the American
Legion Hall on Friday ~nd. Saturday nights, beginning Saturday, January!i
26th, 1952, during the hours of 9:00 P.M. to 2:00 A.M., was granted
subject to the approval of the Administrator and Chief of Police.
On motion of Trustee Dahl, seconded by Hunter and carried, the request!i
of the Park Superintendent for permission to attend the American
Institute of Park Executives in Fresno, February 18th and 19th, was
granted.
On motion of Trustee Jerome,
seconded by Dahl and carried, the
recommendation of the Planning Commission was accepted and Tentative
Map of Tract 1573 approved, being property on the east side of Grand
Avenue; the north line of the tract is about 601 feet south of the
center line of East Seventeenth Street.

On motion of Trustee McBride, seconded by Jerome and carried, the
recommendation of the Planning Commission was accepted and Revised
Tentative Map of Tract 1572 drawn to the scale of forty feet to the
inch approved, being property between 5-istol and Baker Streets and
extending north from a line about 293 feet north of Seventeenth Street~
and original Tentative Map of Tract 1572 drawn to the scale of eighty
feet to the inch and involving the same property was rejected.
On motion of Trustee Dahl, seconded by Hunter and carried, Tentative
Map of Tract 1411, consisting of twelve lots lying in a portion of the
area between Wright St~-eet and the southerly prolongation of the east
line of Linwood Place and between First and Fourth Streets, was tabled
until next meeting.
On motion of Trustee Dahl, seconded by Hunter and carried, ~entative ~
Map of Tract 1575 showing 49 lots fronting on extensions of Maple and
Orange Avenues between Delhi Road and Central Avenue, was referred to
the Planning Commission and City Engineer for further study regarding
connection to Orange Avenue.
On motion of T~stee Dahl, seconded by McBride and carried,
the
recommendation of the Planning Commission was approved and variance
granted to Arden Farms to permit general offices and wholesale and
retail distributing plant for milk, ice cream, and dairy products (no
processing or production) on a parcel of land bounded on the south by
East First Street, on the west by the subdivision known as Home Place;
on the north by a line parallel to the south line of East EQ~umth Street
and distant 360 feet therefrom; and on the east by a line parallel to
the east line of Home Place and distant 246.8 feet therefrom , being
on the north side of East First Street between MoClay and Wright Streets,
subject to certain conditions.
Communication was read from Planning Commission recommending that
Hallada~ Street be widened to 80 feet by adding 40 feet to the east
side south of the Pacific Electric tracks and by adding ~0 feet to the

On motion of Trustee McBride, seconded by Jerome and carried, Agreemen
dated January 21, 1952 between the City and State Personnel Board to
render any desired services in connection with personnel work, was
approved and proper official authorized to execute agreement.
On motion of Trustee Emnter,~ seconded by Jerome and carried, request
of MacFarlane Electric, on behalf of Safeway Stores Inc. for permissio~
to install an oval sign reading "Safeway" on a pole at Store No. 432,
at 1437 South Main Street, which sign will extend over and upon the
five-foot set-back line, was granted and proper officials authorized
to execute agreement.
On motion of Trustee McBride, seconded by Jerome and carried,
application of Orange County 4-H Club Council to solicit funds for a
bazaar to be held April 5, 1952 at ll8 West Fourth Street, was referre,
to the Business Men's Association for recommendation.
Report of the City Attorney was read reference business license tax
application to commercial ventures owned by religious organizations,
and on motion of Trustee Hunter,.~econded by Jerome and carried,
request of Loma Linda Food Co. for waiver of payment of city license
tax was denied.
On motion of Trustee Dahl, seconded by Hunter and carried, the
Minutes of the Joint Outfall Sewer Executive Board meeting held Janua~
3, 1952, were received and filed.
On motion of Trustee Jerome, seconded by Hunter and carried, the
applications of Chester P. Gulick, Harvey F. Phariss and Charles W.
Luken, Jr., to drive taxicabs, were received and permits granted.
Communication Was read from Maynard B. Huff, Sunshine Homes, Inc.,
advising that B~rhugh Estates Inc. has taken over Tract 1508 and
requesting release of Tract Improvement Bond No. 600345, submitted by
Burr W. Huff, Sunshine Homes, Incorporated. On motion of Trustee
Dahl,.seconded by Jerome and carried, Bond No. 600345, submitted by
Butt W. Huff, Sunshine Homes, Inc., in the sum of $40,000.00 was
ordered released and substitute bond submitted by Barhugh Estates, Inc,
in the same amount covering improvements in Tract 1508 accepted,
subject to approval of bond by the City Attorney.
On motion of Trustee Dahl, seconded by Jerome and carried, Map of
No. 1292 for the extension of Martha Lane west of Pacific wss approved
and officials were authorized to sign same, subject to the approval by
the City Attorney of bond filed by George M. Sandstrom in the amount
of $4,000.00 to cover improvements.
On motion of Trustee Dahl, seconded by Jerome and carried, the follow-
ing Resolution entitled:

for the extension of Martha Lane west of Pacific, was read, considered,

seconded by Jerome and carried, the bid of the Pacific States Cast
Iron Pipe Company, in the amount of $1.51 per foot, was accepted for
the furnishing of 10,000 feet of 6 inch, Class 150, Bel~ and Spigot,
Cement Lined, Cast Iron Water Pipe, and all other bids rejected.
On motion of Trustee McBride, seconded by Hunter and carried, the City
Council adjourned.
