Willits and South Pacific Streets.

On motion of Trustee Dahl, seconded by Jerome and carried, the follow-
ing Ordinance entitled:
"An Ordinance amending Santa Aha Municipal
Code by amending Section 3215 and Section
6331"
reference parking at curb painted green, and, permitting entrance into
pool halls by police officers and the general public other than minors
under the age of eighteen years, was introduced, read, considered and
placed on file for second reading.
On motion of Trustee Jerome, seconded by McBride and carried, the
recommendation of the Planning Commission was approved and variance
denied of Mrs. Minnie E. Huffman for permission to build a four-unit
apartment on a parcel in the R-2 District known as the north'16.25
feet of Lot 2 and the south 43~75 feet of Lot 3 of Mary Sheffer's
Addition, being on the west side of French Street and the north line
approximately 56 feet south of 15th Street.

On motion of Trustee Dahl, seconded by Jerome and carried, the recom-
mendation o~ the Planning.Commission was approved and variance granted
to Bart Huff to permit a reduction in front yard depths in all lots ox
Tract No. 1574 excepting Lots 88 to 93 inclusive, and permitting
front yard depth of 21 feet on 25 lots; a front yard depth of 22 feet
on ~ lots, and a front yard depth of 25 feet on all other lots except-
lng those fronting on Bristol Street and Wilshire Avenue.

On motion of Trustee Dahl, seconded by Jerome and carried, the recom-
mendation of the Planning Commission was approved and variance granted
to George Markcwitz to permit the making of drapes on special orders
from furniture and department stores, without carrying a stock of
goods, in an existing residence at 1502 North Ross Street, in
the R-3 District, subject to certain conditions.
Communication and Resolution No. 459 of the Planning Commission were
read~ reference application of Emmet C. Rogers oral, recommending an
amendment to the Municipal Code to reclassify certain parcels of land
between Bristol and Baker Streets and lying adjacent to the north of
a line approximately 293 feet north of the center line of West 17th
Street, from R-1 to R-2 as to a part of the land and from R-1 to R-3
as to a portion abutting Bristol Street. On motion of Trustee Dahl,
seconded by Jerome and carried, a notice of public hearing was ordered
published setting date as October 6th, 1952.

Communication was real from the Planning Commission recommending
rejection of Tentative Map of Tract 16~3, which tract represents a
proposed subdivision of Lot 4, Plaza R~ncho, consisting of approximate
9 acres adjoining the south line of Willits Street, and is bounded on
the south by the city limits line and on the east by a line approx-
imately 660 feet west of the center line of Bristol Street, because
of the lack of drainage and due to street design. On motion of
Trustee Jerome, seconded by Dahl and carried, the recommendation of
~he Planning Commission was accepted and Tentative Map of Tract 16~3
rejected.

Communication was read from the Planning Commission recommending
approval of Revised Tentative Map of Tract 1630, submitted by George
S. F~uehling and Roy Greenleaf, Jr., which Tract represents a parcel
approximately 360' x 250' adjoining the south line of East Fourth
Street in the vicinity of Linwood Avenue, subject to the condition
that the drainage plan is satisfactory to the City Engineer. On
motion of Trustee Dahl, seconded by Jerome and carried, the reoommend~
ation of the Planning Commission was accepted and Revised Tentative
Map of Tract 1630 approved subject to condition as set forth by the
Planning Commission.

On motion of Trustee McBride, seconded by Jerome and carried, Map
Tract No. 1572 and bond submitted by Emmet C. Rogers crux, in the sum
of $7,000~00 were approved and ~fficials authorized to sign Map cover-
lng improvements of Bristol, 18th, 19th, Louise and Baker Streets.
On motion of Trustee Jerome, seconded by McBride and carried, Map
Tract No. 1~59 and bond submitted by Charles W. Nester etux, in the
sum of $50,000.00 were approved and offlclals authorized to sign Map
covering improvements of Seventeenth, Fairmont, Dorman, Oakmont Place
and Lincoln Avenue.

On motion of Trustee McBride, seconded by Dahl and carried, Civil
Service Board Minutes dated AugUst 13, 1952, Minutes of the Executive
Board of the Joint Outfall Sewer dated September 4, 1952, and Juvenile:
Bureau report for the month of AugUst, were received and filed.
On motion of Trustee McBride, seconded by Jerome and carried, the City
Attorney was inst~ucted to prepare a letter to the Izaak Walton LeaEue~
for their signature, giving their consent for drainage on Tract No.
1608 to drain across land owned by the City and leased by the Club,
which property is approximately 46 acres of land bounded on the north
by Santiago Creek and on the east by North Bristol Street and extend-
ing west to the Santa Aha River bed.
Communication was read from the Los Angeles Chamber of Commerce extend~
lng an invitation to the 0ouncil to attend the annual convention of
the American Municipal Association in Los Angeles on December l, 2, 3,
1952, and on motion of Trustee McBride, seconded by Jerome and carried
the communication was received and filed.
Communication was read from the Orange County Farm Bureau extending an:
invitation to the Council to attend a luncheon given in honor of a
group of leading agriculturists from Mexico, on October 13th, at the
Community Center, and requesting use of one of the two dining halls
free of charge. On motion of Trustee Dahl, seconded by McBride and
carried, the request was denied and the Bureau so notified.
It was moved by Trustee Dahl, seconded by Jerome and carried, that a
communication be directed to the Public Utilities Commission giving
the reasons for opposing the installation of automatic crossing gates
at the Santa Fe Railroad on First Street and on Fourth Street, as the
experience of the City has been that when manually operated crossing

the crossing any safer and caused undue stoppage of traffic due to
unnecessary lowering of traffic gates.

Communication was read from the City Engineer advising that improve-
ments within the boundaries of Tract No. 1473 have been completed and
on motion of Trustee Dahl, seconded by Jerome and carried, the bond
filed by Jasper Farney, in the sum of $32,000.00, was ordered released

Communication was read from Mrs. William C. St. Clair, Jr. requesting
that action be taken to establish a speed limit on Delhi Road, and on
motion of Trustee McBride, seconded by Dahl and carried, the request
was referred to the Administrator, Engineer and Chief of Police for
report.

On motion of Trustee Jerome, seconded by Dahl and ca. tied, Resolution
No. 28719 from Oak/and City Council opposing legislatlon proposed by
the County Supervisors Association to provide for a 4% sales tax, wac
received and filed.

Communication was read from the Board of Education reference forming
an assessment district in the vicinity of the Edison School and
advising that monies had not been included in the budget for the
current year for such a project, and on motion of Trustee Dahl,
seconded by McBride and carried, the communication was received and
filed.

On motion of Trustee Dahl, seconded by Jerome and carried, the Mayor
was authorized to sign escrow instructions, from Jose and Bonita
Gallegos, for the acceptance of an easement deed for street purposes,
being the easterly thirty feet of Lot 37, Tract 159, located on the
west side of Orange Avenue.

On motion of Trustee Jerome, seconded by McBride and carried, the
notification of the State Board of Equalization of alcoholic beverage
application made by Lois C. Ross, 1705 No. Main St., was received
On motion of Trustee Dahl, seconded by Jerome and carried, the appli-
cation of Charles James Nefaros, to drive taxicabs, was received and
~ranted.
On motion of Trustee Jerome, seconded by Dahl and carried, the demands
as audited by the Finan ce Commlttee were approved and Clerk was author
ized to issue warrants for same.
On recommendation of the committee and on motion of Trustee Dahl,
seconded by Jerome and carried, the bid of the United States Pipe and
Foundry Company, in the sum of $17,424.00, was accepted for the furn-
ishing of 10,000 feet of 6 inch and 2,000 feet of 4 inch, Class 150,
Bell and Spigot, cement lined, cast iron water pipe, and all other
bids rejected.

The Administrator reported on the bids submitted for the collection, .~
removal and/or purchase of ~ubbish, trash and/or garbage and stated i:
that the Lennox Disposal Service had filed a supplementary bid. The .I
supplementary bid was read quoting a price of $2495.00 per month, for ~:
the picking up and disposal of wet garbage from commercial and
residential areas, at a total cost of complete service of $13',345.00
per month, less $100.00 per month to be paid to the City for use of the
Dump. The Administrator recommended that the bid of the Lennox Disposal
Service be accepted at a total cost of 85~ per meter, per month, less
$100.00, George Lance, 1242 Cypress Ave. requested inform-
ation as to why he was requ~ed to pay 85~ per month for the collection..
of trash and garbage when he owned a five-room house and apartment
owners paid the same amount, Trustee Dahl replied that the cost would
not be pal~ by the individual tax payer directly but is paid out of the
general tax fund. Several City trash employees brought out questions
over what type of trash would be picked up, the type of service which
would be given and wha~ kind of a saving could be effected by continuing
the City operation backed by a controlling Ordinance. Opinion No. 146,
of the City Attorney, was read reference collection cf garbage and
trash. On motion of Trustee Dahl, seconded by Jerome and carried, the
Opinion was received and filed. It was moved by Trustee McBride and
seconded by Dahl that the award be made at the stated sum, as set forthl
in the supplementary bid of 85~ per Water meter, per month, less
$100.00 for the rental of the dump, per month, and the Administrator
and City Attorney were instructed to prepare the co.ntract.

On motion of Trustee Dab/, seconded by McBride and carried, all bids
were rejected and checks ordered returned. On motion of T~mstee Dahl,
seconded by McBride and carried, the Administrator was directed to
negotiate a contract for the collection of garbage and trash and submit
the proposal to the Council. On mo~ion of Trustee McBride, seconded
by Dahl and carried, the Attorney and City Engineer were instructed to
prepare an Ordinance regulating the weight limits and limitations on
the type of trash to be picked up by the collecting agency, and an
estimate submitted by the City Engineer as to the potential savings
which migh.t be achieved in the enactment of such an Ordinance and
continued operation by ~ity forces.
On motion of Trustee Dahl, seconded by McBride and carried, the spec-
ifications for radio communications system for ~he Santa Ana Fire Depart-
ment were approved and Clerk authorized to advertise for bids for the
furnishing of one Base Station complete with antenna; eight 6 volt
mobile transmitters and receivers; five 12 volt mobile transmitters and
receivers and two portable and pack sets: bids ~o be opened October 6,

Communication was read from Civil Defense Coordinator, together with
letter from Ghairman, Medical and Health Se~vices, Civil Defense
Board, advising Shat warehousing of Federal medical supplies in
Southern California may again be renewed provided the space obtained
is on a non-reimbumsable basis from other Federal agencies and
installations~ and on motion of Trustee Dahl, seconded by Jerome and
carried, the communication was received and filed.
On recommendation of the committee and on motion of Trustee Dahl,
seconded by McBride and carried, the request of residents and
owners on West Myrtle Street between South Patton and South Garnsey
Streets, that a "No School Parking Sign" be placed on West Myrtle
Street, was denied and Administrator to so notify the first petitioner
giving reasons for the denial.
The Administrator reported that the blind strip of land at the rear
of Lot at 1419-21 Spurgeon Street is used as an alley and recommended
that the request be denied. On motion of Trustee Dahl, seconded by
McBride and carried, the recommendation was approved and request of
Mesdames Webster and Herrington denied with instructions to the
Administrator to so notify, giving reasons for the denial.

The Administrator recommended the denial of the offer of Walter C..
Collins and Grace F. Vandenberg, owners of two pieces of property
south of Washington Avenue and east of the A.T.&.S.F. right-of-way,
offering to dedicate to the City a 50 foot strip for the purpose of
having a street through the center and agreeing to pave 36 feet but
preferring that no curbs or sidewalks be required. On motion of
Trustee Dahl, seconded by Jerome and carried, the recommendation was
approved and Clerk instructed to notify the parties that the City is
willing to accept the dedication of the 50 foot strip but is unable t¢
waive any of the improvements as provided for by the Ordinance.
On motion'of Trustee Dahl, seconded by McBride and carried, easement
deeds from Robert F. and Marion K. Buchheim, Hugh M. Jr. and Suzannah
S. Neighbour, and Lucien Butler and Anne Cowling Ward, conveying
certain property located on the west side of Baker Street, north of

It was moved by T~ustee Dahl, seconded by Jerome and carried, that a
Resolution be directed to the Public Works Division cf the State High-
way Department requesting that electrically operated traffic signals
be placed at Santa Aha Boulevard and Flower Street until such time as
the Freeway is actually completed, for the reason that the City and
its citizens are now losing not only thousands cf dollars in property
damage accidents at the corner each month but are also suffering
injuries and death at the intersection.

On motion of Trustee Dahl, seconded by McBride and carried, E. C.
Mlssildine was appointed as a member of the Planning Commission, te~m
to expire June 30, 1956, to fill the vacancy created by the resignation
of C.B.Xnickerbocker.

On motion of T~ustee Jerome, seconded by Dahl and carried, the Clerk
was authorized to advertise for bids for the sale of buildings known
as ~-2, T-3, TS and T-5, located on the south side of West Eighth
Street, west of Flower Street in the area known a s Casa de Santa Ansi
bids to be opened October 20, 1952, and such buildings and all parts
thereof, except concrete foundations and cement floors, must be
completely removed from the City property within a ninety-day period.

On motion of Trustee Dahl, seconded by Jerome and ca, tied, Dr.R.John.F.
Renshaw was appointed Chief, Medical and Health Service of the Santa
Aha Civil Defense and Disaster Council, to fill the vacancy created by.
the resignation of Dr. Arthur B. Wade.

On motion of Trustee JerOme, seconded by Dahl and carried, the Clerk
was authorized to d~aw a warrant, payable to the Treasurer of the Unite~
States, Bureau of the Census, in the sum of $2,582.00, which is a pre-
payment of a portion of the cost of conducting a special census and
proper official designated to execute the contract with the Census
Bureau.

The Administrator stated that the building at 218 East Fourth Street,
known as the Princess Theatre, extends 10" to 16" in the street and

and carried, the Building Inspector was authorized to issue a building
permit to Allen Fainbarg, owner of the property, granting permission
