City Council met in adjourned regular session. Meeting called to order by the Nayor. J.L.McB~ide, Orson H. Hunter, Milford W. Dahl, Cou~tney R. Chandler. William Jerome Public hearing was held on proposed Charter of the City cf Santa Ana various changes were suggested and discussed. On motion of Trustee Dahl, seconded by Hunter and carried, that in Article XIV, Section l~00 of proposed charter, the words "State Employees' Retirement Act" appearing at end of line 4, be changed to read "State Employees' Retirement Law", and that the following wording be included as a new paragraph, following first paragraph: "The City Council is directed to comply with all the provisions in the State Employees~ Retirement Law, as now enacted, or as it may hereafter be amended, including the levy of all necessary taxes." It was moved by Trustee Dahl, seconded by Hunter and carried, that following sentence be added to Article V, Section 502 of tentative charter: "He shall attend all regular and special meetings of the City Council unless physically unable to do so or unless hi~ absence has received prior approval by a majority of the Council". It was moved by Trustee Dahl, seconded by Hunter and carried, that following sentence be inserted, after the firs~ sentence of the third paragraph of Article IV, Section 409 of tentative charter: "The City Council may adjourn to another location within the City Hall, as publicly announced". On motion of Trustee Dahl, seconded by Hunter and carried, the plural usage of word "violations" in Article IV, Section 420, second and fourth lines, be changed to singular "violation". It was moved by Trustee Dahl, seconded by McBride and carried, that Article V, Section 501, Item (e), first line, the word "doing" be stricken and the word "activities" be substituted. It was moved by Trustee Dahl~ seconded by Hunter and carried, that in Article VI, Section 610, second paragraph, the word "purposes" appearing in the first sentence be deleted and word "purpose" be substituted. On motion of Trustee Hunter, seconded by Dahl and carried, item (c) in Article IX, Section 910, be passed. It was moved by T~ustee Dahl, seconded by Hunter and carried, that word "member" in sub-section (a) item 7 in Article X , Section 1002, be made plural, i.e. "members". It was moved by Trustee Dahl, seconded by McBride and carried, that in Article XII, Section 1202, the word "know" be changed to "known". 248 In Re Resol. No. 52-75 Adoption of a City Charter - consolidated with General election Nov. $, 1952 In Re Vote of appreciation In Re Letter of appreciation In Re Minutes to be mailed to Charter Committee In Re ~eave of absence City Attorney On motion of Trustee Dahl, seconded by Hunter and carried, Article X, Section 1010, be amended as follows: "In second paragraph, end of third line" ..... in behalf of any candidate, or contribute thereto, nor shall such person seek, etc." It was moved by Trustee Dahl, seconded by Hunter and carried, that in Article X, Section 1010, third paragraph third line, the words "purpose whatever" be deleted and word "candidate" be inserted in lieu thereof.~ Messrs. Randolph Cart of the Southern Pacific Company and Robert Curtis of the Santa Fe Railway Compan~ spoke at length in protest of several items covered in Article XIII, resulting in the following action: It was moved by Trustee Dahl, seconded by Hunter and Carried, that in i Article XIII, Section 1300, fifth paragraph, the following be insertedl at end of first line: : "in and over streets of the City". It was moved by Trustee Dahl, seconded by Hunter and carried, that the second paragraph in Article XIII, Section 1301 be amended as follows: "At end of third llne insert "or the Interstate Commerce Commission, as the case may be". On motion of Trustee Dahl, seconded by McBride and carried, that in Article XIII, Section 1302, second paragraph, line three be changed toll delete words "ten days" and substitute "thirty days". On motion of Trustee Dahl, seconded by McBride and carried, the following Resolution entStled: "A Resolution of the Council of the City of Santa Ana calling a special election to submit to a vote of the electors of said City, the question of the adoption of a City Charter for the government of the City of Santa Ana pursuant to Article XI, Section 8 of the Constitution of the State of California and amendments thereto, and authorizing consolidation of said election with the General Elections of November $, 1952" was read, considered, designated Resolution No. 52-75 and passed by following vote: Ayes, Trustees Noes, Trustees Absent, Trustees the J.L.McBride, Orson H. Hunter, Milford W. Dahl, Courtney R. Chandler. None William Jerome . On motion of Trustee Dahl, seconded by McBride and unanimously carried, that the City Council extend an extreme vote of appreciation and thanks to the Charter Committee and to Griffenhagen and Associates for the excellent charter proposed for the City of Santa Ana. . On motion of Trustee Dahl, seconded by McBride and carried, that a letter of appreciation be sent to each member of the Charter Committee. The. Mayor requested the Clerk to mail a copy of the Minutes of this meeting to each member of the Charter Committee. On motion of Trustee Dahl, seconded by McBride and Carried, permission. was granted John E. colwell, City Attorney to leave the State from August 25th to September 3rd, 1952 inclusive. 2,19 In Re Expression of thanks to Charter Committee In Re Statement of Mr. 0~Flaherty Mayor of ~e City of Santa Ana. Mayor Chandler personally thanked each member of the Charter Committee Joseph B. O~Flaherty and Griffenhagen and Associates for their assistance. Mr. Joseph S. 01Flaherty requested and was granted permission to make the following statement: "Over a substantial period of years, I have worked on these engagements for the Federal Government, States and Cities, and this experience 9ith you gentlemen over these last few months has b~en the most unusual I have eve~ had. It was most unusual'-- the number of man hours and time put in by you gentlemen. It restores your faith in government." On motion of Trustee Dahl, seconded by Hunter and carried, Council adjourned. the City City Clerk
