THE PLANNING COMMISSION TO GRANT A VARIANCE
ON APPLICATION NO. 1850 FILED BY GOEDERS AND
MARK HOSPITAL, INC., SUBJECT TO CONDITIONS
WHEREAS, after public hearing on notice the Planning Commission
granted a variance on Variance Application No. 1850 filed by GOEDERS
AND MARK HOSPITAL, INC. to permit the construction of a thirty-bed,
one-story convalescent hospital for alcoholics on C-2 and R-2 property
located at 3209 and 3217 West Fifth Street, Santa Ana, California,
subject to certain conditions; and
WHEREAS, Appeal Application No. 109 was duly filed by the
WILLOWICK GOLF COURSE appealing the decision of the Planning
Commission and requesting a hearing on said Variance before the City
Council; and
WHEREAS, after hearing on notice, the City Council has
determined that the decision of the Planning Commission should be
affirmed and that said Variance should be granted subject to certain
conditions.
NOW, THEREFORE, BE IT RESOLVED: That the City Council of the
City of Santa Aha hereby affirms the decision of the Planning
Commission to grant a variance on Variance Application No. 1850,
sub3ect to conditions as follows:
1. That a six-foot solid block wall be constructed along the
applicant's entire east property line;

That a six-foot wall be constructed along the west line of the
rear parking lot where said line abuts residentially zoned
property;
e
That a landscaping plan indicating type, size and location of
all planting material be submitted to and approved by the
City Planning Department prior to utilities release by the
Building Department;
4. That any lights used in conjunction with the parking area or
hospital operation be reflected away frc~ nearby residences.
5. That all off-street parking and maneuvering areas be on asphalt
or concrete, be constructed to City standards and marked.
6. That development be according to revised plot plan.
7. That the following condition be complied with prior to the
issuance of a building permit:

That a preliminary record of survey be filed with the
Planning Department showing the severance of this
property from the larger parcel.
PASSED AND ADOPTED by the City Council of the City of Santa
Aha at its regular meeting held on the 2nd day of December, 1963.
