Minutes was dispensed with and approved on motion of
Trustee Jerome, seconded by Hunter and carried.

Tract No. 1608
Communication was read from the Planning Commission recommending
approval of Tentative Map of Tract No. 1459, subject to certain ~
conditions, which ~ract consists of 66 lots and involves part of the ~I
property between the Freeway and .17th Street and between Santiago and
Lincoln Avenues. On motion of Trustee Hunter, seconded by Dah~ and
carried, the recommendation ~of the Planning Commission was accepted an~
Tentative Map of Tract No. 1459 approved subject to conditions as set
forth by the Planning Commission.
AttOrney Fred Johnson appeared before the Council and presented a ~
petition signed by fifteen residents and property owners objecting to :
the widening of South Main Street between McFadden and Anahurst Street
on account of inadequate drainage problems, traffic flow, uniform
footage, reasonable compensation for footage and changes in buildings, ~
etc. Mr. Johnson also presented a petition signed by seven residents ii
and prop~erty owners requesting that the widening project be abandoned
at this ~time or~ until the State decides that the widening is necessary
and signors requested receipt of quit-claim deeds for return of their ~
property. On motion of Trustee McBride, seconded by Dahl and carried, i
the petitions wsre ~eceived, filed and taken under consideration.
Fred Vollmer stated that some of the buildings in the area projected
over the set-back line and the City Engineer answered that a few build-i
ings do project over the set-back line but this has been called to the '
attention of the State Highway Department. Officials pointed out that
a total of 68 per cent of the property owners between McFadden and
Anahurst Street had donated the rights-of-way for the widening. Trustee
Hunter stated that between 72 and 75 per cent of the property owners
have signed deeds. Fred Devenncy stated that many people who signed
easements to the city for the work were not informed as to the true
nature~ of ~he project.. William Poulson, on behalf of various propertyi
owners~ stated his reason for objecting to the widening. On motion of
Trustee McBride, seconded by. Hunter and carried, the petitions were
denied.
On motion of Trustee McBride, seconded by Dahl and carried, the request
of Mrs. Patricia Herzog that either a crossing be provided or a
boulevard stop sign be installed at First and Lyon Streets, was referre~
to the State Highway Department.~

Communication was read from the Planning Commission recommending
approval of Tentative Map of Tract No. 1608, subject to certain
conditions, which Tract consists of l??~lots, and is bounded on the
east by North~Bristol Street and roughly on the north by Santiago Creek
and on the south by a line approximately 55 feet north of the westerly
projection of the center~line of Santa Clara Avenue. On motion of
Trustee Dahl, seconded by Hunter and Carried, the recommendation of the:
Planning Commission was accepted and Tentative Map of Tract No. 1608
approved subject to conditions as set forth by the Planning Commission
and subject to the following conditions: (1) extend Poplar Street to
the south line of Tract, (2) top eucalyptus trees on creek edge to 40 ft.
above the ground, (3) remove eucalyptus trees on Bristol Street. ~

County Peace Officers Association, stating that the Association is
anxious to purchase approximately 19.65 acres of City property
located east of the Santa Ana River between 17th Stress and Highway
22. On motion of Trustee Hunter, seconded by Dahl and carried, the
matter was referred to ~he Administrator, Trustee McBride, Attorney
and Engineer to negotiate to attempt to secure restriction in deed

On motion of Trustee Hunter, seconded by Dahl and carried, the reports
of the Building Department, Judge's Office, Police Department, Water
and Sewer Department for the month of Juhe; fiscal report for 1951-52
of the Judgers Office, statement of condition of funds for the quarter
ended March 31, 1952 of Diehl and Company and Civil Service Board
Minutes dated June 20, 1952, were received and filed.

On motion of Trustee Dahl, seconded by Jerome and carried, the Minutes
of the Joint Outfall Sew,r Executive Board meeting held June 5, 1952,
were received and filed.
Communication was read from W.M.Robertson, Major General, Director of
Civil Defense, together with copy'of statement of the Secretary of th~
Air Force, Thomas K. Finletter, in support of the decision to
immediately activate the Ground Observer Corps on'a 24-hour basis.
On motion of Trustee Hunter, seconded by Jerome and carried, the
communication and statement were received and filed.

On motion of Trustee Jerome, seconded by Hunter and carried, the
request of Daniel C. McNaughton, Director of Santa Ana College, for
reduction in rental fee for use of the Bowl on Sept. 13, was referred
to the Administrator, Trustee Dahl and the Park Superintendent for
report at the next meeting.

On motion of Trustee Hunter, seconded by Jerome and carried, the
request of Leonard Israel, M;D. for reserved parking space at 106
South Birch Street was referred to the Administrator, Engineer and
Chief of Police.

On motion of Trustee Dahl, seconded by Jerome and carried, the request
of L.H.Williamson for permission to preach the gospel, not more than
tlu~ee evenings a week, preferably at the corner of Sycamore and Fourth
Streets, was referred to the Administrator, Chief of Police and
Attoruey for report.
Communication was read from the City Engineer submitting copy of
letter from the Department of Finance and copy of Resolution 125 of
the State Allocation Board withdrawing the original application for
$283,524.14, Chapter 20 Funds and rescinding Resolution 211 allotting
such funds to the Santa Aha Sewer Construction Fund and approval by
the State, by Resolution 2043, allotting the amount of $283,525.1~ to
the Santa Ana Stor~ Sewer Construction Fund. On motion of Trustee

On motion of Trustee Hunter, seconded by Dahl and carried, the request
of Dr. Julia Hinrichs for a one-hour parking zone at 407 W. let Streeti
was referred to the Administrator, Engineer and Chief of Police.

On motion of Trustee Dahl, seconded by Jerome and carried, the
notification of the State Board of Equalization of alcoholic beverage
application made by Yoshiko H. Miyamae, 1301 W. 4th St., was received
and filed.

On motion of Trustee Dahl, seconded by Jerome and carried, the
applications of Oliver Dodge, Carroll B. Giles, Mary Vaughan and
Carlus Keller to drive taxicabs, were received, filed and permits
granted.
On motion of Trustee Jerome, seconded by Dahl and carried, proper
officials were authorized to execute contract dated June 30, 1952
between the City and Harrison Pontiac Company, for the purchase of
automobiles for the Police Department in the sum of $14,885.00 and
cancelling, contract dated July l, 1950.

On motion of Trustee Hunter, seconded by Dahl and carried, proper
officials were authorized to execute agreement dated July 7, 1952
between the City and Jimmie Kazaroff for the purchase of garbage until
November 30, 1952 and Administrator instructed to prepare notice and
specifications for sale of garbage setting date as August 4, 1952 for
opening bids.

On motion of Trustee Hunter, seconded by Dahl and carried, proper
official was authorized to sign escrow instructions from Sherman and
Helen E. Dotson, for the widening of South Main Street.
On motion of Trustee Jerome, seconded by Hunter and carried, the
demands as audited by the Finance Committee were approved and Clerk
authorized to issue warrants covering demands.
On motion of Trustee Dahl, seconded by Hunter and carried, John Knox
Jr. was appointed as a member of the Civil Service Board; term to
expire December 31, 1956.

On recommendation of the committee and on motion of Trustee Dahl,
seconded by Jerome and carried, the bid of Pacific Clay Products, in
the sum of $2,415.56 was accepted for the furnishing of 114~ feet of
15 inch standard strength vitrified clay pipe, and'the other bid
rejected.

On motion of Trustee Jerome, seconded by Dahl and carried, the oral
request of Walter W. Cole for annexation to the City of property
described as a portion of the North half, Sections l0 and ll, Township
5 South, Range l0 West, shown as Parcel 37 of the Assessor's Map,
being approximately eight acres lying between the River Channel and
King Street south of 15th Street, was referred to the Planning
Commission and County Boundaries Commission with the understanding
that the property owners submit topographical map to the Planning
Commission.
