ANA, CALIFORNIA, EXPRESSING OPPOSITION TO SENATE
BILL 789 AND DECLARING THAT STATE AID FOR LIBRARIES
IS NEITHER NECESSARy NOR DESIRABLE
WHERF2%S, there is now under consideration in Sacramento Senate
Bill No. 789, which would create a California Public Library Board in
the Department of Education and appropriate $2,800,000.00 from the
already overtaxed General Fund for the purpose of making grants to
library systems throughout the State of California, under formulas
therein contained, in cash on a per capita basis and for the purpose of
making book grants to said systems; and
WHEREAS, this Senate Bill is similar to Assembly Bill No. 1985,
introduced at a special session in 1960, without some of the most ob-
jectionable features of said Assembly Bill; and
WHEREAS, it is believed that expression from local agencies may
assist the State Legislators in arriving at their final vote on this
Bill.
NOW, THEREFORE, BE IT RESOLVED: That the City Council of the
City of Santa Ana, California, hereby declares its strong opposition
to the provisions, purposes, intent and pattern of Senate Bill No. 789
and to all parts of said Bill, and states as follows:
1. That the creation of new State boards to funnel money from
the State General Fund is, in nearly every case, undesirable,
unnecessary and a waste of the State funds so used.
2. That special interest lobbying by well-organized small
groups should not result in special interest spending of
large amounts of money, which, in every case, not withstanding
the language expressing no control of. local libraries con-
tained in this Bill, results in control of local institu-
tions receiving State aid.
3.That need for State aid in the library field does not exist.

4. That any new State expenditure at this time imposed upon
the top of California's already depleted State Treasury,
caused by the great number of new and increased expenditures
during the past few years, must be opposed by all State
Legislators unless the necessity for such new tax burden is
so urgent as to compel agreement among all intelligent and
informed citizens and divergent groups and organizations of
the State. At a time when our Governor is having ~lfficulty
in finding new sources of tax revenue or new ways to increase
tax income in an attempt to balance our State Budget, we must
react against grants or gifts of public funds for new pur-
poses which appear to be more dangerous than helpful and
which, in any event, are unnecessary.
5. That this City Council respectfully requests all the State
Legislators to vote in opposition to Senate Bill No. 789.
PASSED AND ADOPTED by the City Council of the City of Santa Ana
at its regular meeting held on the l?th day of April, 1961.
