This is a contract for service made by and between the City of Santa Ana, CA, and
HeliStream, fric. of Costa Mesa, CA, on this 9"' day of September, 1999.
Conunercial Pilot. Training Program This comprehensive program will qualify a Santa
Ana Police Offlicer for the FAA's Commercial Pilot Certificate with a Rotorcraft —
Helicopter rating. The first phase of this program is the Private Pilot Certification Course.
The student will receive training in the fundamentals of aviation enabling him to act as
Pilot in Corninand of a helicopter. He will be able to plan and execute cross-country
flights to unfamiliar airports. Upon completion of the Private Pilot Course, the student
will have approximately 55 hours of aeronautical experience (flight time). He will pass an
FAA computer knowledge test, a Practical Test (oral and flight evaluations) and will
receive an FAA Private Pilot Certificate.
The second phase of training is the Commercial Pilot Certification Course. In this Course
the student will receive advanced training in all pilot operations. Included will be off
airport operations, Mountain flying, basic attitude instrument flying and navigation,
cornpreheqsive training in abnormal and emergency procedures. Upon completion of the
Commercial Pilot Course, the student will have approximately 150 hours of aeronautical
experience. At this time, he will pass an FAA computer knowledge test and Practical Test
at the Commercial level and will receive an FAA Colimiercial Pilot Certificate.
Costs cane Fees The following is a summary of the estimated costs and fees of pilot
training through the Commercial. Pilot Certification. The times in the courses have been
estimated as accurately as possible, however the actual tune required for each phase may
be slightly less or slightly more than what is quoted.
Private Pilot, 50 Hours Dual Instruction @$180.00/hour
5 Hours Solo Practice @ ,$145.00/hour
35 Hours Ground Instruction gc$35.00/liour
Commercial: 40 Hours Dual Instruction @$180.00/hour
45 Hours Solo Practice @,$145.00/hour

Payment and Billing The estimated costs and fees for pilot training are payable in
advance. The estimated time required to complete the training is 3 months. Payments
may be made in monthly increments of $ 9521.63 with the first payment due at the
commencement of training. Upon completion of the total program, any overage will be
refunded to the City and any shortage will be billed to the City at the hourly rate for
aircraft rental and Instructor.
Records and Reports HeliStream maintains complete training records for each student
including a grade folder documenting the subjects and pilot operations and the flight and.
ground time of each lesson. Results of all tests and evaluations along with pertinent
comments are recorded as well. Complete copies of the student's training record will be
forwarded to the Chief Pilot at the PD Air Support Unit upon the completion of each
stage of training.
An account statement showing all charges assessed will be provided on a monthly basis
at a minimum
