THE CITY OF SANTA ANA EXPRESSING ITS SUPPORT
FOR THE PRESERVATION OF THE PRINCIPLE OF
HOME RULE IN LOCAL GOVERNMENTAL LEGISLATIVE
BODIES
WHEREAS, at every regular session of the Legislature of this
State thousands of bills are introduced, and it now appears that the
greatest service any legislator can render to his constituents and the
citizens of this State is to consistently oppose bad legislation which
may be unnecessary, harmful and injurious to the American concept of
the preservation of local governmental authority and the maintenance
of non partisan local government.
NOW, THEREFORE, BE IT RESOLVED: That the City Council of
the City of Santa Ana hereby petitions the Governor and the legislators
of this State to veto, work against and vote against any and every bill
which would lku~ther restrict the already very limited area of county
and municipal home rule, to oppose bills seeking to regulate working
conditions, hours and wages of local governmental employees, and
other special interest measures that would restrict the limited area
of local government.
BE IT FURTHER RESOLVED: That this City Council expresses
its basic position on the following general principles:
1. Opposition to any legislation to extend tax exemptions
or to reduce the ad valorem property tax base;
Support of the present non-partisan, non-political
local elections for which the State of California has
been so favorably known and which have tended to avoid
the corrupt ward heeler control;
Support for continuation of local home rule and the
preservation of the right of local agencies to
determine all matters of local concern upon the basis
of the conditions existing in the cammunity.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 6th day of May, 1963.
