ADMINISTRATOR AND GRANTING A VARIANCE ON
VARIANCE APPLICATION NO. 1753 FILED BY
CHARLES P. RUMELL, SUBJECT TO CONDITIONS
WHERF~S, after public hearing on notice the Zoning Adminis-
trator denied Variance Application No. 1753, filed by CHARLES P.
RUMELL to construct a 4-unit two-story apartment building at the
rear of R-1 property located at 926 Orange Avenue; and
WHERF2%S, Appeal Application NO. 82 was duly filed by said
applicant requesting a hearing on said Variance Application before
the City Council; and
WHERF~S, the City Council, after public hearing on notice,
has determined that the Zoning Administrator should be overruled
and that said variance should be granted subject to certain
conditions.
NOW, THEREFORE, BE IT RESOLVED: That the City Council of
the City of Santa Ana does hereby grant a variance on Variance
Application No. 1753 to permit the property located at 926 Orange
Avenue in the City of Santa Ana, County of Orange, State of
California, described as:
Parcel No. 1: Lot 23, Tract No. 81, in the City of Santa
Ana as per map recorded in Book 10, Page 31, Miscellaneous
Maps in the office of the county Recorder. EXCEPT the South
6.23 feet thereof.
Parcel No. 2: The Easterly half of the alley~as per map
recorded in Book 10, Page 31 of Miscellaneous Maps in the
office of the County Recorder of Orange County, abandoned
by order of the Board of Trustees July 1925, Certified
Copy recorded July 22, 1925, Book;26, Page 253 of Official
Records,
in an R-1 District, to be used for the construction of a 4-unit,
two-story apartment building on the rear of said property. Said
variance is granted subject to the following conditions:
That a minimum of six 9' x 20' accessible and useable off-
street parking stalls be provided for the apartment on the
applicant's property;

That a minimum of one (1) covered off~street parking stall,
over and above that required for the apartment, be provided
for the single residence facing Orange Avenue;
3. That all parking stalls, driveways and maneuvering areas be
hard surface, asphalt or concrete and be marked;
4. That all lighting for off-street parking areas be reflected
away frc~ any nearby residences;
That a six (6) foot solid block wall be constructed along the
applicant's North property line, excluding however that portion
of the property occupied by the single residence;
6. That the development otherwise conform to all provisions of
the R-3Dlstrict.
That prior to the issuance of a building permit a 15-foot
radius property line spandrel easement be provided for at
the Northwest corner of Orange Avenue and Cubbon Street.
NOTE= Dedication shall be initiated by owner, through the
Department of Public Works, at least two weeks prior to
the issuance of a building permit or requested utility
release Go avoid delay.

Aha at its regular meeting held on the 20th day of May, 1963.
